The provincial government of Khyber Pakhtunkhwa has moved a Bill in the provincial assembly for establishing of an academy, imparting training to the academic and managerial staff of the Higher Education, Archives and Libraries Department to develop their capacity, professional knowledge, research and ethical standards for efficient dispensation of knowledge and skills related matters.
The administration, management and general control of the proposed academy and its affairs would vest in the Board of Governors, which will exercise all powers and do all acts and things that may be exercised or done by the academy.
The Board of Governors would be comprised of 12 members including Provincial Minister for Higher Education, Secretary Higher Education as Vice Chairperson while Director of the Academy would perform as member-cum-Secretary.
The remaining nine members would include Secretary Finance, Director Higher Education; Director Commerce Education and Management Sciences; Director, Institute of Education and Research; University of Peshawar, Regional Director, Higher Education Commission, Peshawar; Director, Provincial Institute of Teachers Education;, Principal from government colleges (male) nominated on rotation basis by government for period of three years on the recommendation of the Secretary Higher Education; Principal from government colleges (female) and an eminent educationist, appointed by government on the recommendation of the provincial minister for Higher Education.
The non-official member of the Board of Directors would be appointed for a period of two years and may resign from his office by writing under his hand addressed to government.
The meeting of the Board of Governors would be called by chairperson on such date and at such time and place as he may deem appropriate: provided that the intervening period between two meetings of the board will not exceed six months.
The powers and functions of the Board of Governors would include the preparation of policy and programs for training and research; initiate, modify, adopt the curriculum, courses, contents, modules, clinics for orientation and training; organise and carryout the activities and performance of the academy; consider and approve the annual budget and revised budget estimates of the academy; manage financial affairs; specify qualifications, conditions of services and matters relating to the members and staff, create, abolish, suspend and upgrade posts and make appointments thereon; make arrangements of hostel facilities and provision of food for residential trainings; purchase, hire, construct or alter any building for the use of the academy; affiliate the academy with other academies, institutions and centres of higher studies of federal government, foreign governments and government and any other organisation in the relevant field etc; declare any training or education institution, administered and funded by government, as a constituent unit; appoint advisors, consultants and experts and specify their terms and conditions; appoint or hire permanent or visiting faculty members and specify their terms and conditions; prescribe the method or procedure of conducting examination; prescribe the procedure for awarding certificates and distinctions by the Academy and perform such other functions as may be necessary for carrying out the purposes of the Act.
The Director, while acting as Secretary to the BoG, will be responsible for convening the meeting of the board, prepare agenda, working paper and its distribution among the members of BoG.
Under the Act a fund to be known as the Khyber Pakhtunkhwa Higher Education Academy of Research and Training Fund to which all its income will be credited and from which all its expenditures will be met.
The sources of income of the fund would be any lawful source.
The fund will be utilised for the purpose of the Academy and will be regulated under the overall supervision of the board in such manner as may be prescribed by the board.
The Director will, in respect of each fiscal year, submit budget for approval of the board. The fund would be maintained in the schedule bank and would be operated in accordance with the directions of the board and would be audited by the Auditor General of Pakistan (AGP).
