The presentation of the list of 18 senior bureaucrats presently made Officers on Special Duty (OSDs) has stirred controversy in the provincial assembly as the back benchers of the treasury benches termed them burden on the economy of the province.
Senior Minister, Bashir Ahmad Bilour defended the government for making such a large number of the senior officers as OSDs, saying they are getting routine perks and privileges and actually awaiting further postings. The list of the OSDs was presented in the provincial assembly in reply to a question of Malik Badshah Saleh of PPP. It includes the names of the officers from BPS-21 to BPS-19.
The BPS-21 officers were included PCS (EG) Fazle Rahmani and Jamaluddin while Syed Mohammad Javed DMG BPS-20, Malik Noor Ali Khan and Mohammad Hamayun Khan. The other officers were Mohammad Anwar Khan BPS-20 PCS (EG-20/21), Faridullah, Khalid Hussein and Mir Mohammad Asif.
The BPS-19 DMG included Fida Hussein Afridi and Zulfikar Ali Shah. Similarly, PCS EG BS-19 OSDs officers were included Mohammad Zahir Shah, Musa Wazir, Asmatullah Khan and Mazhar Sajjad while miscellaneous were Nasir Azam BPS-19 and Engineer Akhtar Ali BPS-19.
Asking a question, Saqibullah Khan Chamkani sought the definition of OSD, saying such officers were taking benefit of all perks and privileges without performing any duty. He said that is why such officials were given all facilities and called for the abolition of the culture of the surplus employees to resolve the problem for once and all.
Anwar Khan, a PPP legislator from Dir Upper diverted the attention of the House towards the officials occupying two offices and called for the separation of the offices. He said that doctors are also occupying administrative posts in the department and demanded the posting of such doctors in the rural areas to provide health facilities to people. Bilour rejected the impression of the utilisation of all kinds of official incentives by the OSDs and said that such officials are only getting common facilities available to all government servants.
Similarly, the Provincial Service Commission (PSC) Khyber Pakhtunkhwa once again came under fire in the House over its performance in timely selection of candidates for the vacant posts in different departments of the provincial government. The mover of the question, Mufti Said Janan regarding recruitment by the commission for the government departments expressed satisfaction over the reply in protest.
The provision of the incomplete list by the commission to the House attracted the anger of the senior parliamentarian Abdul Akbar Khan of PPP, who wasted no time in demanding detail discussion on such matters. Bilour opposed holding of detailed debate on the matter, saying it has been discussed several times.
He said that the provincial government had increased the number of the members to increase the capacity of the provincial public service commission and enabled it to select competent and qualified candidates for the required posts. In response to a question of Syed Qalb-e-Hassan, Provincial Minister for Agriculture, Arbab Ayub Jan said that the soil conservation office in Kohat has been activated and in the annual development programme (ADP) for the current financial year 2010-11 an amount of Rs 20 million has approved for schemes.
