The National Assembly passed as many as 31 bills while a total of 10 ordinances were laid before the Lower House during the third parliamentary year. The passage of Constitutional (Eighteenth Amendment) Bill, 2010 is a major achievement of the National Assembly in its third Parliamentary year, which has removed many distortions from the Constitution.
The National Assembly passed the bill with more than two third-majority on April 8, 2010. The procedure for the appointment of the superior courts' judges introduced in the 18th Amendment was challenged in Supreme Court and the apex court referred the matter to parliament asking for review of Article 175-A - new mechanism of appointing judges under the 18th Amendment.
The National Assembly reviewed the Article 175-A of the Constitution and passed 'The Constitutional (Nineteenth Amendment) Bill, 2010'. The National Assembly passed 'The Federal Board of Revenue (Amendment) Bill, 2010, The Banking Companies (Amendment) Bill, 2010, The National Defence University Bill, 2009, The Earthquake Reconstruction and Rehabilitation Authority Bill, 2010, Privatisation Commission (Amendment) Bill, 2010 in February, 2011.
Similarly, in the session which was held in December 2010, the National Assembly passed Pakistan Engineering Council (Amendment) Bill, 2010, Pakistan Trade Control of Wild Funa and Flora Bill, 2010 and The Code of Criminal Procedure (Amendment) Bill, 2008.
In November, the Criminal Law (Amendment) Bill, 2010, The Industrial Development Bank of Pakistan (Reorganisation and Conversion) Bill, 2010, The State Bank of Pakistan (Amendment) Bill, 2010 and others were approved by the National Assembly.
The National Assembly also passed bills including The Sacked Employees Reinstatement Bill, 2010, Pakistan Atomic Energy Commission (Amendment) Bill, 2010 and others while two bills The Degree Awarding Status to Dawood College of Engineering and Technology Karchi, Bill 2010 and Competition Bill 2010, in September.
The Lower House of the Parliament passed Budget (Finance Bill, 2010) on July 1, 2010 while The Islamabad High Court Bill, 2010 and The Benazir Income Support Programme Bill, 2010 on June 30 and 28, 2010, respectively. In April, the Lower House of the Parliament passed 'The Constitutional (Eighteenth Amendment) Bill, 2010 on April 8, 2010 and the Alternative Energy Development Board Bill, 2010 on March 31, 2010.
In the third parliamentary year, as many as 10 ordinances, eight in June and two in March, 2010 were laid in the Lower House. The Ordinances included The Arbitration (International Investment Disputes) Ordinance, 2010, The Islamabad Consumers Protection (Amendment) Ordinance, 2010, The Code
of Criminal Procedure (Amendment) Ordinance, 2010, The Price Control and Prevention of Profiteering and Hoarding (Amendment) Ordinance, 2010, The Women in Distress and Detention Fund (Amendment) Ordinance, 2010, The National Database and Registration Authority (Amendment) Ordinance, 2009 and others.
