Big relief for incarcerated PTI president

The apex court deserves a lot of praise for allowing the jailed president of a seemingly ‘moth-eaten’ Pakistan Tehreek-e-Insaf (PTI) Chaudhry Parvez Illahi to contest the Feb 8 forthcoming general elections from provincial assembly (PP-32) constituency of Gujrat, Punjab, setting aside a high court verdict.

No doubt, this development will inject a kind of booster to the rudderless PTI’s election campaign in Punjab, the most important province of the country in terms of population and the number of National Assembly seats.

This Chaudhry of Gujrat, who served the province as chief minister on different occasions in the past, had filed his nominations for the general election. According to media reports, his papers were rejected by the returning officers. The Election Commission of Pakistan’s (ECP’s) decision was later upheld by both the relevant election tribunal and the Lahore High Court.

Although nothing could be forecast about the result of the upcoming contest on this seat, this decision of the apex court has, in my view, certainly helped boost an ailing Chaudhry’s electoral prospects to the sheer chagrin of the Sharifs of Lahore and his Chaudhry cousins of Gujrat alike.

Moreover, this development will somehow ease PTI’s concerns about what it says the lack of a level playing field.

Elahi allowed to contest polls

ISLAMABAD: In a significant development, the Supreme Court has allowed Pakistan Tehreek-e-Insaf (PTI) leaders - Chaudhry Pervaiz Elahi, Sanam Javed Khan, Shaukat Basra, Major Tahir Sadiq (retired) and Umer Aslam to contest general elections, which will be held on February 8.

Two different benches of the apex court, on Friday, declared the orders of the Election Tribunals and the High Court, void, and permitted incarcerated PTI President Pervaiz Elahi from PP-32 of Gujrat, Shaukat Basra from NA-163, Umer Aslam from NA-87 Khushab, Sanam Javed from NA-119, NA-120, and PP-150, Tahir Sadiq from NA-49 Attock to contest general elections 2024.

The court has directed the Election Commission of Pakistan (ECP) to allot the election symbols and include their names and the symbols in the ballot papers. The ECP’s counsel had earlier submitted that the process for printing of ballot papers is almost complete.

A three-judge bench, headed by Justice Mansoor Ali Shah, heard the appeals of Pervaiz Elahi, Umer Aslam, and Tahir Sadiq.

During the proceeding, Justice Minallah highlighted that it was the court’s responsibility to interpret the Election Act in a way that did not deprive the people of choosing a representative of their choice. He said taking part in the elections is the fundamental right of every citizen, adding let the people and not the Election Commission decide who should and who should not contest the elections. He said the lawmakers are accountable to the people of their constituencies, and not the Election Commission.

Faisal Siddiqui, representing Pervaiz Elahi, said still he had not received the order of the returning officer. The objection to nomination papers is that for every constituency there should be a separate bank account for expenses incurring for elections. He informed Pervaiz Elahi is contesting elections from five constituencies. Justice Minallah questioned where it is written that for each constituency there should be a separate bank account.

Faisal Siddiqui said another objection is that Pervaiz Elahi had concealed his 10-marla plot in Phalia that was purchased on 20th November 2023. He submitted that the facts are he never bought this plot, as he had been in jail for many months.

Justice Minallah said that returning officer’s job is to facilitate the candidates, but it seems they are creating hurdles for the candidates. “Unfortunately, this has been happening with one political party,” he added.

Barrister Ali Zafar, appearing on behalf of Umer Aslam, submitted his client was on pre-arrest bail; one of his constitutional applications to contest the elections was rejected while the other was approved.

Upon that, Justice Mansoor questioned which law prevents a fugitive/absconder from contesting elections? The ECP’s counsel said that a fugitive/absconder is guilty of violating the law, so he cannot contest the elections.

Justice Mansoor remarked that contesting elections is a fundamental right. It is a punishment to deprive a person of his fundamental right by preventing him from taking part in elections. How can one be prevented from participating in elections? Let the people of Pakistan elect their representatives, he observed. He questioned which clause of Articles 17, 62 and 63 deprives a fugitive of the fundamental right to vote.

A three-judge bench, headed by Justice Muneeb Akhtar heard the appeals of Sanam Javed and Shaukat Basra. The objections on Sanam’s nomination papers were that she had a joint bank account with her husband, and second that the jail superintendent had not signed on the documents, third that the signatures on her papers were fake.

Sanam’s lawyer, Shahzeb Rasool, informed that an affidavit dated December 22, 2023, was provided in the presence of an oath commissioner on December 21. The oath commissioner confirmed Sanam’s signature. However, the returning officer rejected the nomination papers, stating that no visitors had met Sanam in prison on December 22.

Basra’s lawyer informed the court that a returning officer had rejected a single bank account, asserting that the deadline for accepting nomination papers had elapsed. Justice Saadat pointed out that the election schedule did not specify 3pm as the cutoff time for submitting nomination papers.

People to decide Pakistan’s future leadership: US

WASHINGTON: US State Department principal deputy spokesperson Vedant Patel while briefing the newsmen in Washington on Thursday said that Pakistan’s future leadership is for the Pakistani people to decide.

Replying to a question, Patel said, “Our interest continues to be in the democratic process. We also have not been ambiguous about how we feel very strongly that a free and independent media are vital institutions that undergird healthy democracies by ensuring that an electorate can make informed decisions and hold the government to account. We believe journalists play a critical role in covering fair and transparent elections.”

Vedant Patel said that we also continue to be concerned by any report that may be out there of restrictions on freedom of expression, freedom of association and the press. “We want to see free and fair elections around the world, including in Bangladesh, and of course, including in Pakistan as well.

And when we see things that are at odds at our view for the region and things that are at odd for Pakistani authorities’ stated intent, we’ll continue to address them.” In reply to a question regarding tension between Pakistan and Iran, Vedant Patel said that the United State is concerned about escalating tensions in the region, particularly as Iran continues its destabilizing and provocative actions.

