Chief Minister Shahbaz Sharif chaired a meeting on Friday for reviewing the pace of implementation of the Punjab Health Reforms Roadmap. He told the meeting that the provision of modern health facilities was his government's top priority and that targets had been set to improve healthcare facilities.
He also lauded the performance of Executive District Officers (EDOs) for Health in Sahiwal, Pakpattan and Attock for achieving the targets of the roadmap and announced a cash prize of Rs 100,000 for Sahiwal's EDO Health for his achievement and prizes worth Rs 50,000 each for those in Pakpattan and Attock. But he warned those officers in Chiniot, Khushab, Bhakhar and Rawalpindi for their unsatisfactory performance, saying an effective system of reward and punishment was vital to achieve the targets of the public health.
He said the officers serving efficiently would be extended encouragement while inefficient ones had no right to stay on their posts and ordered that attendance of medical officers and concerned staff in basic and rural health centres be ensured.
He then ordered a stern disciplinary action against medical officers proceeding on leave without permission of a competent authority and warned that no leniency would be shown to the absentee medical officers and those leaving without permission. He said the 100-percent availability of 18 essential drugs be ensured in the basic health centres (BHCs) while the targets fixed for making rural and BHCs functional should be achieved at any cost.
He was hardly happy with the performance of the Punjab Rural Support Programme and demanded improvement. He said resources would be provided for public health facilities while no effort would be spared in the provision of healthcare. He also demanded the launching of citizen feedback system.
His happiness went for 24/7 medical facilities in 150 basic health centres, saying institutional framework of all measures taken for the improvement of public health facilities was essential and ordered that recruitments of vaccinators at union council level be completed till July 2015.
The meeting decided that a ban on the transfer of the executive district officers of the health department without his permission would continue as permanent posting of them was vital.
Sir Michael Barber, special representative of DFID, said the Punjab Health Reforms Roadmap was being effectively implemented in the province under the chief minister's leadership and that a team from the Punjab government was moving forward with commitment and determination.
Special Monitoring Unit Head Aizaz Akhtar then gave a briefing on the steps taken to execute the Punjab Health Reforms Roadmap.
