MOSCOW: Russian President Vladimir Putin has signed an order fast-tracking Russian citizenship for some Ukrainians despite Western and Kiev concerns that the move will exacerbate the crisis between the countries.

According to an order published Wednesday, several categories of Ukrainian nationals have the right to receive a Russian passport, including those who already have Russian residence permits.