ECP gives magisterial powers to DROs, ROs

ISLAMABAD: The Election Commission of Pakistan (ECP) has authorised first class magisterial powers to the district returning officers and returning officers to take on electoral offences through summary trials in the general polls.

The commission has conferred these powers on the DROs and ROs in exercise of powers under Section 193 of the Elections Act 2017, according to a notification issued on Friday.

The notification is effective immediately - till the announcement of official results of the general polls, the ECP said.

ECP accuses LGs of ‘facilitating’ candidates, warns of ‘stern’ action

The Section 193 provides that an officer exercising the powers of a civil or criminal court, or an officer of the armed forces, or an officer performing a duty in connection with an election, who is authorised by the Commission, may exercise the powers of a magistrate of the first class under the Code of Criminal Procedure 1898 in respect of the offences of personation, or capturing of polling station or polling booth.

Section 260 of this Code authorises the magistrates with first class powers to try summarily for offences not punishable with death, transportation or imprisonment for a term exceeding six months.

The ECP notification stated that the DROs and ROs shall exercise the first class magisterial powers under Section 169 and Section 171 punishable under Section 174 of Elections Act 2017.

Section 169 reads, a person is guilty of personation if they vote or apply for a ballot paper for voting, as “some other person whether that other person is living or dead or fictitious.”

Section 171 says that a person is guilty of capturing a polling station or polling booth if they seize a polling station or a polling booth, take possession of a polling station or a polling booth, coerce, intimidate or threaten, directly or indirectly, any voter and prevent them from going to the polling station or a place fixed for the poll to cast their vote.

The Section 174 provides that any person guilty of the offence of corrupt practice shall be punished with imprisonment for a term which may extend to three years or with fine which may extend to 120,000 rupees or with both.

Bilawal Bhutto challenges Nawaz Sharif for debate before election

Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari on Friday challenged Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif for a political debate.

“I invite the PM candidate of PML-N Nawaz Sharif to engage in a debate with me anytime, anywhere before Feb 8,” the PPP chair wrote on X (formerly Twitter).

“Globally, Presidential and Prime Ministerial candidates participate in televised debates, providing voters with crucial insights into their plans. This transparency is vital for an informed electorate ahead of the voting process,” he said on X.

This is the second time Bilawal has challenged Nawaz Sharif to hold a debate on national issues.

Bilawal says ‘was told’ KP CM has already been decided

“I am PPP’s candidate for the Prime Minister post, the PML-N’s aspirant for the slot should come on television and debate with me,” he said in a statement earlier this week.

The former foreign minister also revealed that he wanted to leave the PDM government but his father, former president Asif Ali Zardari, stopped him and said “we have to fulfil our commitment with the other parties.”

As Pakistan’s political parties gear up for elections, their campaign strategies seem to be picking pace as well.

Major ones are vying to capture the attention of voters by presenting enticing promises and building a compelling narrative through their manifestos.

Ultimately, manifestos serve as guiding principles for political parties’ governance, and are seen as a window into their priorities if they come into power. They offer insight into a party’s vision for the future and provide voters with an understanding of what they can expect if that particular party wins the election.

Below are manifestos of some of the prominent ones to see what they intend to do if they win elections.

Pakistan Peoples Party

The PPP’s 10-point manifesto highlights their commitment to public welfare and improving the lives of citizens.

One of their key pledges is to increase salaries, providing financial relief to hardworking individuals. Additionally, they promise subsidies on electricity, aiming to alleviate the burden on households and businesses alike. However, with budget constraints, there are questions on the ability to finance these measures.

Education and healthcare are also at the forefront of PPP’s agenda. They vow to provide free education and establish a robust health system that ensures accessible medical services for all citizens. To further enhance social support systems, they plan to expand the Benazir Income Support Programme (BISP) by including agriculture workers and youth.

Recognising poverty as a pressing issue in society, PPP aims to launch a hunger eradication programme that tackles both poverty and inflation head-on. However, they emphasise that achieving these goals can only be possible through free and fair elections in the country.

Pakistan Muslim League-Nawaz

It is noteworthy that despite the elections being just two weeks away, PML-N has yet to present its manifesto. However, the party’s campaign trail gives us a glimpse into its priorities and plans.

One of the key focuses of PML N’s campaign is highlighting the economic challenges faced by the country. They aim to offer an ambitious plan to revive the economy and tackle inflation head-on.

This indicates that they recognise the importance of addressing these pressing issues for overall national development and reviving the party’s electoral base that traditionally sees the party as a better hand in managing economic affairs.

Jamat-e-Islami

JI has taken a proactive approach by presenting a detailed 52-page manifesto. Their agenda revolves around economic revival and growth. They propose revisiting contracts with Independent Power Producers (IPPs) as part of their strategy to ensure energy sustainability and affordability. Burgeoning circular debt and high energy tariffs are on their minds.

Moreover, JI says it sees a prosperous future through its Vision 2050 initiative, which outlines long-term goals for various sectors of society. They also emphasise allocating a substantial budget for defense purposes while aiming to foster better relations with neighboring countries.

Tehreek-e-Labbaik Pakistan

The TLP has recently unveiled a 25-point manifesto for the upcoming elections, marking a significant shift from its previous electoral stance in 2018. One of the notable changes in TLP’s approach is the introduction of a revised party flag, indicating a desire to broaden its appeal beyond traditional religious lines and connect with a wider range of voters.

In this manifesto, TLP promises to protect and uphold the rights of minorities and prioritise national development. The party pledges to equip the army with new weapons, ensuring that our defense forces are well-prepared to safeguard our nation’s security. Additionally, TLP aims to establish a local Panchayat system for the efficient delivery of justice at the grassroots level.

