Prime Minister Syed Yousuf Raza Gilani on Saturday stressed for close co-ordination between federation and provinces for the optimal use of financial resources. He emphasised that reform process should not be limited only to the federal level but also be carried out in the provinces to enhance capacity of the provinces as after the 18th Amendment and NFC Award, most of the development had become responsibility of provincial governments.
The prime minister was talking to the Governor Khyber Pukhtunkhwa, Federal Minister for Finance, Deputy Chairman Planning Commission, Chief Ministers of Sindh, KPK, Balochistan, AJK Premier, Representative of the Chief Minister Punjab and other senior officers at his Chamber in the Prime Minister's Secretariat.
The prime minister said the federal government was giving special attention to the uplift schemes of the terror-affected areas of FATA and rehabilitation and reconstruction of the flood affected regions. He said hundreds of schools and other institutions had been demolished by the anti-state elements and stressed the uplift of these areas on priority basis.
He also discussed progress of work on rehabilitation and reconstruction of the flood affected areas. The prime minister informed the participants that the federal government has spent 200 billion on electricity subsidy during 2010-11 fiscal year. He said Balochistan was allocated 10 percent additional financial resources over and above the provincial share under the 7th NFC Award keeping in view the special circumstances of the province.
He further said no deduction had been made from the Balochistan allocations for last year's devastating floods and anti-terrorism campaign. He mentioned that 100 billion of last year PSDP were diverted to meet the expenditure on rehabilitation and reconstruction of flood affected areas as well as on the war against terror.
The participants also discussed development projects of their respective provinces during the meeting. The Governor Khyber Pukhtunkhwa apprised the Prime Minister about the progress of development schemes launched in FATA. He said that FATA is heavily dependent on the federal PSDP because it has no other resource to undertake any uplift project at its own. The chief minister of Balochistan urged to complete work on Rato Dero-Gwader Road Project. He also discussed Kalat-Chaman and Lora Lai Road projects. He said priority should be given to projects already announced by the President and the Prime Minister for the uplift of Azad Kashmir.
The meeting was attended by the Governor Khyber Pukhtunkhwa, Barrister Kausar, Chief Minister Sindh, Syed Qaim Ali Shah, Chief Minister Balochistan, Nawab Aslam Raeesani, Chief Minister Khyber Pukhtoonkhwa, Ameer Haider Khan Hoti, Federal Minister for Finance, Dr Abdul Hafeez Sheikh, Deputy Chairman Planning Commission, Dr Nadeem-ul-Haq, AJK Premier Sardar Attique Ahmad Khan and Representative of Chief Minister Punjab Sardar Dost Muhammad Khosa.
