The government has directed all banks and relevant financial institutions block accounts and financial transactions of all the proscribed organisation maintaining links with terrorist outfits. An official of ministry of interior said that a decision to this effect was taken in a meeting presided by Interior Minister Chaudhry Nisar Ali Khan. The meeting reviewed the implementation of the National Action Plan (NAP), he said.
He said that all banks and other relevant institutions have been directed to block the bank accounts, financial transactions and all kinds of funding of proscribed organisations, non-governmental organisations (NGOs), an individual or organisation having connections with militants or terrorists. The meeting decided that intelligence agencies would provide information to Secretary Ministry of Finance about an organisation's links with terrorist organisation or organisations or connection with terrorists, he said.
The official said that the meeting decided to constitute a monitoring network for all proscribed organisations to curb the re-emergence of proscribed organisations under new names. He said that cellular companies have assured the government that they would verify over 100 million unverified SIMS within the next 85 days and after the completion of 85 days the possessing or sale of any unregistered/unverified SIM will be made a cognisable offence.
He said that it was decided an action against seminaries having links with terrorists would be taken after a meeting with heads of all major Madaris bodies of the country. He said the meeting was attended by Minister of State for IT & Telecom Anusha Rehman Khan, Special Assistants to Prime Minister Khawaja Zaheer and Barrister Zafar Ullah, Federal Secretaries Interior, Finance, Law and Justice and SAFRON, Director General (DGs) Intelligence Bureau (IB) and Federal Investigation Agency (FIA), DG (Counter Terrorism) ISI, National Co-ordinator (NC) National Counter Terrorism Authority (NACTA), Chairmen Federal Board of Revenue (FBR), representative of Pakistan Telecommunication Authority (PTA), Capital Development Authority (CDA), and Inspector General of Police (IGP).
He said the meeting also issued directives to further speed up the registration of Afghan refugees and all Afghan refugees should be shifted back to camps at the earliest. The official said that the Interior Minister directed Ministry of IT to work in close collaboration with PTA, the intelligence agencies and International monitors to close down all terrorism-related websites/ web based messaging services and other terrorism related material on the internet and social media.
He said that the meeting directed Ministry of finance to filter the bank accounts of Afghan Nationals through its financial monitoring unit in co-ordination with FIA and the intelligence agencies and all information must be shared with NACTA for scanning all such accounts involved in suspected transactions. All such business activities and bank accounts that are in operation without due legal requirements will be blocked, he said.
He said that directives have been issued to CDA to chalk out a detailed plan in consultation with Police and District Administration within a week to identify illegal/ unregistered Afghan Refugees in and around Islamabad in order to facilitate their movement to their camps. The meeting also directed CDA to demolish all illegally constructed buildings near sensitive installations in the city.
