Lahore High Court Chief Justice Ijaz Ahmad Chaudhry said judges have failed to establish the impression that justice is being done to the people as the disposal of cases is the worst in Punjab judiciary as compared to other three provinces. The cases are not being decided speedily and it is lagging well behind the targets set under National Judicial Policy.
Chief Justice Ijaz Ahmad Chaudhry said this while addressing to judges of LHC and sessions judges at a meeting held at LHC library to review the performance of district judiciary. He said even minor cases are not being decided at lower level and LHC has to decide them. This has caused undue burden of cases on LHC. Even bail petitions in minor offence reach LHC. Judicial officers have also made it habit to punish accused in each and every case without going into its merit as they think that LHC would take care of it at appeal stage.
This attitude should be discouraged and judges should do justice at doorsteps to improve judiciary image. CJ pointed out that 90 percent staff of district judiciary in Punjab is corrupt and they are the main impediment in dispensation of speedy and inexpensive justice as litigants have to deal with them on daily basis.
CJ added, "Such corrupt elements have created bad image of judiciary among masses. We are after them and will crush them with iron hands." Justice Ijaz admitted that corruption is rampant in Punjab district judiciary and he had appointed well-reputed judges as sessions judges to eliminate the curse, but results are not encouraging.
He said LHC had punished some corrupt persons and will continue its drive until it is completely abolished. "Each and every department of LHC is under scrutiny. The corrupt elements will be ousted and arrested. He asked sessions judges to help LHC get rid of corruption from judiciary, he added.
