The Islamabad High Court (IHC) on Friday reserved its judgement in the passport lamination paper contract case. Justice Shaukat Aziz Siddiqui was hearing a petition filed by M/s Reliance International & Co, a local representative of a French company M/s Hologram Industries, through his counsel Salman Akram Raja. The judgement was reserved after Justice Siddiqui was briefed in his chamber by a representative of a US-based firm which had been awarded the contract of provision of lamination paper.
The representative of the US-based firm also briefed Justice Shaukat Aziz Siddiqui about the lamination's security features. Salman Akram Raja, the counsel of the petitioners, opposed the proceedings in the chamber, while the representative of Immigration and Passport (I&P) directorate favoured it.
The petitioner contended that the respondents had awarded the contract to their previous supplier in violation of Public Procurement Regulatory Authority (PPRA) rules. He also said that the contract had been awarded to the US firm at a lower rate. The petitioner has named the federation of Pakistan through the secretary of the Ministry of Interior, Director-General (DG) I&P, Project Director MRPs and Director Database/Secretary Committee, MRP project, DG I&P as respondents in the case.
