The Federal Board of Revenue (FBR) has agreed to do away with the requirement of Afghan Customs clearance documents in bilateral trade from January 1, 2015, said a notification of Commerce Ministry. The removal of the condition of verification of the arrival of export consignment in Afghanistan will be possible after the operationalisation of Electronic Data Interchange (EDI) connectivity with Afghanistan
The decision has been taken on a letter of Khyber Pakhtunkhwa Chamber of Commerce & Industry (KPCCI) to the Ministry. The Ministry took up the issue with FBR as this involves payment of duty drawback on exports to Afghanistan. In this regard, when Director, Pakistan Afghanistan Joint Chamber of Commerce & Industry (PAJCCI), Zia-ul-Haq Sarhadi, was contacted he said that it was a long standing demand of the exporters.
He said that exporters were used to get refund on exports to Afghanistan including Customs Duty and Sales Tax. However, he said verification of Afghan customs in this regard was compulsory. But, Afghan importers were not ready for giving this verification. The condition was being considered a stumbling block in the payment of duty drawbacks on export to Afghanistan and the country have to face a heavy loss in head of foreign currency account.
