Despite tall claims of the PTI-led government of introducing the culture of merit, the Higher Education Commission of Pakistan, chief educational regulatory body of the country, has made a number of appointments just on the basis of favoritism and nepotism.
According to sources, it is feared that national exchequer will suffer a substantial loss due to appointments of consultants without proper and relevant experience.
The sources also said that the post of executive director is vacant for the last five months but nobody has been appointed against this post till date. The former executive director had resigned on the charges of plagiarism on October 22, 2018.
Seeking anonymity, officials told that the HEC chairman wants to appoint his blue-eyed persons on different posts before the appointment of executive director who is responsible for running administrative affairs of the commission. He also wants to appoint his favorite as executive director, they added.
The sources claimed the persons who have been hired without relevant experience in different departments include a woman appointed as managing director quality assurance for two years on March 20, 2019, on MP 2 scale for Rs 300,000 per month. She was former director research in the Lahore Chamber of Commerce and Industry (LCCI) and worked in research and development department instead of working on the post of managing director.
On March 20, 2019, another woman was appointed on MP 2 scale as advisor monitoring and evaluation on contract for two years for Rs 300,000/month. She has been working in the department of learning and evaluation and has no relevant experience of working in monitoring and evaluation. These two women were not short listed but they were appointed owing to their connections with the quarters concerned, they added.
The sources further claimed that posts of consultant IT, consultant academics and director general services were advertised but the posts were given to blue eyed and friends. They said HEC Chairman HEC Dr. Tariq Banuri refused to renew the contract of advisor human resource but hired him as consultant human resource department.
The HEC has also advertised for the posts of consultant sports and consultant China Pakistan Economic Corridor and said these appointments will be for a short period.
