Senate Standing Committee on Cabinet Tuesday deferred three bills - The Islamabad Gun and Country Club (Administration and Management) Bill, 2017, The Islamabad Club Administration and Management Bill, 2017 and The Real Estate (Regulation and Development) Bill, 2017 - for further review till Monday.
Chairman Committee Muhammad Talha Mahmood observed that developers of illegal housing societies are fleecing common men in connivance with staff of Capital Development Authority (CDA) and are also involved in harassing the residents of Islamabad and its surroundings.
He said that CDA allowed the mushroom growth of private housing societies in Islamabad in violation of rules and regulations. Now it has to cancel the NOCs of 103 housing societies. He recommended that strict action should be taken against the developers of these illegal housing societies who were involved in selling files of such plots which were not acquired. Citing an example, he said that because of negligence of CDA, Ghauri Town like illegal society developed.
The committee expressed its utter displeasure over sale of CDA plots. The CDA allocated 3,000 instead of 66 plots in violation of rules. The authority also gifted plots in G-11 and I-8 without any authority. Mover of The Real Estate (Regulation and Development) Bill, 2017, Mohsin Aziz argued that there are differences between ICT administration and CDA laws over jurisdiction. Both have also differences over acquiring land and land mafia is benefiting the situation.
The mover of The Islamabad Gun and Country Club (Administration and Management) Bill, 2017, Azam Swati recommended to include two members each from both Houses of the Parliament and constitution of a board of governance in the club. Minister for Privatization Danial Aziz sought additional time to review the bill in the light of recommendations of the committee.
