ISLAMABAD: Around 10 million people are feared to be unemployed due to coronavirus pandemic as it has impacted the economy badly. This was revealed in the National Assembly Standing committee on Law and Justice, which met with Riaz Fatyana in the chair, here on Thursday.

The committee considered the bill, "The Constitution (Amendment) Bill, 2020 (Article 27-A)" moved by Agha Rafiullah, MNA, with the objective to include social security in fundamental rights.

Naveed Qamar said that it was good to provide medical treatment and social security facilities to the people.

"When these issues are included in the fundamental rights, it will become the responsibility of the government," he added.

The Law and Justice secretary said that if those facilities were not available, then people would move courts.

"The court will ask the government to provide these facilities in all cases," Qamar added.

The chairman of the committee said that there was talk of the UK and other welfare states.

However, taxes are levied and spent on people in welfare countries, said Fatyana, adding that when taxes are levied in Pakistan, people come out on the streets.

Qamar said that tax collection needed to be improved.

If taxes are not collected, more loans will have to be taken to cover expenses, said Qamar, adding that the current model could not last long and there was a need to think about it.

He further said that in the current situation, the position of the Ministry of Finance was correct that they did not have money.

The Chairman committee said that the coronavirus had begun to have an impact on the economy, and 10 million people are feared to be unemployed due to the corona effect.

After detailed deliberations, the committee recommended that the bill may be deferred till the next meeting with recommendations that Dr Sania Nishtar, special assistant to the prime minister on poverty alleviation and Ali Zafar, senior advocate, Supreme Court of Pakistan, be requested to attend the next meeting to provide assistance to the committee on the said bill.

The Committee considered the bill, "The Legal Practitioners and Bar Councils (Amendment) Bill, 2020 (Amendment in Section 5)" moved by Dr Nafisa Shah, MNA.

After detail deliberations the Committee recommended that the same may be deferred till next meeting.

The Committee considered the bill, "The Constitution (Amendment) Bill, 2020 (Amendment in Third Schedule)" moved by Mohsin Nawaz Ranjha, MNA.

After detail deliberations, the committee deferred the same till the next meeting due to non-availability of the mover.

The Committee considered the bill, "The Constitution (Amendment) Bill, 2019 (Article 89)" moved by Abdul Qadir Patel, MNA.

After deliberations, the committee recommends that the bill may be deferred till the next meeting, due to non-availability of the mover.

The Committee considered the bills, "The Constitution (Amendment) Bill, 2020 (Amendment in Article 251)" and "The Constitution (Amendment) Bill, 2020 (Amendment in Article 25A)" moved by Kesoo Mal Kheeal Das, MNA.

After detailed deliberations, the committee deferred the same due to non-availability and request of the mover.

The Committee unanimously confirmed the minutes of its previous meetings held on 22nd, 23rd and 24th September, 2020, and deferred the agenda No 2.

Members/MNAs/movers Atta Ullah, Lal Chand, Kishwer Zehra, Muhammad Sana Ullah Khan Masti Khel, Malik Muhammad Ehsan Ullah Tiwana, Shunila Ruth, Chaudhry Mehmood Bashir Virk, Usman Ibrahim, Syed Hussain Tariq, Dr Nafeesa Shah, Syed Naveed Qamar, Aliya Kamran, and Syed Agha Rafiullah, besides the secretary Ministry of Law and Justice along with their staff attended the meeting.
