Pakistan is all set to update and resubmit a dossier to the new chief of the United Nations, Antonio Guterres itemising Indian subversive activities on Pakistani soil from information gleaned from the arrested serving Indian Navy officer and RAW operative Kulbhushan Yadav.
Foreign Office sources told Business Recorder that the dossier will be submitted to the UN chief who assumed office on 1 January 2017 by Pakistan's Permanent Representative to the UN Dr Maleeha Lodhi in New York.
This would be the fourth dossier of its kind to be submitted to the world body, as earlier three dossiers containing proof of Indian involvement in terrorist activities in Pakistan were handed over to the now former UN chief Ban Ki-moon in October last year.
The previous three dossiers included evidence of Indian support for terrorism in Balochistan and Karachi as well as Indian spy agency RAW's link with the outlawed Tehreek-e-Taliban Pakistan (TTP) to actively sponsor and support subversive activities in Pakistan's restive tribal areas.
The new dossier includes Yadav's March 2015 confessional statement and evidence of attempted violation of maritime boundary by an Indian submarine with supporting images and video.
In November last year, an Indian submarine had reportedly attempted to violate maritime boundary during the fourth Pakistan-China joint naval exercise designed to promote maritime security and stability in the region - an exercise that coincided with the start of shipping activity under the China-Pakistan Economic Corridor (CPEC) from Gwadar.
"Indian interference in Pakistan is a clear violation of the provisions of UN Charter pertaining to the respect for sovereignty of its members", said a senior official of the Foreign Office, who while talking to this correspondent, said that there is a reference to the relevant international law in the dossier.
The official also referred to activities of eight Indian RAW and IB operatives who were working at their High Commission in Islamabad and their consequent departure to India along with their families.
About the criticism on the present government and Foreign Office on the delay of almost 10 months in formulation of the dossier on Yadav, the official said that the relevant agencies were engaged in investigation before finalising the irrefutable document.
However, according to Ambassador (retd) Ali Sarwar Naqvi, under the present scenario when India has immense influence in the international community, the dossier would not have any impact other than to bring the Indian subversive activities on record of the UN.
"Unfortunately, affairs in the UN are greatly governed by politics of big powers and they are mostly tilted towards India", Ambassador Naqvi said. He, however, added that submitting the dossier to the UN was the only option left with Pakistan and it is necessary to make it part of the record of the world body.
He added that when a spy of one country is arrested in another country there are only two ways to deal with it: either the issue bilaterally or take it up with the UN as a neutral body. As relations between Pakistan and India are at the lowest ebb, he said, it is not possible to raise the issue through diplomatic channels and the only option is to take the matter to the UN.
