The government has appointed Masood Nabi, Executive Director (ED) Oil and Gas Development Company Limited (OGDCL) as the Executive Director General (EDG) of Policy Wing, Ministry of Petroleum and Natural Resources. According to senior officials of the Ministry, the government has made Masood Nabi as executive director general (MP-1 scale) on additional charge basis in the policy wing of the Ministry of Petroleum and Natural Resources with immediate effect and till further orders.
Sources quoting an official communiqué of the Ministry said "Masood Nabi will draw pay, allowances, perks and privileges from his parent department ie OGDCL." Masood Nabi joined the Company in 2009 on a pay package of Rs 0.8 million per month on three year contract basis. He has served as Executive Director (Joint Ventures and Supply Chain Management) since 2013. From 2012 to 2013, he served as Executive Director (Human Resources) and from 2009 to 2012 served as Executive Director (Joint Ventures). He holds an MBA from the Wharton School, University of Pennsylvania, USA, and a B.Sc. in Electrical Engineering and a B.Sc. in Economics from the Massachusetts Institute of Technology, USA.
Before joining the Company, Nabi was a senior investment banker. He is the son of a former PPP minister and was appointed as ED Joint Venture but had got an extension in his contract. Currently, he's drawing a salary of Rs 2 million per month including 10 percent annual increment, 10 percent utility and house rent at 45 percent of basic pay.
His appointment as EDG has created panic among the senior officials of the Policy Wing, as the senior most director general at the policy wing is appointed against the post. In 2013, Dr Asim Hussain, then Advisor to Prime Minister on Petroleum and Natural Resources also tried to appoint Basharat Mirza of OGDCL as EDG, but senior officials of the policy wing refused to work under him. Ministry officials have decided to take up the issue of Masood Nabi's appointment with Petroleum Minister Shahid Khaqan Abbasi during upcoming week and if the government rejected their concerns and sense of deprivation they will go to the court.