Another key highlight of their manifesto is their commitment to promoting the abolishment of Riba-based financial systems. This demonstrates TLP’s focus on economic reforms and addressing issues related to interest-based lending practices.

Furthermore, TLP aims to address foreign debt concerns by implementing effective strategies that ensure sustainable economic growth while reducing dependency on external borrowings.

With these promises and proposed changes, it is clear that TLP is making a concerted effort to evolve its political agenda and reach out to voters beyond their traditional religious appeal.

Muttahida Qaumi Movement Pakistan 

The MQM-P covers a wide range of areas, including the economy, defense, internal security, agriculture, health, and education.

One of the key highlights of their manifesto is the party’s commitment to imposing a health and education emergency.

Recognizing the importance of these sectors in building a strong nation, the party plans to allocate significant resources and implement policies that will enhance access to quality healthcare and education for all citizens.

Furthermore, the MQM-P aims to embark on an ambitious urban development plan by building 100 new cities. This initiative, according to the party, not only promises to address issues related to overcrowding in existing metropolitan areas but also presents opportunities for economic growth and job creation.

In addition to these plans, the party has set an ambitious target of generating $100 billion in remittances. Remittances currently hover around $24 billion. By fostering an environment conducive to investment and trade, they aim to attract foreign capital while also supporting overseas Pakistanis in contributing towards the country’s economic development.

Lastly, environmental conservation is also high on their agenda as the party aims to increase forest cover by 8% within five years. This demonstrates their commitment to sustainable development and preserving Pakistan’s natural resources for future generations.

Pakistan Tehreek-e-Insaf 

PTI has not yet released its election manifesto, and it appears that it may not do so at all given that the party has been fighting on multiple fronts and lost its election symbol.

Nonetheless, the party’s campaign path indicates that it hopes to win over supporters by highlighting the alleged mistreatment it has endured at the hands of the current administration.

In addition, the party has promised to strengthen institutions, revive the country’s economic recovery, and implement an independent foreign policy.

Istehkam-e-Pakistan Party

The Istehkam-e-Pakistan Party (IPP) states in its manifesto that empowering the people is central to the party’s vision. The party’s manifesto says that the leadership is dedicated to creating a true ‘Naya Pakistan’, a term initially espoused by the PTI founder, Imran Khan.

The party wants to alleviate poverty in Pakistan by elevating the middle class and lower classes and focusing on youth empowerment. Women’s empowerment and healthcare are also top priorities for the IPP.

The manifesto also emphasises the significance of defending minority rights, advancing local tourism and sports, and preserving the assets and rights of Pakistanis living abroad.

Over 150 registered parties running elections, but few have released manifestos

Out of the almost 150 registered political parties that are contesting the election, only a handful have released detailed manifestos.

The lack of interest shown by political parties in Pakistan toward releasing their manifestos raises questions about the importance they place on these documents.

It indicates that some political players view manifestos as mere formalities, rather than powerful tools that can win elections and sway voters in their favor.

However, it is crucial to recognise the significance of a well-crafted manifesto. A manifesto serves as a comprehensive outline of a party’s vision, policies, and proposed actions if elected into power.

It not only provides voters with an understanding of a party’s stance on key issues but also holds them accountable for their promises.

IK says talks only on ‘fair polls’ possible

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan on Thursday said that he never stated that he would not negotiate with politicians but talks will only be held on holding of fair and transparent elections in the country.

Taking to reporters informally after hearing of cipher case at Adiala jail, the former premier said that those who were elected by people, power should be given to them. I do the politics of values and not power politics, he said, adding that in the current situation, no one can stop and defeat PTI.

To a question, he said that the Pakistan People’s Party (PPP) formed the previous government along with other Pakistan Democratic Movement (PDM) parties then how will we support PPP after the upcoming general elections? PTI’s political alliance is only possible with Majlis-e-Wahdatul Muslimeen and the JUI-Sherani group, he said.

Regarding hearing of different cases against him, he said that ‘the whole drama’ is being done for the February 8 elections. Hearings of the different cases against him are being conducted on a day-to-day basis to disqualify him, he said, adding that the Accountability Court had adjourned the hearing of Toshakhana case against the former president, Asif Ali Zardari, former prime ministers, Nawaz Sharif and Syed Yousaf Raza Gillani till February 13.

“They (Zardari and Sharif) have been given special favour and courts are hearing our cases on a daily basis”, he said.

He claimed all efforts were being made to crush us since May 25, 2023.

To a question, Khan claimed that former Chief of Army Staff (COAS) General Qamar Javed Bajwa (retd) told him that 80 percent of the army supports PTI.

The PTI founder alleged that the Establishment has quashed all cases against Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif.

Earlier, the special court hearing the cipher case against him and PTI vice chairman Shah Mahmood Qureshi adjourned the hearing till today (Friday).

Special Court Judge Abual Hasnat Zulqarnain while hearing the case at Adiala jail adjourned the case without hearing due to the absence of the counsel.

SC allows PTI’s Masti Khel to contest polls

ISLAMABAD: The Supreme Court directed the Election Commission of Pakistan (ECP) to include Pakistan Tehreek-e-Insaf (PTI) leader Sanaullah Masti Khel’s name in the ballot papers for the upcoming elections.

A three-judge bench, headed by Chief Justice Qazi Faez Isa, on Thursday, was hearing an appeal of the PTI leader against the verdict of Lahore High Court, Multan Bench.

The Court permitted Sanaullah Masti Khel to contest elections from NA-91, Bhakar.

During the proceeding, the chief justice inquired from the ECP counsel whether the ballot papers had been printed. The Commission’s lawyer submitted that the ballot papers are ready for printing. He informed the top court that Sanaullah Masti Khel’s name was initially included in the list, and he had also been assigned an electoral symbol. The LHC declared his candidacy null and void.

