Attempt to rape case: ombudsman orders IGP for taking action against police officials

Ombudsman Punjab, Javed Mahmood, has ordered Inspector General Police Punjab and Regional Police Officer Gujranwala to take strict action against DSP Khiyali, SHO Sabzi Mandi Police Station and Investigation Officer Sardar Naeem, Sub-Inspector for faulty and partial investigation in a case of attempt to rape a 3-year minor by her neighbour.
Ombudsman Punjab has ordered the SP concerned to take up the process of investigation himself, make arrangements for DNA test without further loss of time, depute an officer to follow the case in court and submit compliance report to the Ombudsman Office. He has also ordered to take action against the prosecutor who has acted in an irresponsible manner and committed material illegality as well as negligence in connection with Pairvi of the case. Ombudsman Punjab has directed Secretary Prosecution and Prosecutor General Punjab to depute a prosecutor for Pairvi of the case so that the culprit may be brought to the justice.
According to details, one Shahid, a resident of Bakhtay Wala, Gujranwala lodged a complaint stating that his neighbour Nasir Tufail Butt had tried to molest his three-year daughter. Police Station Sabzi Mandi was informed immediately and after a hectic effort, a case was registered against the accused. Investigation Officer Sardar Naeem and SHO Police Station Sabzi Mandi, Akram Gill refused to arrest the accused and provided him full chance to flee from the area. At last Police took him in custody after 5 days taking bribe from the complainant and treated the accused as VIP by not obtaining physical remand for him.
The SHO was provided a number of FIRs against the accused, his father and brothers, registered in the same police station but instead of acting as per law, he became angry and ordered the complainant to get out from his office. According to the complainant, Investigation Officer took the evidences in his possession in presence of the witnesses but neither any sample of the accused was obtained for cross-matching nor the evidence was sent for DNA test even after the lapse of one year.
He said such a serious case is considered as crime against the state and police has been flouting the state in other words. Ombudsman Punjab served notices to RPO and CPO Gujranwala to submit the report in this regard and deputed Advisor (Investigation), Muhammad Alamgir Khan, as Inquiry officer to probe the matter.
