Sindh Chief Minister Syed Qaim Ali Shah on Wednesday approved the draft bill of Sindh Higher Education Commission (SHEC), which would be tabled in the Sindh Assembly very soon. Sources told Business Recorder that a team of education and literacy department's legal experts have prepared the draft bill a few months back which was awaiting Chief Minister's approval.
This bill has also been approved by the law department. Now, the bill of SHEC would be added in the agenda of provincial Assembly's session and it may be tabled in the house during current session. A handout issued here from CM House said that the Chief Minister gave approval to SHEC bill during a high level meeting held at CM House under his chair. The meeting was attended by Senior Minister for Education Pir Mazhar-ul-Haq, Minister Law Ayaz Soomro, Minister for Information Sharjeel Memon, Chief Secretary Raja Muhammad Abbas, ACS (Finance) Muhammad Arif Khan, Advocate General Sindh Abdul Fatah Malik, and others.
The meeting was apprised that HEC had granted eight to ten thousand scholarships to all provinces while only 800 scholarships were provided to Sindh. It was informed that Supreme Court of Pakistan had also directed provinces to enact their own laws. Secretary Education presented silent features of the proposed bill including composition of the Commission, procedure of meetings, powers and functions of the Commission, provision and utilization of funds, etc.
The meeting decided that after passing of the SHEC bill, all expenditures of the commission and universities will be borne by Federal Government till next NEC award. The meeting also decided to move a summary to Federal Government for providing funding as per commitment, as Federal Government has stopped the funds. The meeting also approved for legislation a bill under article 25-A and it was decided to provide free and compulsory education to all children of the age of 5 to 16 years.