PTI worker Sanam Javed has approached the Supreme Court against her nomination papers’ rejection. Sanam Javed’s nomination papers were rejected for NA-119, NA-120, and PP-150.

PTI President and former Punjab Chief Minister Pervaiz Elahi also appealed to the apex court. He made the ECP and the Election Tribunal as the respondents and asked the top court to set aside the verdict of the LHC given on January 13, 2024.

Pervaiz Elahi said the allegations levelled against him by candidate Muhammad Saleem were baseless. He said that he was accused of having shares in Lahore Modern Flour Mills. He said there were no such mills and no bank account was even active in this regard.

He said that he never bought shares of the said mills while a dysfunctional mill was not considered as an asset. Pervaiz Elahi said that he could not be barred from contesting elections on the basis of baseless allegations. He asked the apex court to allow him to contest upcoming elections.

Meanwhile, Shaukat Basra also filed an appeal in the SC from NA-163, requesting nullification of the tribunal’s decision against him.

Babar ‘hatching another conspiracy under state patronage’: PTI

ISLAMABAD: As Akbar S Babar is flexing muscles to “take over” Pakistan Tehreek-e-Insaf (PTI), the party on Thursday dared the “certified tout” to proceed with his last failed attempt backed by his handlers to hijack the most popular political party.

Dubbing Babar as a certified tout, the PTI spokesman Raoof Hasan plainly said that he is hatching yet another conspiracy under state patronage after stripping the PTI of its electoral symbol of cricket bat.

This comes after Babar, at a conference held here said that “he rejects the award of tickets by PTI as the position of Imran Khan has no importance”.

“It’s been decided that all the accounts of PTI be frozen, and the electoral symbol of bat taken back by holding free and fair intra-party election,” he told a presser after a conference comprising people expelled by the party in the past.

The PTI spokesman lambasted Babar, saying his activeness speaks volumes about the bafflement and nervousness of his patrons and is a clear sign of their defeated mindset because PTI has now become an undefeatable political force despite all odds.

Hasan continued that the “perpetual tout named Akbar S Babar has always been willing to be used by undemocratic forces for petty personal gains”.

He pointed out that the patrons of this tout were in bewilderment and in total disarray because all their schemes and plots fell flat; hence the certified tout was unleashed in the field once again with new intrigue.

However, he made it clear that they should bear in mind that not only the workers of PTI but now, Alhamdulillah, the entire nation was well-aware of such a mischievous and malicious plan and it would meet the same fate.

He noted that the failed attempts to interfere in the internal affairs of the political party through tout were a clear reflection of their defeated mindset.

Hasan recalled that earlier, this tout was used to deprive PTI of its electoral symbol of “bat” and now he was being used to hatch another conspiracy.

By making PTI founding chairman Imran Khan their election symbol, he vowed that the nation was ready and determined to teach a lesson to the tout and the patrons through the power of their votes in the much-needed general elections scheduled for February 8, 2024.

He made it crystal clear that the “tout”, whose sole intention is to create a rift within PTI, which would serve no purpose of his planners and abettors except of self-deception.

He further clarified that this notorious tout had nothing to do with the essence and ideology of PTI, adding he was sidelined from the party and his party’s basic membership had been terminated through due process in 2013.

Hasan went on to say that a self-centred and greedy person like Akbar S. Babar, who was always ready to be used as a tool at the hands of conspiratorial elements, was not even worthy to be made a member of any political party.

He recalled that this person had always been used by undemocratic forces for the sake of personal interest and his life’s purpose was to be used for conspiracies against the constitution and democracy.

He said that any action of this person pertaining to PTI would neither have any legal status and nor the party or the nation would accept it in any circumstances.

LAHORE: China wants peaceful, transparent, fair and timely elections in Pakistan, the Consul General of the People’s Republic of China in Lahore Zhao Shiren, said.

While speaking at a ‘Meet the Press’ program of Lahore Press Club (LPC), Zhao Shiren wishes the post-election Pakistan enjoys sustained peace, stability and development. He said, “The general elections are internal matter of Pakistan; we cannot interfere in it, but we will welcome whoever forms government after the February 8, elections and move forward together.”

Talking about CPEC, he said this is a joint venture of China and Pakistan which has completed ten years and it will be completed in any case. Under CPEC, US $26 billion have been invested so far, while construction is still going on, he added. About electric transmission line, he said it is being upgraded. We want to bring prosperity to our old friend Pakistan, he said.

He said the solution of Occupied Kashmir should be according to the resolutions of the United Nations.

Zhao Shiren further said that Pakistan is an agricultural country and Punjab government has formulated a 10-year plan regarding agricultural development. “We are ready to work with the Punjab to enhance agricultural cooperation.”

He said that China, Pakistan and Iran are three friendly countries and together we will move jointly ahead in the region. There should not be any conflict between Pakistan and Iran, the situation will return to the previous position soon, he added. He expressed gratitude to the journalist community for the excellent coverage of Pak-China friendship and CPEC.

The Chinese Consul General said that Pakistan and India have dispute over Kashmir, which is related to sovereignty and territorial integrity. He asked both the sides to resolve this issue in accordance with the UN Charter and the relevant UNSC resolutions.

He said that ML-1 is a big project, and it was proposed by Pakistan, which we are ready to build and the people of Pakistan will hopefully get good news soon. In this regard, the Chinese railway engineering delegation has also visited Pakistan last month.

About the ML-1 project, he said it will be completed in two phases, first from Peshawar to Lahore and then from Lahore to Karachi.

He also agreed to consider starting Chinese language course for the members of the club and further agreed to coordinate to get scholarships in China for the professional training of the members.

Earlier, Lahore Press Club President Arshad Ansari and others warmly received the Chinese diplomat.

PILDAT president urges youth to vote in large numbers

LAHORE: Young people should come and vote for their chosen parties on the Election Day was the message given to the youth at a PILDAT briefing session for media on the issue of missing young voters.

