Exporters have raised serious issues in Duties and Tax Remission for Export (DTRE) scheme whereby exporters engaged in exports through WeBOC (Web Based One Customs) clearance system are unable to trace the DTRE approval numbers on the face of Export Goods Declarations (GDs). In this regard, the exporters have communicated their concerns regarding Duties and Tax Remission for Export (DTRE) to the Federal Board of Revenue (FBR) Member Customs.
According to exporters, another major problem is, exporters who are doing exports through WEB system quota debiting, DTRE Approval number not shown on their respective Export GD. The Duties and Tax Remission for Export (DTRE) approval number is hidden on Printed Export GD, exporters can only view it on screen shot at initial stage of feeding but when the Export GD has been finalised and got print out, then there is not shown any DTRE Approval number, While the DTRE Rule-306 clearly said that the export bill or Goods Declaration shall contain the DTRE Approval number.
Exporters still facing hardship during exports through WeBOC DTRE Module, all DTRE Exporter trying to do Export under DTRE through WeBOC system but various problems still exists which need to be resolved. In recent case, a DTRE user got DTRE Approval and more than 70 percent exports has already been done through WeBOC System by quota debiting, but when it filed the Export GD for 27000kgs, WeBOC system shows insufficient balance of 22091kgs only available for exports, while on other side the said DTRE have 1459431kgs balance in hand to be exported, there may be a system error to be resolved on urgent basis, as exporters of seasonal fruit cannot afford to stop their shipments. However, in the meantime the unit is doing export under DTRE just to mention the DTRE Approval number on the face of GD without quota debiting.
Despite of issuance of various letters by FBR dated 29.12.2008, 28.12.2014, 19.11.2014 and letter dated 20.01.2015 and last meeting with FBR Chairman and Member Customs, FBR that keeping in view the perishable nature of the commodity necessary changes may please be made in the DTRE Module - WeBOC System for Export consignments of fruit so that a maximum of 5 percent random examination of such export consignment to be conducted at the Port, and accordingly will immediately be implemented in WeBOC System/DTRE Module, across the board for all DTRE Exporters but not yet done.
Another major problem is, Exporters who are doing exports through WeBOC system quota debiting, DTRE Approval number not shown on their respective Export GD. In some cases where exporters are doing under WeBOC System through Quota Debiting system didn''t deduct the quota.
Despite of long correspondence and various meeting the DTRE Exporters of fruit are still facing serious hardship and problems at Sea Port-Karachi as well as in documentation, which ultimately also problematic to the Regulatory Collector, that how they will reconcile the DTRE and how Auditor will check that export is made under DTRE or normal regime. So these are very serious issue to be resolved. It is requested that the FBR should give special attention to resolve the above said issues on priority basis, and make necessary changes in WeBOC DTRE Module to avoid any misunderstanding during audit of DTRE, exporters added.
