The recent initiative taken by the Sindh Building Control Authority (SBCA) regarding the introduction of a "One Window" operation for processing and approval of building plans is highly commendable. This initiative will go a long way in facilitating quick review and approvals to development plans and also provide confidence and ease of business to the public at large engaged in the development of the built environment.
PCATP hereby fully supports this revolutionary plan of Sindh Building Control Authority (SBCA) and shall provide all the required assistance and cooperation in this regard. In our country a huge challenge for the modernization of construction industry is to design its plan of action and make it compliant to international industry standards. Presently this industry needs automation that reduces operative costs and increases both, speed and reliability of any task. To keep these factors in mind with the collaboration of Government of Sindh and World Bank Single Window Facility has been established in SBCA. This process in the first phase for category I includes:
-- Consumers can take advantage of eTrace and ePay through MobileApp
-- 15 Days are required for approval instead of 30 days
-- Exemption of Floor Certificates
-- Waiver of NOC for Utility
-- Online Verification of Title
-- No Plinth Verification
-- On line Verification of Professional Builders and Developers / Geo Technical Labs
The World Bank has a score of 1-190 for Ease of Doing Business on which Pakistan ranks an abysmal 136. Government of Sindh wants to contribute more to score well on the EoDB index. Right now, if you want to get permission to build in Karachi you have to go to the SBCA next to Civic Centre and physically and online that enables visibility and control of all workflows and tasks, providing status reports of completed processes, in progress and incoming tasks.
A Construction Permit will be approved within 15 days instead of 30 days for Category-I construction as long as there is no objection to the application. World Bank has provided 150 million rupees for this exceptional project. There is help desk in this building too. Purpose of establishment of this facilitation desk is to provide support to professionals and general public about Single Window Facility. Documents required for Category-I application are:
-- ZP-I Form
-- Owner/Attorney Undertaking with CNIC Copy
-- Original Picture of Site
-- Allotment Order/ Possession Order/Lease Deed / Mutation or Transfer Order
-- Site Plan
-- Forwarding Letter of Concerned Authorities
-- 6 Copies of Plan Drawings
The new era of development in the province is beginning which will unleash our potential and bring prosperity to our citizens and our country. With the collaboration of World Bank Investment Department under supervision of Government of Sindh Local Department Karachi Neighoborhood Improvement Project has established 10,000 sq ft air conditioner facility within three months which comprises of 12 counters, working and waiting area. All facilities for general public are present there.