Initiating the discussion, Ahmed Bilal Mehboob, President PILDAT, shared that despite representing a significant portion of registered voters, young Pakistanis (aged 18 to 35) show a turnout that lags behind the national voting average.

In 2023, young registered voters aged between 18-35 make up 43.85% of the total registered voters. Despite the youth being a significant part of Pakistan’s population, the gap between overall voter turnout and youth voter turnout has been ranging from 7 percentage points in 1993 to 27 percentage points in 2013, showing an increasing trend with the only exception of the 2018 general election when this gap narrowed to 16.5 percentage points.

The PILDAT has estimated that the average youth voter turnout of the past eight elections, from 1988 to 2018, has been an abysmally low at 31%, which is 13 percentage points lower than the average overall voter turnout of 44% in these eight elections. Average youth voter turnout (31.5%) was even lower than women’s voter turnout which stood at 40% in 2018.

Mehboob further said that people’s scepticism about the electoral system has been exacerbated by witnessing economic challenges and the peak of terrorist activities making them resilient but still skeptical about the effectiveness of their participation in the electoral process.

The PILDAT believes that outlining and implementing practical strategic measures to actively engage young people to vote must be adopted by key societal pillars - political entities, media outlets, civil society organizations, academic institutions and the Election Commission of Pakistan (ECP). Among others who spoke on the occasion included Mujib-ur-Rehman Shami, Ms Benazir Shah and Salman Ghani.

Various discussants highlighted that in the current electoral atmosphere, security agencies are busy highlighting the threat of terrorism to discourage people from voting while infrequent availability of internet would also affect access and transparency on the Election Day. Ms Aasiya Riaz, Joint Director PILDAT, moderated the discussion.

Maryam urges people to vote for ‘a better tomorrow’

LAHORE: Pakistan Muslim League-Nawaz (PML-N) Chief Organiser Maryam Nawaz has urged the people to vote for the PML-N on February 8 to secure their future and overcome the challenges faced by the countrymen and the country.

“You had elected PML-N Quaid Nawaz Sharif thrice for a five-year term, but he was removed under one pretext or the other,” she said while addressing a gathering of her supporters here at NA-119 in Singhpura on Thursday.

Maryam visited the NA-119 to mobilise the party workers and supporters ahead of polling day. She said that she had selected the same area for the 2018 elections, but was barred from participating in the polls after being disqualified.

Maryam maintained that she was punished for supporting his father, but did not even think about the consequences and stood by him. “It was the PML-N and Nawaz Sharif who carried out massive development across Pakistan despite conspiracies,” she said.

Without naming the PPP Chairman Bilawal Bhutto Zardari, Maryam said that a political leader was currently visiting Punjab and claiming that Nawaz had announced his manifesto without showing his performance. “He (Nawaz) does not want to make tall claims, his work speaks for itself,” she said while pointing to the Orange Line passing over the road.

Maryam said that she was well aware of the issues faced by the people and their challenges. “I am not one of those who need a piece of paper to understand what problems a particular area is facing,” she said, adding: “Vote is not just a paper, the ballot paper will decide about not only your future but also of the generations to come.”

Maryam urged the people to come out of their homes to exercise their right to vote on February 8. She said that the PML-N and Nawaz Sharif’s agenda was to serve the people.

Armed, civil armed forces personnel: ECP issues ‘code of conduct’

ISLAMABAD: The personnel of armed forces and civil armed forces will not respond at their own to apparent irregularities outside polling stations and shall bring the matter to the knowledge of presiding officers concerned to take necessary direction during general elections, the electoral entity has notified.

“In case irregularity or malpractice continues, they shall inform their officer in-charge immediately, so that necessary legal action can be taken,” reads the code of conduct for armed forces/ civil armed forces issued by the Election Commission of Pakistan (ECP) on Thursday.

The code provides that police will be first tier responders while civil armed forces and armed forces will act as second and third tier responders, respectively, to be deployed outside selected most sensitive polling stations.

Election security: Federal cabinet approves deployment of armed forces

The armed/ civil armed forces officials, the code of conduct says, while performing their duties, are supposed to first report to the presiding officer along with informing in own chain of command of any irregularity/ issue/ malpractice having the potential to create law and order/ security situation, they observe outside of selected most sensitive polling station (where deputed) and act according to the instructions issued in that regard.

In case, the presiding officer does not act to prevent the commission of any reported irregularity/ issue/ malpractice, the security staff will immediately inform concerned returning officer.“

The code of conduct bars the forces personnel from interfering in the votes counting process “in any manner.”

The code of conduct further provides that the forces personnel shall: Not interfere in any manner whatsoever in the functions of presiding officer, assistant presiding officer or polling officer.

Not enter into arguments/ altercation with any candidate, election agent, polling agent, observer or media person in any manner. Not take into his/ her custody any election material.

Identify suspicious voters for frisking/ checking by police personnel before entering premises of the polling station to ensure that no person can bring with them any weapon/ explosive.

Remain impartial and neutral throughout the election process in general and during the voting process in particular and shall not act in favour of or against any political party or candidate.

Not disallow any eligible voter to enter the polling station, except the ones found in possession of weapon/ explosive or “undesirable items or ones who create disturbance and incitement to act of violence or an action which is prejudice to national safety/ interests of Pakistan.”

SC highlights criticality of intra-party polls

ISLAMABAD: The Supreme Court said if intra-party elections are not held in a political party it severs its relationship with its members and renders a party a mere name without meaning or substance.

The court on Thursday issued the detailed judgment of its order on the Pakistan Tehreek-e-Insaf (PTI) election symbol of “cricket bat” case.

A three-judge bench, headed by Chief Justice Qazi Faez Isa, on January 13 had set aside the Peshawar High Court 10th January 2024 judgment and upheld the Election Commission of Pakistan (ECP)’s order dated 22nd December 2023.

