Lifting of ban on new recruitments: Ministries, Divisions barred to take independent decisions
Federal Cabinet has disallowed different Ministries and Divisions to take independent decisions on lifting ban on new recruitments, official sources told Business Recorder. This issue came under discussion in the Federal Cabinet meeting on August 15, 2012 wherein it was reported to the Cabinet that different ministries and divisions are seeking permission for fresh recruitment.
"As regards the status of lifting of ban on recruitment, lack of co-ordination between different Ministries/Divisions is found visible," the sources added. Minister for Information and Broadcasting, Qamar Zaman Kaira was furious over this situation, saying that no Ministry/Division should go outside its mandate because this kind of division gives a confused message to media.
Prime Minister, Raja Pervez Ashraf who was chairing the meeting, assured the Cabinet that government will take an appropriate decision in relation to lifting of ban on recruitment. Official documents available with Business Recorder revealed that the Cabinet was also informed that it had held 118 meetings since March 2008 and during these meetings 71 decisions pertained to Economic Affairs Division (EAD), out of which 68 had been implemented while remaining three were at advanced stage of implementation . Similarly, Establishment Division has implemented 24 decisions out of 30 while remaining 6 will be implemented very soon.
Secretary Establishment with regard to the implementation status of Civil Servants (amendment) Bill 2011 informed that the Establishment Division was concerned with matters pertaining to civil servants only, therefore amendment had been made in this regard. However, on this issue, Secretary Cabinet, Nargis Sethi pointed out that as per the Cabinet decision, this issue pertains to all those paid by the government exchequer and not just civil servants. She requested that the Establishment Division should write to all the concerned in this regard.
After detailed discussion, the Cabinet decided that on the issue Civil Servants ( amendment ) Bill, 2011 rules shall be framed by the Establishment Division in consultation with Cabinet Division and report be submitted within next four weeks which should cover all those who are paid by the government exchequer being in line with earlier decision of the Federal Cabinet.
