Islamabad police and GIZ Gender Responsive Policing (GRP) Project have signed an agreement with respect to Ladies Complaint Units (LCUs) to improve its functioning by ensuring prompt action in case of violence against women. The agreement was signed by AIG Establishment, Ashraf Zubair Siddiqui and Principal Advisor GIZ GRP Project Dr Khola Iram here on Wednesday.
IGP Islamabad, Syed Kaleem Imam, DIG (Headquarters) Kamal Uddin Tipu and Station House Officer Women Police Station Sadaf Basharat were also present on the occasion. The agreement between the Inspector General of Police Islamabad Capital Police and GIZ-GRP Project sets forth certain understandings with respect to the LCUs established by GIZ-GRP Project in three police stations. As per terms and conditions of the agreement, GIZ-GRP Project shall be responsible for installing fully equipped pota cabins (with split AC units and furniture) at above started three police stations. The SHO of concerned police stations will co-ordinate with the project staff to get the pota cabins after their installations. GIZ will not provide any maintenance costs.
As per the defined role of LCUs mentioned in the police SOP approved by all IGPs, the units will deal with only women complainants and investigate crimes of violence against women.
The IGP shall depute women police staff trained by GRP Project in the LCUs, who will perform the role of compliant registration, interview, investigation and referrals to medico-legal examination, medical help, legal aid, psychological counselling and shelter if requested by the women complainants. LCU staff will also follow up of cases and send regular monthly reports to seniors, as described in police SOPs.
The GIZ-GRP project shall facilitate in developing the formats for LCUs to collect information and record cases of violence against women brought to police and arrange for the training of the staff to perform their role and duties as per police SOPs. The LCUs shall also maintain information regarding the service providers in the area to which they can refer women victim of violence as per their requirements and needs.
LCUs will compile the data on cases of violence against women on prescribed forms provided by GIZ-GRP Project and submit the reports to Gender Crime Unit established in the office of Superintendent of Police Investigation that will share the information with the e-ennoblement of Islamabad police office either electronically or manually.
The compiled information on women case of violence can be shared after the approval of IGP Islamabad Capital Territory Police. This agreement will terminate on April 30, 2012 with the end of GRP Project. Upon termination of the agreement, both parties shall have no further obligations towards each other. However, ICT will be entirely responsible for the operation costs of LCU and training needs of LCU staff after the termination of the contract.