Intra-party polls held in accordance with party’s constitution: PTI

The 38-page judgment, authored by Justice Faez, stated that in the instant case, no one sought to deprive the PTI of an election symbol; not the ECP, the federal government nor any political party.

The ECP not once but repeatedly had called for the holding of intra-party elections in the PTI and had clearly spelt out the consequences if elections were not held.

The court clarified that in the present case, it is not delving into the mode and manner in which intra-party elections are held. “We have restricted ourselves to inquiring and determining whether intra-party elections were at all held in PTI,” the judgment said. “Once it is established that intra-party elections had not been held, legitimate questions arise how important party offices are being occupied,” it added.

The judgment said that the laws of Pakistan enacted by Parliament must be abided by, including by judges of the superior courts, whose oath of office also requires adherence therewith. Unless a law, or any provision thereof, is challenged and is found to contravene the Constitution and declared unconstitutional, it must be given effect to.

The Elections Act became law on 2 October 2017 and during the last six years, no successful challenge has been thrown to it or with regard to any of its provisions.

It was argued that, because clause (4) of Article 17 was removed by the Constitution (Eighteenth Amendment) Act, 2010 intra-party elections is no longer a requirement, is fallacious.

The judgment said; “This spurious contention, if accepted, may lead to devastating consequences. The same amendment to the Constitution had also removed the proviso to clause (2) of Article 17, which also proscribed advocating ‘hatred or animosity’, therefore, if the same obtuse reasoning is applied then a political party can now advocate hatred and animosity.”

“Let us further assume that there was a provision in the Constitution requiring that election symbols be provided to political parties and a constitutional amendment did away with this requirement but incorporated it in legislation. The change would not mean that a political party was no longer entitled to an election symbol.”

“Article 17 of the Constitution also does not specifically mention the holding of elections. On the basis of the same flawed reasoning it could be contended that there was no requirement to hold elections in the country. However, there can be no doubt that elections must always be held and it is the Fundamental Right of every citizen, who fulfills the stipulated criteria, to be able to contest elections and to vote.”

The judgment said that the Elections Act, 2017 was promulgated by a democratically elected Parliament, which recognizes the importance of political parties and requires that general elections be held on party basis. The Elections Act seeks to strengthen political parties and mandates that intra-party elections must be held in every political party.

The Court said if a political party does not periodically hold intra-party elections the consequences for not holding them are mentioned therein (Act), which is the party not being eligible to get its election symbol.

It noted that the PTI as a consequence of not holding intra-party elections became ineligible to be allocated an election symbol. The sole responsibility for which lies on those running the affairs of the PTI, who did not want democracy in the party.

They unilaterally and arbitrarily took over a political party in utter disregard of the eight hundred and fifty thousand stated members of the PTI. It said because of their actions and by negating the very fundamentals of democracy, that is, not holding elections, the party suffered and was rendered ineligible to receive its election symbol.

PBF urges political parties to come up with ‘creative’ manifestos

PESHAWAR: Pakistan Business Forum (PBF) has asked major political parties for presenting creative economy manifesto for the next five years and also desired the continuity of policies.

Talking to media during visit to the Regional Office of the Federation of Pakistan Chamber of Commerce and Industry (FPCCI) here on Thursday, Chief Organizer of PBF and Vice President, Chaudhery Ahmad Jawad said that whenever a new government comes to power, ongoing projects are either closed or postponed.

“For the continuation of economic policies, it is important that all political parties agree on the Charter of Economy and make it part of their political manifesto.”

He said that the country is facing high levels of inflation and policy rate, and low economic growth, not to mention acute debt distress, and increasing levels of poverty and income inequality, this delayed and lukewarm concern by political parties to present and disseminate their economic manifestos together with lack of focus of media to highlight this lacklustre behaviour of political parties is quite reflective of the low level of political discourse, and overall political inclusiveness.

It’s seen written on the wall that whichever party comes into power after February 8th, they will again knock the doors for the new IMF Programme due to our external financing requirements.

PBF official Ahmad Jawad further said, “We should seek modern knowledge for the self-reliance in economy. As modern knowledge would enable Pakistan to strengthen their economy and compete successfully in the world. Problems should be scrutinised minutely to find their solutions, and every policy of the government should be taken seriously to ensure its complete implementation.”

Check your vote: here is how you can find out your constituency

Now that the general elections are just around the corner, one of the most important questions will be “which constituency is my vote registered in”.

The registration of voters takes place within the constituency they reside in, which is the address recorded in their CNIC.

Once you know where your vote is registered, it will be an easy task for you to go on February 8 and cast your vote without the hassle of first finding where your vote is.

Below is a guide on how you can find out which constituency you belong to:

The Election Commission of Pakistan (ECP) has launched a text message service that will tell you your constituency. Simply message your National Identity Card (NIC) number (with no spaces or dashes) to 8300.

Just make sure you have enough credit.

Once you have sent your CNIC, you will get the name of electoral area, block code and serial number.

Every registered voter can check his/her particulars by visiting their respective District Election Commissioner’s office, where the final electoral roll is available.

Elections preparations: Hyderabad Commissioner chairs meeting

HYDERABAD: Commissioner Hyderabad Syed Khalid Hyder Shah presided the meeting regarding elections preparations, while speaking in the meeting of election preparations, he said that the repair and electricity works of missing facilities and polling stations affected by floods should be completed soon in all the districts in the division and where there is no facility of electricity, solar or battery should be installed and alternative arrangements should be made.

Commissioner Hyderabad said that all the DROs should install CCTV cameras at the polling station and during this time watchmen should also be appointed at each polling station. He showed his displeasure over the slow pace of repair work in some districts like Matyari, Tando Muhammad Khan, Tando Allahyar and Badin, he strongly instructed SE Buildings to complete the repair work of washroom, fence and lighting without any delay.

