Promotion of 64 associate professors (from BPS-19 to 20), belonging to various colleges of Sindh, was continuously being delayed for the last one year owing to frequent postponement of Education and Literacy department's Board-I meetings.
According to sources, the meeting of the Board-I which is presided over by Sindh chief minister had been postponed thrice in the last one year. Giving details of the 64 associate professors (34 male and 30 female) who are deprived of their promotion for the last one year, the sources said that 13 male and 18 female associate professors are from Karachi region, 13 male and six female are from Hyderabad region, three male and two female are from Mrpurkhas region, five male and two female are from Larkana region and six male and two female belong to Sukkur region.
The Board-I has the powers to promote Grade 19 officers and associate professors of the department in the light of their seniority and other qualifications. Reliable sources told this correspondent that on January 1, 2014, the Deputy Secretary (HE) education and literacy department had written a letter to Director General (Colleges), Sindh and all regional directors of Karachi, Hyderabad, Sukkur, Mirpurkhas and Larkana, requesting them to furnish promotion cases in respect of Associate Professors (BPS-19) to the authorities.
But, sources claimed that the office of the D-G (Colleges) and regional directors (RDs) failed to respond to such letter. Sources further claimed that initially, negligence was reported at the level of RD offices, later, the D-G office dumped the files of promotion cases and matter was delayed for about two months.
The sources said that CM Secretariat authorities fixed March 17 for convening the Board-I meeting, but it was later postponed till March 28 and again till April 12. However, the meeting of the Board-I could not be held on April 12 and a fresh date for the meeting has not yet been fixed. When contacted, Secretary Education Fazlullah Pechuho, told Business Recorder that "promotions from grade 19 to 20 is the subject dealt by the chief minister and not the secretary and hence the media people should not ask me about this matter." "When chief minister will give us time, we will go with files and the eligible candidates will get their promotions", he added.
