The Federal Board of Revenue (FBR) has directed Collectors of Customs to immediately amend Web-based One Customs (WeBOC) clearance system module of Duty and Tax Remission for Export (DTRE) scheme to ensure 5 percent random examination of export consignments of kinnow. Sources told Business Recorder here on Saturday that the FBR has issued instructions to the Model Customs Collectorates to implement the decisions taken between FBR Chairman Tariq Bajwa and All Pakistan Fruit & Vegetable Exporters, Importers and Merchants Association.
The FBR said the representation received from the said association on the exports has been communicated to the collectors for necessary action. The customs department had blocked export consignments during peak season for 100 percent examination of the goods whereas FBR's instructions clearly talk about 5 percent random examination of such export consignments at ports, but instructions have yet not fully implemented at ports.
The first issue is related to the changes to be made in WeBOC (DTRE Module) for Export Cargo, of Kinnow H.S Code 0805.2010 for maximum 5 percent random Examination. It has been decided that the WeBOC-DTRE Module will be changed immediately according to 5 percent random examination, as instruction have already been passed to director, Risk Management Unit, Custom House, Karachi. The National Tax Numbers (NTNs) of all exporters holding DTRE approvals have already been provided to FBR/Risk Management Unit for Changes to be made in WeBOC-DTRE Module.
The second issue is to condone the procedural lapses of non-feeding of previous DTRE export data since 2010, as a special case. In this regard, the matter of non-debiting the quota in WeBOC System was also discussed in a meeting against the exports which had already been done since 2010. FBR Chairman and FBR Member-Customs assured PFVA to find out some solution for the exports to condone the procedural lapse as a special case or auto Quota Debiting through Export Good Declaration (GD) from computer data.
The FBR Chairman also assured the association that Collectorates-Exports, Karachi and Regulatory Collector of DTRE-Faisalabad will be directed to take lenient view of the exports refrigerated cargo handling at sea ports and DTRE matters. Since it involved procedural lapse, he was instructed member-Customs to personally call to Collectors (Exports) and facilitate the exporters.
