The Punjab government has set a target of collecting Rs 62.350 billion by the Punjab Revenue Authority (PRA) under the head of General Sales Tax (GST) on services during the financial year 2013-14 besides planning to extend its scope in 16 other services.
At present the PRA is collecting GST from 21 different services sectors, said the budget document for the year 2013-14. The target for the year 2013-13, when the province's own collection authority started working, was fixed at Rs 40.496 billion. However, the Authority could only collect tax for 11 months due to inherent lag of one month in collection of sales tax on services. Accordingly, it is expected that PRA will be able to collect approximately Rs 37 billion during the financial year 2012-13.
Realising the potential of sales tax on services as the most buoyant tax available to provincial governments, the Government decided to increase its scope. In May 2013 the scope of sales tax was harmonised with Sindh province and presently the tax is being collected from 21 categories of services.
The government has in principle decided to extend its scope to another 16 services including technical, scientific and engineering consultants, other consultants, tour operators except Hajj/Umra services, security agency, manpower recruitment agency, mining of minerals, oil and gas, advertising agents, share transfer agents, business support services, property dealers, fashion designers, architects, town planners and interior decorations, rent-a-car, automobile dealers, services provided in respect of manufacturing or processing on toll basis and software or IT based system development consultants.
