The Trading Corporation of Pakistan (TCP) is to open tender for the sale of unused jute and Polypropylene (PP) bags on Monday. The state-run grain trader, last month, invited bids for the sale of unused jute & PP bags on "as is where is basis" available at the TCP''s Godowns located at Pipri, Karachi. A pre-bid or pre-auction meeting was also arranged by the corporation on Thursday, December 28, 2017, however, not a single party or company attended the meeting.
Overall, bids have been invited for the sale of 0.375 million new/unused jute and PP bags. This includes some 194,400 new/unused jute bags and some 181,500 new/unused PP bags. Jute bags were bought by TCP in 2007-08 for procurement of wheat. As per the terms and conditions, bids must be accompanied with the bid security not less than 10 percent of the quoted value in the form of pay order/demand draft in favour of the TCP. Bids without bid security will not be considered, the corporation said.
The TCP has asked interested parties to submit their bids at the TCP''s principle office up to11am on Monday, January 8, 2018, which will be opened on the same day in the TCP''s board room in presence of bidders or their authorized representatives.
However, employees of federal or provincial government or any current employees of the TCP or employees retired within last two years including officials on deputation with the TCP or having invalid CNIC or NTN will be not be eligible for participation in the bidding. In addition, ever defaulted party with the TCP and anyone who have not fulfilled their contractual obligations including clearing dues along with penalties will also ineligible to participate in the tender.
As per the terms and conditions of the tender, the submitted offers/bids will remain valid for 60 days, with effect from the opening of tender/offer. All applicable taxes and duties will be borne by the successful bidders and successful bidders will be required to make payment within 10 days after the award of contract.
The TCP''s bid evaluation committee will evaluate the bids and only highest quoted bidder will be awarded the contract, unless his bid declared non-responsive.
The TCP reserve the right to reject any or all bid(s) at any time prior to acceptance and offer less than one lot shall not be considered. The TCP will have the right to forfeit the bid security/performance guarantee if the successful bidder fails to fulfill the laid down terms and conditions or commits any breach thereof, without prejudice to the TCP''s right to claim damages/losses and take any other action.
Free-time allowed for lifting of entire cargo by the successful bidders will be 30 calendar days from the date of issuance of delivery order, excluding the day of issuance of delivery order. After the free-time some charges will apply on the cargo, the corporation maintained.
