Towel Manufacturers' Association of Pakistan (TMA) on Thursday expressed concern over FBR's newly introduced IRIS system. According to the statement issued by TMA here on Thursday, FBR had introduced IRIS system without realising its impact on tax payers. This system carries lacunas and is not practicable till the flaws are removed which are as under:-
1. Brought Forward of Last Year Tax Credit: IRIS system does not have option of brought forward of last year tax credit, due to which a good number of genuine taxpayers are in a fix and are unable to file the tax return within your deadline.
2. Auto Data Retrieval: IRIS system does not have above option, hence the tax payers have to fulfil each and every column specifically which reconciling wealth statement. This need immediate improvement, so that manual filling could be avoided which will also help in minimising typographical errors.
3. Advance Tax: The genuine and honest tax payers who have paid tax in advance, IRIS system have such option but in fact it is not operative which needs immediate correction.
4. Bank Option: a. In IRIS system adjustable tax option is available but it covers all banks of the country it should be classified either province-wise or city-wise. Bank option could also be retrieved from individual tax payer profile.
b. SAMBA Bank does not appear needs to add all schedule banks as SBP record.
5. Calculation Button: In IRIS system for calculation purpose tax payers have to press button twice instead of once. This also needs correction in the system.
6. Return Form Not Retrievable: When tax payer goes to retrieve its record, he has to click first on draft, than on declaration which highlight return and then tax payer have to go for "Edit" which is cumbersome procedure and time consuming it could be simplified by just clicking for tax return form.
7. Medical Allowances: U/S 139 (b) any medical allowances received by an employee not exceeding 10 percent of the basic salary of the employee if free medical treatment or hospitalisation or reimbursement of medical or hospitalisation is not provided in the terms of employment. This provision has not been available in IRIS System form.
It is incomprehensible how FBR has developed this system and incurred huge expenditure on it from national exchequer without yielding a positive result rather putting genuine Tax Payers in difficulties. IRIS e-filing platform was introduced without any consultations with stakeholders and continues to cause serious difficulties.
TMA also urged the board to look into the matter and remove all the hurdles to enable taxpayers to file hassle free tax returns and requested the board to allow suitable time for its submission.-PR
