ISLAMABAD: The federal government is likely to appoint Asif Ali as Member (Finance) of National Electric Power Regulatory Authority (Nepra) Tribunal, Islamabad, well-informed sources told Business Recorder.

The Tribunal was established under section 12 A of the Regulation of Generation, Transmission and Distribution of Electric Power (amendment, Act, 2018) within the territorial limits of the entire country.

The Tribunal is to comprise a Chairman and two Members i.e. Member (Finance) and Member the (Electricity). For appointment of a Member (Finance), the nominee shall have the following qualification /eligibility criteria: “a member finance who shall be a qualified chartered accountant or a qualified cost and management accountant or a qualified chartered financial analyst and shall be nominated by the provinces or federal government, as the case may be, by rotation in the following order, namely: (i) the member representing the province of Sindh; (ii) member representing the province of Punjab; (iii) member representing the Federal Government; (iv) the member representing the -province of Khyber Pakhtunkhwa; and (v) the member representing the province of Balochistan.

The eligibility criteria further states that the Member (Finance) of the Appellate Tribunal shall be appointed for a period of three years on such terms and conditions as may be prescribed. Provided that no person who has attained the age of sixty years shall be appointed as member finance and electricity; provided further that no person shall be eligible to be the member electricity, if in case of being civil servant, they hold a position which is less that BPS-21 or equivalent. No person shall be appointed as member of the Appellate Tribunal unless he is a citizen of Pakistan and such member shall be employed on full time basis. The qualification and eligibility criteria is as follows: no person shall be appointed as member of the Appellate Tribunal unless he (a) has at least Master or professional degree or qualification from an accredited university; (b) has at least fifteen years of professional work experience;(c) has no past record of criminal conviction, other than for minor offences ; and (d) has no past record of any specific activities or conduct that could reasonably bring into question his ability to discharge his duties as a member of the Apex Tribunal with honesty, integrity, reliability, competence and objectivity”.

Energy Department Sindh has forwarded a panel of following persons for the post of Member (Finance), Nepra Tribunal: (i) Asif Ali; and (ii) Shakil Ahmed.

Earlier, the appointment of Zeeshan Shahid as Member Finance (MP-II) was approved by the Federal Cabinet. However, Mr. Zeeshan Shahid has showed inability to join Nepra, Appellate Tribunal.

On the recommendation of government of Sindh, Ministry of Law and Justice, therefore, has proposed the name of Asif Ali as member finance of Nepra, Appellate Tribunal.
