The Punjab Cabinet has on Tuesday approved six amendment bills of agriculture and labour departments with regard to the ministries devolved to the provinces in the wake of the 18th constitutional amendment.
The cabinet meeting, chaired by Punjab Chief Minister Muhammad Shahbaz Sharif, approved the following amendment bills: Agricultural Pesticides Ordinance 1971 (Amended up to 1997), the West Pakistan Industrial and Commercial Employment (Standing Orders) Ordinance 1968, the West Pakistan Maternity Benefit Ordinance 1958, the Workers Children (Education) Ordinance 1972, the Workmen's Compensation Act 1923 and the Bonded Labour System (Abolition) Act 1992. The cabinet also gave approval to the website of Daanish Schools and it also formed a cabinet committee for the promotion of e-government that will submit its recommendations to the cabinet for better service delivery to the masses, disclosed an official.
Addressing the meeting, the Chief Minister said promotion of good governance and better service delivery to the masses is the priority of the government and revolutionary measures are being taken for this purpose. He also said promotion of e-government will not only eliminate corruption and malpractices but will also result in capacity-building of departments, which will help provide better services to the people.
According to him, setting up of citizen contact centres and citizen feedback model is an excellent programme and it should be moved forward in a co-ordinated manner for facilitating the people in availing services of the government and benefiting from its welfare oriented programmes in the real sense. This programme should be given wide publicity for promoting public awareness. A cabinet committee is being formed for furthering this programme successfully and it will submit its recommendations in the cabinet meeting keeping in view its various aspects.
He also appreciated the programme initiated for obtaining information about the pace of progress of the cases in Lahore High Court and said that a similar programme should also be started in revenue department for facilitating the people in acquiring copies of their property deeds and other matters. He directed that e-government system of Provincial Disaster Management Authority should be fully activated before the onset of monsoon so as to save the people from any untoward situation. He said an effective system should be evolved for this purpose with the consultation of Senior Member Board of Revenue.
Issuing instructions regarding implementation of the Bonded Labour System (Abolition) Act 1992, he said District Vigilance Committees in all districts should be mobilised in this regard and the Punjab Chief Secretary should also ascertain whether the District Co-ordination Officers are holding meetings of these committees regularly or not.
The cabinet commended Secretary Finance Tariq Bajwa on the efficient handling of the financial affairs of the province. Earlier, Punjab Information Technology Board Chairman Dr Javed Ghani and former DC Jhang Zubair Bhatti gave briefing to the cabinet regarding citizen contact centres and citizen feedback model. The meeting was informed that citizen contact centres are operating in 15 districts and playing an important role in the service to the people.
