Governor Khyber-Pakhtunkhwa Barrister Masood Kausar said that the present government being a democratic and truly elected one, strongly believed in democracy, consultation and consensus on national issues and the same policy had been adopted while proposing amendments to the Frontier Crimes Regulations (FCR).
Talking to parliamentarians from FATA during Iftar dinner hosted in their honour in Khyber-Pakhtunkhwa House, Islamabad, he said that the proposed amendments when incorporated in the law would make the FCR a justice-oriented and people-friendly legal document.
The Parliamentarians, who attended the Iftar dinner, included Federal Minister Shaukatullah Khan, Haji Munir Orakzai, Senator Engr. Rashid Ahmad Khan, Maulana Noorul Haq Qadri, Maulana Abdul Malik, Senator Maulana Rashid, Bilal Rehman, Kamran Khan, Jawad Hussein and Hamidullah Jan Afridi.
Secretary SAFRON Habibullah Khan, Chief Secretary Khyber-Pakhtunkhwa Ghulam Dastagir Akhtar, Additional Chief Secretary FATA Fazal Karim Khattak and Secretary to Governor Sikander Qayyum The Governor also responded to various questions asked by the parliamentarians on the issues under discussion to their utter satisfaction. The Governor and the parliamentarians discussed different issues relating to FATA including the proposed amendments to the FCR.
Secretary SAFRON briefed the parliamentarians on these amendments and also explained certain clauses of the recently promulgated Aid to Civil Power Regulation 2011 in FATA and PATA. He said that the proposed amendments in the FCR would help remove the reservations of FATA people who had been opposing some particular clauses of the law as being in clash with the basic human rights and social norms.
Regarding Aid to Civil Power Regulation, he said that it was exclusively aimed at the anti-state elements, terrorists and militants to punish them for their anti-state and inhuman acts of terror and violence. The peaceful and law-abiding tribesmen, he added, should not feel it a threat for them as it is neither against them nor against the spirit of the constitution or basic human rights as being wrongly interpreted by certain quarters.