Commissioner Hyderabad said that a meeting should be held with the transporters and Police for making arrangements for transport of necessary material to polling stations. Syed Khalid Hyder Shah said that a meeting should be held to inform the candidates about the code of conduct of elections and warning should be issued to violators of the code of conduct.

Speaking in the meeting, DIG Hyderabad Tariq Dharejo issued instructions to all the SSPs and said that the deployment of officials at sensitive, highly sensitive and normal polling stations should be finalized. He said that in order to fill the gap of security officials, help should be taken from line departments including Irrigation, Scarp, and local government.

DIG Hyderabad said that 31 to 32 thousand security personnel will perform duty in Hyderabad region during elections. Whereas, out of 4431 polling stations of Hyderabad region, 968 polling stations have been declared as highly sensitive, 1388 as sensitive and 2075 as normal. While giving a briefing, he said that seven officials will perform duty at the highly sensitive polling station, five officials at the sensitive polling station and four officials at the normal polling station.

Punjab Apex Committee reviews security plan for polls

LAHORE: The provincial Apex Committee, which was co-chaired by CM Punjab; Syed Mohsin Raza Naqvi, and Commander Lahore Corps; Lieutenant General Syed Aamer Raza, here Wednesday took a holistic view of security situation in the province and arrangements in place to counter all types of threats.

The participants reviewed a comprehensive security plan for the upcoming general elections on 8th February duly incorporating pre and post polls phases. Deployment of available troops of police, rangers and army in three tiers for ensuring fool proof security and tackling various eventualities was discussed besides installation of CCTV cameras on polling stations and safe custody / transportation of ballot papers.

The forum resolved to ensure enforcement of code of conduct issued by the Election Commission of Pakistan.

Moreover, the forum appreciated joint efforts of all security agencies and forces in thwarting multiple terrorist attacks on police stations including the recent one in Dera Ghazi Khan and resolved to continue working in unison for achieving the common goals in the light of NAP.

PPP Senator Raza Rabbani too clever by half?

Pakistan People’s Party (PPP) Senator Raza Rabbani has let the cat out of the bag by arguing that any presence of security forces on polling stations would “cast a shadow on free, fair and transparent elections”.

His statement that he issued yesterday in which he suggested that the security forces should be under the control of returning officers (ROs) and district returning officers (DROs) if accepted would help the influentials of the area to win the elections by hook or by crook or at any cost.

In my view, those harbouring such plans have been caught off guard by the sudden announcement of deployment of troops during polls.

The respected Senator is unfortunately trying to be too clever by half by stating, among other things, that “whereas the deployment of security forces is necessary for ensuring peace on the polling day, it is equally important that the security forces be beyond the precincts of the polling station”.

PML-N public gathering postponed

LAHORE: The Pakistan Muslim League-Nawaz (PML-N) has postponed the public gathering which was scheduled to be held at the Islamia College Civil Lines today.

The event was to be addressed by PML-N supremo Nawaz Sharif in connection with election campaign in NA-130. The next date of the gathering will be announced within two days, sources in the PML-N said.

In order to mobilize the party workers and supporters, Nawaz along with Maryam Nawaz held a maiden rally in NA-130 on Tuesday. Neither Nawaz nor his daughter addressed the workers at any point.

On the other hand, PML-N senior leader Khawaja Saad Rafique assailed Pakistan People’s Party (PPP) Chairman Bilawal Bhutto-Zardari for using ‘foul’ language. Hitting out at the PPP leader, the PML-N leader said, “Bilawal used to claim that he had learned a lot from Shehbaz Sharif.

Bilawal Bhutto is following in the footsteps of Zulfiqar Ali Bhutto in terms of using foul language.”

Rejection of nomination papers: Elahi moves SC against LHC verdict

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) leader Pervaiz Elahi approached the Supreme Court against the Lahore High Court (LHC)’s order to dismiss his nomination papers for the upcoming general elections.

Former chief minister Punjab Pervaiz Elahi on Wednesday filed the appeal through Barrister Haris Azmat.

The returning officer (RO) had rejected Elahi’s nomination papers on 30.12.2023, while the Election Appellate Tribunal dismissed his election appeal on 10.01.2024. The PTI then filed a writ petition before the LHC, which was dismissed on 13.01.2024.

The objections raised on the petitioner’s (Elahi) nomination papers are that the same bank account cannot be given for more than one constituency in terms of Section 60 (2) (b) of the Election Act. Weapons were not disclosed even though the amount of the same was mentioned under the category of articles of personal use in the nomination papers.

Similarly, the petitioner has certain shares in Modern Flour Mills (Pvt) Ltd Lahore, which were not disclosed. The nomination papers and affidavit of the petitioner are not attested by the jail authorities. The objections were upheld by the Election Tribunal and the LHC.

The PTI leader alleged that neither RO nor any officers of the Election Commission ever informed him about any of the alleged shortcomings.

No notices were ever served, and in fact, his representatives were not even allowed to join the proceedings at the office of the RO. The nomination papers were even snatched while they were being submitted. All the complaints have been brought to the notice of the Election Commission but to no avail.

He submitted that there is no provision in the Election Act that mandates that the same account cannot be used for each constituency;

The weapons have been disclosed under the head of articles of personal use, as there is no specific column for disclosure of the same in the nomination papers.

The shares worth less than Rs25,000 were never subscribed nor paid by the petitioner. Even otherwise, there was no dishonest intent in the non-disclosure of these assets.

The shares were never paid up by the petitioner, and in any event, are only worth a total of Rs25,000. The company itself is a defunct concern, and therefore, this was not an asset of the petitioner warranting disclosure.

He also stated that the nomination papers and affidavit submitted to the RO for scrutiny were duly attested by the relevant jail authorities.

