As the restoration of Commissionrate system in Sindh, the provincial government is all set to establish community policing cell (CPC) at all city's police stations. According to details, the Sindh government is going to replace Police Order, 2002 with Police Act 1861 and the notification in this regard would be issued shortly.
After the restoration of Police Rule 1861, the city will split into five divisions: Zone East, Zone South, Zone West, Central and Malir, which will be headed by five SSPs, who will work under three DIGs. The designation of Capital City Police Officer (CCPO) will be replaced with additional IG while the posts of Regional Police Officers and District Police Officer will be removed. The Sindh police will also deploy three SPs in each zone, who will report to their respective SSPs.
The investigation departments, including AVCC, CID, ACLC, etc will work under the supervision of DIG-CID while the Special Investigation Unit (SIU) will work under the CID department, which will be reactivated after the restoration of police Act 1861. Meanwhile, the sources said the Sindh government has decided to give the charge of DIG-CID to DIG investigation. They said the newly appointed provincial Home Minister Manzoor Wassan is likely to issue the notification of transfers and postings of three DIGs and five SSPs on Wednesday but the same was not issued till filing of this report.
To a question, they said that it has been proposed to depute one DIG instead of three at all zones as the DIGs have raised seniority issues and expressed resentment to work under Deputy Commissioners. As per Police Act 1861, the station officer, who used to transfer every case to investigation, will be empowered to supervise investigation of every case.
Besides the Community Policing Cell (CPC), which was not operational because of inadequate workforce, will be established at all police stations as the investigation and operation departments are going to be merged after the restoration of Police Act 1861. The sole responsibility of CPC, which will work under sub-inspector of every police station, is to mediate the domestic issues of the inhabitants of the area.
