Despite the abolition of project allowances, officers of the Monitoring and Evaluation Cell (MEC), which is running as a subsidiary wing of the Planning and Development (P&D) department, are still getting hefty amounts under this head. Officers and employees of this Cell would get over Rs 13 million over the next three years, according to an official document obtained by Business Recorder.
The approved PC-1 titled 'Strengthening of Monitoring and Evaluation Cell', carrying a cost of Rs 639.332 million for the next three years (July 2012 till June 2015) mentioned that a large number of officers and employees working in the MEC were getting hefty project allowances in addition to lucrative salaries.
The document stated that officers and employees of Karachi's office included: Sector Monitoring/Evaluation Officer's monthly salary is Rs 200,000, Director (MIS) is drawing a salary of Rs 100,000, Assistant Director (Network) is getting Rs 50,000 as salary, Assistant Director (Programming)) getting R 50,000, Procurement Specialist getting Rs 85,000, Procurement Officer getting Rs 50,000, KP O getting Rs 125,000, Data Processing Supervisor Rs 90,000, as salary, Accounts Assistant is getting Rs 30,000, as salary, Photo Machine Operator is getting Rs 15,000 as salary.
Officers/employees of MEC Hyderabad are also getting hefty salaries. According to the same document, the Regional Monitoring & Evaluation Officer is getting Rs 100,000, Monitoring & Evaluation Officer Rs 65,000, as salary, Programmer Rs 50,000, while an Office Assistant is getting Rs 30,000. Similarly, officers and employees in MEC's Sukkur are also getting hefty salaries, the document showed.
According to the document, the Director-General of MEC is drawing Rs 50,000 in the head of monthly project allowance, the Director Rs 40,000, Director Admin and Accounts Rs 40,000, Deputy Directors working in MEC are getting Rs 30,000 each, System Analyst Rs 30,000, Assistant Director Rs 30,000, Private Secretary to the DG MEC Rs 30,000, Superintendent Rs 15,000, Stenographer Rs 15,000, Steno typist Rs 8,000 and accounts Assistant is getting Rs 8,000.
Moreover, there are three Assistants working in MEC and each one is getting Rs 8,000 as project allowance. Two Junior Clerks are getting Rs 4,000 each, Accounts Clerk Rs 4,000, three drivers are getting Rs 4,000, Dispatch Rider Rs 2,000, two Naib Qasids are getting Rs 2,000 each, and a lump sum amount of Rs 100,000 is part of the project allowance as well.
