The government has earmarked Rs 64.014 billion for Education Affairs and Services in the federal budget for 2014-15 against the revised allocation of Rs 63.442 billion for the current year, showing a slight increase of 0.9 per cent. The country's public expenditure on education as the percentage of GDP is 2 per cent for the outgoing fiscal year, ranking it at the lowest level ie 9th position amongst the South Asian countries.
Education is a provincial subject after the 18th Constitutional Amendment and the federal government funds mainly the Higher Education Commission. An amount of Rs 20.06 billion has been earmarked in Public Sector Development Plan (PSDP) for 188 projects of Higher Education Commission (HEC) in the budget for 2014-15. In the year 2013-14, an amount of Rs 18.5 billion was allocated for HEC. On the current side Rs 43 billion has been earmarked for HEC. Thus a combined outlay of Rs 63 billion will be made for higher education, showing about 10% increase. The major chunk of expenditure ie Rs 47.69 billion of Education Affairs and Services has been earmarked for tertiary education affairs and services against the revised allocation of Rs 47.34 billion in the current fiscal year. Out of a total of Rs 64.014 billion, Rs 6.08 billion has been earmarked for pre-primary education affairs services against the revised budget of Rs 5.71 billion for 2013-14.
Rs 7.87 billion has been earmarked for secondary education affairs and services against Rs 7.47 billion revised for 2013-14. For education services (not defined by level), Rs 75 million has been earmarked in the budget for 2014-15 against the revised budget of Rs 89 million in 2013-14.
Rs 787 million have been earmarked for education affairs services against the revised allocation of Rs 1.32 billion; Rs 1275 million has been earmarked for administration which was Rs 1262 million in the revised budget of 2013-14 and Rs 232 million has been allocated for subsidiary services in 2014-15 against Rs 247 million of the revised estimates for 2013-14.
