After showing dismal performance in 2018-19, the Power Division has claimed that it has made substantial improvement in recovery and in reduction in losses. According to official documents, the amount of receivables which were recorded at Rs 896.15 billion in June 2018 increased to Rs 1,145 trillion in June 2019. Of this amount, the amount of receivables against private sector rose to Rs 6.88 billion in June 2019 as compared to Rs 670.7 billion. The stock of receivables against KE increased to Rs 91.73 billion from Rs 78.40 billion whereas receivables amount against IPPs jumped to Rs 3 billion from just Rs 0.21 million.
The stock of receivables against provinces increased to Rs 193.38 billion in June 2019 from Rs 146.84 billion as of June 30, 2018. The amount due from agriculture tubewells increased to Rs 282.7 billion from 232.46 billion.
However, Power Division has claimed that in the first month of new fiscal year i.e. July 2019, Power Division has posted record increase in revenue and electricity sales besides decreasing lines losses and taking action against power theft.
As per the data released on Thursday by the Power Division, during the month of July 2019 in comparison with July 2018, Rs 19.95 billion increase in revenue was recorded. A total of Rs 156 billion billings were generated by the Power Distribution Companies of which Rs 136 billion (without subsidy) has been recovered in the month of July 2019. This clearly indicates that Power Division's efforts against power theft and defaulters are bearing fruit.
As per the statistics, the overall received units of electricity by the Distribution Companies (Discos) have increased if compared to July last year - from 12,938 million units to 13,332 million units posting an increase of 394 million units in July this year. The increase flow of electricity is indicative of transmission and distribution system enhancement on one hand and billing of electricity units on the other, units that were either stolen or remained unaccounted for due to other reasons including corruption.
Recovery has posted an increase of 0.87 % as compared to July 2018. An increase in the flow of electricity in billings and the increase in recovery point to a strengthening of the fiscal health of the power sector.
On line losses side, due to efforts made both at administrative and technical side, in the month of July 2019 a decrease of 1.46 % was registered when compared to July 2018.
At the beginning of new fiscal year Power Division further intensified its country wide drive against electricity theft. Due to daily monitoring and targets, the DISCOs in one month reported 5,146 FIRs to Police of which 1847 FIRs have been registered. And a total of Rs 275.16 has been charged to detection billing from various electricity theft cases of which Rs 59.7 million was recovered during the month of July 2019.
Power Division has already assigned special targets to the electricity Distribution Companies for the month of August 2019 to further improve the performance of the sector. Insiders claim that Discos issue exaggerated bills to consumers in June each year to show better performance therefore the improved July performance may be attributed to that.
