A development scheme having a subsidy or foreign aid element would be brought to the Provincial Development Working Party (PDWP) for approval irrespective of its cost, the Sindh Delegation of Financial Powers and Financial Control Rules 2019 indicated.
Rules suggested that copy of the administrative approval of the scheme shall be sent to Finance Department or Planning & Development department of the province.
No expenditure shall be incurred on a work or a development scheme unless necessary provisions for such expenditure exists in development or the non-development budget for the year, rules stated.
The decisions of PDWP in respect of approval of works or development schemes are circulated by planning and development department through an authorization letter or office memorandum.
Administrative department concerned will convey administrative approval of works and development schemes approved by ECNEC, PDWP and departmental development working party as the case may be, rules added.
