This is apropos a Business Recorder op-ed "Criminal breach of trust, my lords" carried by the newspaper on Thursday. The former finance minister, Salman Shah, has lamented the exit of Wapda chairman Zafar Mahmood.
The writer seems to be extremely saddened by his resignation. Heaping praise on the ex-Wapda chief, he has pointed out the publication of articles authored by Mahmood or water economy over the past many months. Shah Sahib appears to be firmly in agreement with the argument of Mahmood owing to whatever reasons. That the chief reason behind his exit is his strong support to the construction of highly controversial water project, the Kalabagh Dam, is a fact that has found its best expression from another fact that he was "used" by the PML-N government and later made a convenient escape-goat when it had to oblige the Opposition, particularly Pakistan People's Party.
The writer has concluded his argument by saying, "We could have easily avoided this situation. Our national and regional leaders have been truly guilty of a major criminal breach of trust with the People of Pakistan in general and particularly the people who are under perpetual threat of destruction from floods and those who are perpetually poor in the water deprived districts of Eastern Sindh, Southern Punjab, Southern KP and Eastern Balochistan. Does anybody care?" No doubt, this is a Punjab-based economist's highly informative argument in favour of Kalabagh Dam. He, however, needs to tell his honourable friend Zafar Mahmood that he ought to have refrained from indulging in Kalabagh Dam advocacy in his position as Chairman of Wapda because this has been a divisive issue.
