The appointment of pilots, having no relevant experience on high profile administrative positions, is not only inappropriate and raises question mark on the 'Merit-Based Appointments and Promotion' policy of the management, said the spokesman of Joint Action Committee of PLA Employees (JACPIAE) in a statement issued here on Friday after a meeting of the council.
The spokesman said that the appointments of Captain Saleem Ahmed as Director, HRA & Co-ordination, and Captain M Junaid Younus as Director, Training & Development, vide Personnel Order No 058/2011, cannot be justified as merit-based appointments as both do not have relevant required experience.
He said that after the removal of Captain Ejaz Haroon, PIA employees were very optimistic and hopeful that new PIA MD would correct the wrongdoings in the airline but such decisions from higher management show that nothing has been learnt from the past. According to JACPIAE spokesman, the role of HRA & Co-ordination Director is very vital to run the day-to day affairs of PIA and he has to deal with administrative matters related to all departments of PIA, not only flight operations.
For such a high profile position, a person having a broad experience in field of HRM should have been appointed in the best interest of the corporation, he said, adding that being a pilot, Captain Saleem will have to travel abroad extensively, especially on LR, flights which is likely to jeopardise the HR functions of the airline.
Furthermore, he said, the appointment of Captain M Junaid Younus as Director, Training & Development, is also not justified as the holder of this position is responsible to run the affairs of PIA Training Centre where more than 75 percent courses and training programs are related to Engineering & Maintenance. The position, he said, is never required as per the size of training centre while historically it has been managed by a Principal, of General Manager level.
This would eliminate the need of one additional Director which, of course, is a financial burden on PIA, which is already facing severe financial crises, he said. The JACPIAE spokesman stated that the casual attitude of PIA MD towards appointment of top ranked officials can be very disastrous for the airline and there seems to have been mala fide intentions behind such decisions.
The spokesman said that the JACPIAE strongly condemns posting of pilots on administrative positions not related to flight ops, and termed it as 'murder of merit'. He advised the management of PIA to review the decision and appoint a suitable person to the post of Director, HRA & Co-ordination, and abolish the post of Director, Training and Development, by handing over the affairs of PTC to Director Engineering & Maintenance in the best interest of PIA.
The spokesman said that JACPIAE members from different cadres of airline also demanded that the unions and associations whose elections have been delayed or avoided so far should be announced and true representation of employees should be allowed to work for their betterment. He demanded that the management should remain neutral and should not become part of conspiracies hatched against some associations, as the employees will not remain silent for too long under such environment.
He said that JACPIAE does not indulge in any association's affairs but cannot remain distant from the fact that it is being portrayed that the management is biased towards certain groups and supporting by attending their functions and events.-PR
