Police across the country registered over 70,583 cases on account of dishonored bank cheques during the last three years and only 2,683 persons were convicted out of the total.

A senior official of Ministry of Interior said this while briefing a sub-committee of National Assembly's Standing Committee on Interior on Thursday. He said that police registered 52,000 cases in Punjab on account of cheque bouncing, Sindh police registered 12,000 cases, Khyber Pakhtunkhwa police registered 3,600 cases, Balochistan police registered 183 cases and capital police registered 2,800 during the last three years on account of cheque bouncing. He said that due to poor implementation of law, only 1,630 people have been convicted in Punjab, 1,000 in Sindh province, 53 in Khyber Pakhtunkhwa, 44 in Balochistan and 188 people were convicted in the federal capital.

The official of Ministry of Interior shared the data with the sub-committee chaired by its convener MNA Abdul Qadir Patel after it took up the "The Criminal Law (Amendment) Act, 2019," seeking substitution of section 489F, Act XLV of 1860 in Pakistan Penal Code (PPC) (Act XLV of 1860) to provide more effective punishment proportionate to amount of cheque as that section 489F should remain an effective measure to establish financial discipline and fulfillment of financial liabilities as the civil claims are not suitable remedy to lengthy litigation process. The committee did not discuss the bill in detail due to absence of mover MNA Kishwar Zehra.

The committee passed amendments in sections 292, 293 and 294 of Act XLV of 1860, "The Criminal Law (Amendment) Act 2019," moved by MNA Moulana Abdul Akbar Chitrali.

Chitrali said that with the passage of time, obscenity had not only disturbed the individual life but it had become a terrible act of annoyance for the whole society, especially for women folk. The Article 14 of the Constitution clearly states that the dignity of man subject to law, the privacy of home, shall be inviolable. Unfortunately punishments in sections 292, 293, and 294 of PPC for acts of obscenity are nominal; therefore, the amendments and enhancement of punishments have been proposed.

The parliamentary body also passed "The Islamabad Capital Territory Local Government (Amendment) Act, 2019" seeking amendment of Ninth Schedule of Act X of 2015 moved by MNA Nafeesa Inayatullah Khan Khattak.

Khattak said that most of the parents did not get birth of child registered and sometime it was followed by child abandonment, which hampered child's physical health, safety, welfare and sometime even life. In Pakistan criminal legal system, there exists several provisions dealing with child abandonment but still infants are dumped in the putrid heap of broken bottles, discarded sanitary items and household trash.
