Minister for Industries and Production (MoI&P) Mir Hazar Khan Bijarani has reportedly expressed annoyance with the top management of Utility Stores Corporation (USC) for not finalising computerisation of warehouses and stores.
A three-member influential group, comprising two outsiders and an insider reportedly tried to give Rs 2 billion contract for the computerisation project to a specific company without tendering.
Bijarani, presiding over a meeting, said that computerisation of warehouses and stores would bring transparency in procurement and help eliminate corruption. "It is necessary to control pilferage, misappropriation, bungling, corruption, various financial irregularities and shortages in warehouses and stores of USC, as reported and pointed out from time to time by the vigilance wing of USC and the media," said an official announcement issued after the meeting held in the Ministry of Industries and Production.
According to the minister, after computerisation, the whole data, ie, sale and purchase system of the corporation would be more transparent. The official announcement quoted the Industries Minister as expressing displeasure over slow process of computerisation of warehouses and stores of the corporation. "Complete the documentation process of computerisation as soon as possible," Bijarani directed the Managing Director USC, Arif Khan.
MD USC assured the Minister that PC-1 of the said proposal would be finalised by March 18, 2011. The PC-1 would be approved by the Development Working Party (DWP) and Board of Directors (BoD) of the USC. DWP would include representatives of the Planning and Development Division, Finance Division and the Ministry of Industries and Production each not below the rank of Joint Secretary which would be headed by the MD USC. USC has opened 120 super/mini markets and 300 profitable urban area stores during last one year. Secretary Abdul Ghaffar Soomro and other high officials of the ministry and USC were present at the presentation.
