A technical issue at the Federal Board of Revenue (FBR) lead to suspension of six officials of Inland Revenue (BS-16/18) on charges of zero-disposal of the audit cases assigned to them, sources revealed to Business recorder on Monday.
It is reliably learnt that the different Regional Tax Offices are making representations to the FBR Chairman about the factual status of the said cases where audit disposal is not zero by suspended officers. Through a notification dated April 3, 2015, the FBR had suspended Wali Muhammad Shaikh (IRS/BS-18), Deputy Commissioner-IR, RTO-II, Karachi; Shafqat Rasool Sindhu (IRS/BS-18), Deputy Commissioner-IR, RTO, Gujranwala; Mrs. Narjes Shaheen Ali Khan (IRS/BS-17), Assistant Commissioner-IR, RTO, Multan; Ali Saleh Hayat Kalyar (IRS/BS-17), Assistant Commissioner-IR, RTO, Sargodha; Muhammad Awais Ishaq (IRS/BS-17), Assistant Commissioner-IR, RTO, Islamabad and Sadiq Ali Bangash (IRS/BS-16), Inland Revenue Officer, RTO, Peshawar. The order was issued in exercise of powers conferred under section 5(1) (i) of the Government Servant (Efficiency & Discipline) Rules, 1973, the Competent Authority has pleased place the said officers (BS-16-18) of Inland Revenue Service under suspension for a period of three (03) months with immediate effect, it added.
According to sources, the FBR has suspended these officers on the charges that their disposal of audit cases in the Taxpayer Audit Management System (TAMS) is zero. The TAMS is a system which record details of the audit cases completed by the assigned officers in the field formations, reflecting performance of the audit officers. The FBR monitor performance of the audit officers under the TAMS. The TAMS data reflected zero-disposal of these cases and on the recommendations of the concerned authorities Chairman FBR approved suspension of these officers.
Out of six officers, three of them are young probationers. In all six cases, it has been brought to the notice of the Board that some officers were posted out-stations at far flung areas. Secondly, these officers have completed the assigned audits but unable to enter data into TAMS because the facility was not available to them. It is also reported that the audit disposal of these officer is also good. TAMS facility is reportedly not properly working in some of the stations. The TAMS data available at the FBR's level showed zero-disposal of audit cases. These all officers are making their presentations to the FBR Chairman to submit the facts and data leading to their innocence.
As per RTOs data, the disposal of audit by these officers is complete, but unable to submit data into TAMS. In some cases the system of TAMS is not fully operative at the level of the field formations.
It is expected that when factual position is brought to the notice of Chairman FBR, the Board may revoke its decision, they added.-PR
