@Love Your Country , unfortunately it is the FBR which is one of the main reasons why tax collection is so low.

The economy is in intensive care. Inflation is out of orbit landing the moon. Plants are closing down. Unemployment touching the new heights. The market is sluggish at the lowest ebb. Only increasing is operating deficit. Under this circumstance innovation to collect the tax targets is daunting task, particularly the mighty have been untouched and common people's blood squeezed to zero level. Hope and trust the New FM may do magic and save the sinking boat - a real challenge.

Fire the entire staff of FBR and close it down. Contract out the tax collection to private firms and local thugs.
