The federal government has asked all the provinces not to allow proscribed organisations to collect hides of sacrificial animals during Eid-ul-Azha to stop the flow of money into the hands of terror outfits- one of the major components of National Action Plan (NAP). Official sources told Business Recorder that the instructions have been issued to home departments of all the provinces to undertake effective measures to ensure that banned organisations may not collect the hides of sacrificial animals.
Animal hides are a key source of generating money for many banned outfits involved in militancy, especially in Punjab and Sindh. However, various organisations that had been banned earlier are operating under new names and faces, creating confusion for the law enforcement agencies. "A number of those who had earlier changed their names were consequently proscribed while measures are also being undertaken under the national action plan to prevent these outfits to operate under new names", an official source said, adding instructions have also been issued to respective home departments of all the provinces with details of the banned outfits.
In the aftermath of 16th December 2014 deadliest attack on Army Public School (APS) Peshawar in which around 150 schoolchildren and teachers were brutally massacred by terrorists, the civil and military leadership unanimously approved new counter-terrorism guidelines under the NAP. It was decided that financial sources of terrorists and terror organisations will be seized and that the banned outfits will not be allowed to operate under different names.
Talking to Business Recorder Additional Deputy Commissioner General (ADCG) Islamabad Capital Territory (ICT) Abdul Sattar Isani said that all those organisations banned by the federal government cannot collect hides of sacrificial animals across the country. As far as Islamabad is concerned, he said that no banned outfit would be allowed to collect the animal hides and the ICP administration has devised a special plan to keep a vigilant eye to ensure that proscribed organisations do not collect hides. He added that charity and welfare organisations are required to get no objection certificates (NoCs) from deputy commissioner office prior to collection of sacrificial hides. "Strict actions would be taken against those defying the guidelines", he added.
When contacted, spokesperson for Rangers Sindh, Major Sabtain said that the provincial Home Department will issue code of conduct regarding collection of hides of sacrificial animals accordingly. He further said that Rangers have not yet issued any guideline in this regard.
At present, there are 61 organisations that have been proscribed from time to time including Tehreek-e-Taliban Pakistan (TTP), Tehreek-e-Taliban Swat (TTS), Tehreek-e-Taliban Mohammad (TTM), Tariq Geedar Group (TTG), Abdullah Azam Brigade, Eastern Turkistan Islamic Movement (ETIM), Islamic Movement of Uzbekistan (IMU), Islamic Jihad Union (IJU), 313 Brigade, Tehreek-e-Taliban Bajaur (TTB), Baloch Student Organisation Azad (BSO-A), United Baloch Army (UBA), Jeay Sindh Muttahida Mahaz (JSMM), Khana-i-Hikmat, Balochistan National Liberation Army (BNLA), Jaish-e-Islam (JeI), Islam Mujahidin (IM), Balochistan United Army (BUA), Baloch Republican Party Azad (BRPA), Balochistan Waja Liberation Army (BWLA), Tahafuz Hadullah (TH), Tehreek Nafaz-e-Aman (TNA), Balochistan Bunyad Parast Army (BBPA), Tanzeem Ahl-e-Sunnat Wal Jamat Gilgit, Muslim Students Organisation (MSO) Gilgit Baltistan, Anjuman-e-Imamia Gilgit Baltistan (AIGB), People's Aman Committee (Lyari), Rabita Trust (BT), Al Harmain Foundation (AHF), Ahl-e-Sunnat Wal Jamat (ASWJ), Balochistan Musalla Defah Tanzeem (BMDT), Balochistan Liberation United Front (BLUF), Lashkar-e-Balochistan (LeB), Balochistan Liberation Front (BLA), Balochistan Republican Army (BRA), Tanzeem Naujawanan-e-Sunnat (TNA) Gilgit, Markaz Sabeel Organisation Gilgit, Shia Tulaba Action Committee Gilgit, Lashkar-e-Islam, Ansar-ul-Islam, Haji Namdar Group, Balochistan Liberation Army (BLA) and Islamic Students Movement of Pakistan, Khair-un-Naas International Trust, Hizb-ul-Tahrir, Jamiat-ul-Furqan (ex JM), Jamiat-ul Ansar, Islami Tehreek Pakistan (Ex TJP), Khuddam-ul-Islam (Ex JM), Millat-e-Islamia Pakistan (Ex SSP), Tehreek-e-Islami, al Qaida, Jaish-e-Muhammad (JM), Lashkar-e-Tayyiba (LT), Sipah-e-Sahaba Pakistan (SSP), Tehreek-e-Jaferia Pakistan (TJP), and Tehreek-e-Nifaz-e-Shariat-e-Mohammadi (TNSM), Lashkar-e-Jhangvi (LJ) and Sipah-e-Muhammad Pakistan. Jamaat-ud-Dawa (JuD), a charity outfit of Lashkar-e-Taiba, has been put on the watch list.
