Chairman Pakistan People's Party (PPP) Bilawal Bhutto Zardari on Thursday said that a parliamentary security committee should be constituted to ensure proper implementation and monitoring of National Action Plan (NAP). Speaking at a reception hosted in his honour by leader of opposition in Senate Aitzaz Ahsan, he said that democracy is the only solution to deal with the challenges faced by the country.
In a brief address to senators belonging to all political parties, he said that the parliament has played an important role to strengthen the 'sapling' of democracy, adding no other [governance] system except democracy can deliver. "The democracy alone is the system which can deliver, so the parliament must play its role to strengthen the democratic system," he maintained.
The PPP chairman also said that the parliament should support the government to eliminate the menace of terrorism and militancy from the country. "The parliament has to exercise its supremacy to resolve problems faced by the people and it must support to the government to root out terrorism," he added. He said that militancy and terrorism are not only menace rather it is a mindset, which needs to be corrected. He said that government should pay special attention to rehabilitate the internally displaced persons (IDPs) from Fata in wake of military offensive against militancy.
"The people of Fata should be given their due rights. We must ensure that the IDPs in KP are treated with respect and dignity so that they are not pushed back into the hands of extremists," he added. The PPP chairman visited Senate on the invitation of Aiztaz Ahsan, a senior PPP leader who is also opposition leader in Senate. He was received by a large number of senior PPP leaders upon his arrival at parliament house. Some PPP activists present in premises of parliament shouted "Jiyay Bhutto slogans".
Earlier during the house proceedings, Senator Farhatullah Babar taking part in the debate on presidential address said that no other than the ruling Pakistan Muslim League-Nawaz (PML-N) government embarrassed its own President Mamnoon Hussain by postponing the schedules conference of OIC Committee on Science and Technology in Islamabad twice.
He said that the government postponed it twice, one in February and other in November 2015 after the President as chairman of this committee had issued invitation letters to all heads of OIC states. "OIC Secretary General went from country to country to invite member states for this conference," he said adding that but it was postponed at the last moment.
Focusing on one point of the presidential address, Babar said that it was unfortunate that one important point of National Action Plan (NAP) described that banned outfits would not be allowed to operate with the new names. He deplored that a number of banned militant organisations were still operating freely with the new names. He pointed out that banned Lashker-e-Taiba was operating with new name of banned Jamaatud Dawa (JuD) but government was not taking action against it while wrongly interpreting a high court order.
Babar asked for an inquiry committee report on Army Public School incident. He said that no one ever inquired the reasons of such incident including Kargil war. "Because of Kargil, our stance on right of self-determination on Kashmir degenerated on cross border terrorism," he said. Similarly, the incidents including on attack on Hamid Mir and killing of journalists including Saleem Shahzad and Hidayatullah Khan were either not probed or their reports were never made public, he said. He said that the inquiry was never held on selling of centrifuges to other countries and a single person was held responsible.
