Senate Functional Committee on Devolution has expressed serious concern over non-existence of any authority answerable to the Parliament about the implementation of the 18th Constitutional Amendment and recommended the government to constitute an authority or forum for it.
The Committee met with Senator Mir Kabeer Ahmed Muhammad Shahi in the chair at Parliament House on Thursday. Federal Minister for Parliamentary Affairs Sheikh Aftab Ahmed, Senators Kamal Ali Agha, Nawabzada Saifullah Magsi, Taj Haider, Maulana Atta-ur-Rehman, Sardar Muhammad Yaqoob Khan Nasar and others participated in the meeting.
When the meeting started, the committee expressed serious concern and showed resentment over the absence of Minister and the Secretary Cabinet Division. The Committee Chairman said that there is an important agenda of the meeting but neither minister nor secretary is present. He said that the proceeding of the Committee would not continue until the minister or secretary comes into the meeting.
The Additional Secretary of the Cabinet, who was present in the meeting, said that the Prime Minister has called both the Minister and Secretary for a meeting. He said the minister would join the meeting as soon as he gets free from the meeting at Prime Minister House.
Maulana Atta-ur-Rehman said that the absence of the secretary is tantamount to breaching the privilege of the Committee. The Committee Chairman asked the Additional Secretary to call the Minister and Secretary to attend the meeting. Afterward, the Committee Chairman received phone call of the Minister, who told the Chairman that he would join the meeting within half an hour. After it, the Minister joined the meeting within half an hour.
While briefing the Committee, Additional Secretary Cabinet Division said that his department is not responsible about the implementation of 18th Constitutional Amendment. He said that there were some issues of assets of abolished ministries and their employees. He said that the employees of abolished ministries have been absorbed in the federal ministries.
He said that as many as 17 federal ministries were abolished and seven new ministries were established. He said that an implementation commission was established in June 2010 to look into the devolution process which was dissolved in June 2011. Now, there is no responsible authority to look into the implementation on the 18th Amendment.
Maulana Atta-ur-Rehman said that the federal government should take control of curriculum of education and health sector. He said that all the provinces should adopt a uniform curriculum to avoid problems. He suggested constituting an authority for the implementation of the 18th Constitutional Amendment in letter and sprit. Kamal Ali Agha said that all the departments of ministries were not devolved to the provinces due to the bad attention of bureaucracy. Sardar Muhmmad Yaqoob Khan said that the provinces should also play role for the implementation of the 18th Constitutional Amendment.
Committee Chairman Mir Kabeer Ahmed said that the Cabinet Division should present complete information about the devolution of the ministries to the provinces. He said that the Committee recommends the government to constitute a forum or an authority or ministry which could report to the Parliament about the implementation on the 18th Constitutional Amendment. A report about the establishment of permanent secretariat of Council of Common Interest (CCI) was also presented in the Committee.
