Taking a policy decision, Sindh Chief Minister Syed Murad Ali Shah on Monday issued directives that the printing of examination papers and distribution of the papers be made in presence of district administration. He also directed the CTD Police to launch crackdown on cheating mafia all over Sindh.
He issued these directives presiding over an emergent meeting at the CM House that was held to prevent unfair means and leak of question papers during the ongoing examinations in the province. The meeting was attended by Sindh Education Minister Jam Mehtab Dahar, Principal Secretary to CM Sohail Rajput, Secretary Universities & Boards Naveed Shaikh, Secretary Colleges Pervaiz Sehar, Addl IG CTD Sanaullah Abbasi, Addl IG Karachi Mushtaq Maher, Chairman Board of Intermediate Karachi (BIEK) Professor Iman and others.
The BIEK chairman briefed the meeting. He said that there are 118 examination centres in Karachi and of them 11 including Korangi, Landhi, City College and Buffer Zone are problematic where organized mafia operate to use unfair means in the examinations and leak the papers.
Chief Minister Murad Shah said that the examination papers are leaked either from the board offices or by the organized groups in which some of the internals, externals and invigilators could also have been involved. He ordered that the printing of examination papers be monitored by DC Central in Karachi and other DCs in their respective districts and distribution of papers should also be made in presence of an officer of district administration all over Sindh.
He directed Karachi Commissioner to hold a meeting with all the Deputy Commissioners of the Division and assign them their duties at printing press and examination centres. He also directed his principal secretary Sohail Rajput to convey the same measures to all the commissioners for implementation of decisions in their respective divisions, as well.
It was pointed out that some of the stenographers and other staff members transferred recently from the BIEK, were working with organized gangs. On this the chief minister gave the task to CTD to conduct investigation and keep him informed on the day to day progress on his WhatsApp. He also ordered the arrest of the cribbing mafia.
The DCs, additional DCs, assistant commissioners, Mukhtiarkars and other concerned officers of district administration would perform their duties at the 118 examination centres in Karachi and a similar arrangement would be made in other districts of the province.
Murad Shah also directed Additional IG Police to provide adequate security at all the examination centres and depute policemen in plain clothes where mafias and organized groups were involved in facilitating cheating and leaking the examination papers.
Sanaullah Abbasi told Shah that through WhatsApp, CTD has identified the mafia and constituted three teams to arrest them. Shah ordered that they must be brought to book and Abbasi should report him results by Tuesday morning.
The chief minister said that no invigilator or student would be allowed smart phones at the examination centres. He directed the BIEK chairman to provide him a list of the cell phone numbers of the invigilators, internals, externals and other concerned officials engaged in the exams and share the same list of cell numbers with the CTD. The calls from 8.30am to 12.30 noon and from 1.30pm to 4.30 pm (morning & evening e exam shifts) would easily be traced.
Murad Shah said that it was quite pathetic for boards, administration and police that they could not stop unfair means in the examination, so far. "The examinations as are being conducted and question papers are leaked that is quite painful," he lamented.
The chief minister made it clear that if they cannot hold fair exams then it was better to promote the students to next class without exams. He said it is an injustice with the genius and good students and I would not allow this at any cost. He said he would start paying surprise visits of the examination centres.
