Irregularities have surfaced in the promotions of Associate Professors (Male & Female BS-19) to the post of Professor (BS-20), sources told Business Recorder. Sources said that according to rules of procedure annual Performance Evaluation Report (PER) of any gazetted government officers is required to be dispatched by the department concerned with remarks.
They said that Departmental Promotion Committee (DPC) is bound to go through PER for making final decision, whether the officer should be promoted to next grade or not. But in the case of Miss Mahjabeen Shahryar, Principle Government Degree Science College Gulshan-e-Iqbal Block-7, due procedure was not followed and she was promoted to BS-20 from BS-19 without going through the Performance Evaluation Report as the report was not submitted to the Education Department, Government of Sindh.
According to documents available with Business Recorder Mrs Mahjabeen Shahryar was promoted to BS-20 from Bs-19 through a notification, SOIII(S&GAD)7-1/2010. Sources said that PER of Mrs Mahjabeen was not dispatched to Reporting Officer of the department concerned but she was promoted to BS-20, which is against rules of procedure.
It is pertinent to mention here that PER is the form which is required to be filled by the under report officer annually and which is assessed by the DPC at the times of promotions. Sources said that complete career history and particulars of the promoting officer needed to be adjudged. They said after thoroughly determining the jobs description, career achievements and qualification the DPC used to consider his/her promotion.
"When PER was not submitted to the Officer In-charge of their confidential record how she can be promoted," an official said. He said that illegal promotions were ultimately causing loss to national exchequer as well creating sense of deprivation among deserving officers. It has also been learnt that hundreds of ghost employees in Education Department run under KMC are getting their salaries on permanent basis,
They said hundreds of bogus appointments were made on back date in 2011 in connivance with some corrupt official, a source told. They said that some of the employees in Education Department are become "Ghost" employees since 2009, but they are getting their monthly salary as per routine.
