The PTI government has released Rs 638.91 billion (94.65 percent) including Rs 207.75 billion foreign aid for different development projects under the Public Sector Development Programme (PSDP) 2018-19, which is 5.35 percent less than the total budgeted allocation of Rs 675 billion.
However, the budget documents of current fiscal year (2019-20) give total releases under the PSDP as Rs 500 billion (Rs 1.2 trillion minus Rs 700 billion provincial PSDPs). The status of releases as on June 30, 2019 on the website of Ministry of Planning, Development and Reform is Rs 638.91 billion.
According to the PSDP 2018-19 data released by the Ministry of Planning, Development and Reform at the end of FY 2018-19 on June 30, 2019, the government released Rs 256.75 billion (88 percent) including Rs 37.56 billion foreign aid for development projects of various ministries, divisions and related departments, which is 12 percent less against Rs 291.55 billion budgeted allocation.
The PTI government made massive cuts in health and education sectors and released 74 percent and 41.53 percent, respectively, less than that of total budgeted allocation. It released Rs 3.38 billion including Rs 13.059 million foreign aid out of Rs 13.1 billion budgeted allocation for the development projects of the National Health Services, Regulation and Coordination Division. The government released Rs 2.9 billion for Federal Education and Professional Training Division out of Rs 4.96 billion which is 41.53 percent less than the actual budgeted allocation.
The Ministry of Planning, Development and Reform released a total of Rs 230.85 billion including Rs 152 billion foreign aid out of Rs 185.2 billion budgeted allocation, which was released Rs 45.65 billion more than the budgeted allocation which is more than 24.64 percent of actual budgeted allocation of year 2018-19, for various development projects of the National Highway Authority (NHA) and Rs 23.26 billion out of Rs 28.065 billion budgeted allocation for development projects of the Pakistan Railways which is 20.66 percent less of actual budgeted allocation of the previous financial year 2018-19.
Pakistan Atomic Energy Commission received entire budgeted allocation of Rs 26.7 billion for development projects.
The government released Rs 76.67 billion (88.4 percent) including Rs 18.4 billion foreign aid out of Rs 78 billion for development projects and schemes of Water Resources Division.
The PTI government released a total of Rs 29.27 billion (93.7 percent) including Rs 370.28 million foreign aid out of Rs 30.96 billion budgeted allocation for Higher Education Commission, Rs 12.058 billion were released for the Interior Division out of Rs 12.43 billion and Rs 10.14 billion for Communication Division (other than NHA) out of Rs 13.98 billion.
The government released Rs 4.12 billion for Planning, Development and Reform Division and Rs 61.46 million for Textile Industry Division. Rs 2.16 billion have been released for Defence Production Division and Rs 16.75 billion including Rs 14.2 billion foreign aid for the development projects of the Pakistan Space and Upper Atmosphere Research Commission (SUPARCO).
The government released Rs 457.45 million for the Cabinet Division against the total budgeted allocation of Rs 1 billion. An amount of Rs 1.572 billion was released for the Aviation Division, Rs 775.37 million for Climate Change, Rs 1.3 billion for development projects of Maritime Affairs Division, Rs 4.07 billion for development projects of Housing and Works Division and Rs 3.51 billion have been released for the Revenue Division.
The government released Rs 1.67 billion including Rs 344.51 million foreign aid for Information Technology and Telecom Division out of Rs 1.45 billion budgeted allocation, Rs 26.57 billion including Rs 729.5 million foreign aid for States and Frontier Regions Division and Rs 14 billion including Rs 13.82 billion foreign aid out of Rs 33.37 billion for development projects of Pakistan Electric Power Company (PEPCO).
The government released Rs 4.99 billion for development projects of Finance Division, Rs 28.5 billion for security enhancement, Rs 490 million for Commerce Division, Rs 725.69 million for National Food Security and Research Division, Rs 971.44 million for Prime Minister's Youth and Hunarmand Programme and Rs 28.78 billion for Special Federal Development Programme for temporary displaced persons (TDPs).
The government released Rs 3.51 billion for development projects of Earthquake Reconstruction and Rehabilitation Authority (ERRA) out of Rs 6.5 billion budgeted allocation.
The government released Rs 26.087 billion including Rs 3.4 billion foreign aid for development projects of Azad Jammu and Kashmir against the total budgeted allocation of Rs 25.86 billion and Rs 16.3 billion (78 percent) including Rs 932.9 million foreign aid for development project of Gilgit-Baltistan out of Rs 17.53 billion budgeted allocation for the current fiscal year 2018-19.
The funds are released as per quarterly ceilings; first quarter (July-September) 20 percent, second quarter (October-December) 20 percent, third quarter (January-March) 30 percent and fourth quarter (April-June) 30 percent.
