The judicial commission formed by the apex court to probe into the Sindh government's alleged failure in providing basic necessities to the people, on Tuesday ordered the government to impose a ban on throwing and dumping of garbage in drains, under section 144 of the criminal procedure code (CrPC).
Former judge Amir Hani Muslim, the head of the commission, directed the home secretary to submit a compliance report after enforcing a complete ban on dumping and throwing garbage, hazardous material and solid waste into the drains.
During the hearing on Tuesday, Karachi Mayor Waseem Akhtar said most of the drains have been chocked as they were full of garbage. The plastic shopping bags were the biggest problem as they get stuck in the drains. Karachi administration lacked basic machinery to clean the drains, he said, assuring the judicial body that KMC would carry out cleanliness campaign by acquiring the required machinery on rent.
Akhtar also informed the commission the land of Gujjar Nullah, which was earlier got vacated from the clutches of land grabbers, was being encroached again. The head of the commission directed the provincial government to take action against the manufacturers of plastic shopping bags.
Meanwhile, the judicial body also ordered for formation of a special committee to look after the affairs of the hospitals. The committee, comprising of senior doctors, officer of the National Accountability Bureau and other experts, would keep a vigilant eye on maintenance of the hospitals, availability of medicines and other basic necessities.