Elections can be contested ‘without bat as public knows IK’: ECP member

ISLAMABAD: In an apparent bid to defend the decision of depriving Pakistan Tehreek-e-Insaf (PTI) of its iconic “bat” electoral symbol, a member of the Election Commission of Pakistan (ECP) has dismissed the political importance attached to this symbol for the former ruling party — on the grounds that “people know Imran Khan.”

“Bat is not important — general elections can be contested without bat — the public knows Imran Khan — every poster of yours carry the photo of Imran Khan,” Member ECP (Khyber Pakhtunkhwa) former Justice Ikramullah Khan told Advocate Shoaib Shaheen, Khan’s lawyer, in the proceedings of contempt case against the ex-PM, and ex-PTI leader Fawad Chaudhry, on Wednesday.

The ECP member’s comments came after Shaheen told him that PTI was not allowed to campaign for the general elections and Section 144 was imposed in different parts of the country to prevent the PTI from holding public gatherings.

“The general elections take place only after every five years—our electoral symbol has been snatched from us,” said Shaheen, who belongs to PTI but has to contest the general election as an independent candidate from National Assembly’s seat NA-46 Islamabad following Supreme Court’s verdict disallowing the PTI to retain its election symbol.

The defence lawyer urged the ECP to adjourn the contempt case till after the general elections. The bench adjourned the case till February 20.

Separately, Faisal Chaudhry, the counsel and brother of Fawad Chaudhry, sought time to file reply to the ECP’s show cause notice in the contempt case. The bench directed him to file reply by February 21 and adjourned the case till then.

ECP bench comprising of Nisar Ahmed Durrani, Shah Muhammad Jatoi, Babar Hassan Bharwana and former Justice Ikramullah Khan heard the case.

The electoral body is under enormous public criticism for allotting what are being dubbed as “degrading” election symbols to the PTI candidates.

Some of these election symbols include aubergine, pomegranate, bowl, shoe, harmonium, tongs, hen, bottle, door, the letter ‘K,’ cup and kettle.

In a late night decision on January 13, the Supreme Court had ruled against the allotment of the bat symbol to the PTI by declaring its intra-party elections as null and void. The decision, that came just 25 days ahead of the general elections, sparked a controversy across the socio-political spectrum of the country—triggering a heated debate over the rights of the political parties — and the authority of the superior judiciary to meddle in their internal affairs.

PTI says will be launching ‘election campaign’ on Sunday

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) on Wednesday announced that it would formally kick off its election campaign across the country, especially in Punjab, from Sunday to ‘break the shackles of slavery’.

PTI spokesman Raoof Hasan said that that all the national and provincial assemblies’ candidates and organisations of the party would come out on Sunday for effective and active participation in the peaceful electioneering in light of the instructions of the unlawfully incarcerated PTI founding chairman Imran Khan.

He claimed that the nation stands with its leader who is facing illegal imprisonment, adding PTI will continue its struggle to put the country back on track through restoration of rule of law in a peaceful democratic manner despite all state oppression and fascism.

He vowed that all attempts to rob the people of their right to vote would be foiled with the support of masses, adding the constitution gives people the right to take part in peaceful political and electoral activities and the state machinery should respect the constitution while the Supreme Court must ensure supremacy of constitution in the country.

He said that the masses would come out on Sunday by breaking the idols of fear and fetters of slavery to launch election campaign to inflict crushing defeat on the political opponents in the forthcoming general elections so as to turn the dream of “Haqeeqi Azadi” into a reality under the leadership of Imran Khan.

Minister directs departments to prepare comprehensive security plan

LAHORE: Federal Caretaker Minister for Communications Shahid Ashraf Tarar on Wednesday directed all departments concerned to craft a comprehensive and thorough security plan for general elections 2024, leaving no security issue unaddressed, aiming to reassure the public of their safety.

He said with the arrangements of caretaker setup, a clear message should reach masses that “they are safe”.

He was chairing a meeting regarding preparations for general elections 2024 held at Chief Secretary (CS) Punjab office on Wednesday. CS Zahid Akhtar Zaman, Inspector General Police Dr Usman Anwar, Secretary Local Government Dr Ahmed Javed Qazi, Special Secretary Interior Fazlur Rehman, representatives of other law enforcement departments also attended the meeting.

The minister emphasised extraordinary coordination among departments and urged sharing of data between provincial and federal authorities in line with preparations for providing a conducive environment to the public.

He also directed the departments to focus on social media and prepare themselves to counter any type of fake news during and after election process; a comprehensive strategy should be chalked out in this regard so that any type of anarchy be avoided, he added.

The Punjab chief secretary said they were providing full support to the Election Commission of Pakistan (ECP) for conducting free, fair and transparent elections and administrative officers had been directed to ensure the best arrangements, and a handbook had been prepared to guide the staff performing the election duties at every district, the chief secretary added.

IGP Punjab Dr Usman Anwar gave a detailed briefing on security arrangements for general elections. He said some 49,817 polling stations had been set up in 34,228 buildings. “Every polling station will have three personnel while six-layer security would be provided to each polling station with deployment of 147,800 personnel in the province, while extraordinary arrangements would be made for sensitive polling stations,” he added.

The meeting was told that the first phase of training for polling staff had been completed, while the second phase was in process. Installation of closed-circuit television (CCTV) cameras had been completed, special election cell and control room had been formed, and district hand book with important phone number would be available with all deputy commissioners in case of internet failure. The federal minister assured the Punjab government representatives of full support from the federal government regarding general election.

Digital media: Solangi for enhancing fact-checking mechanisms

LAHORE: Caretaker Federal Minister for Information, Broadcasting, and Parliamentary Affairs, Murtaza Solangi, underscored the need of enhancing fact-checking mechanisms in digital media to combat the surge of fake news and misinformation.

Speaking at the 2nd International Media and Communication Conference, Solangi highlighted that the approaching year 2024, marked by elections in various countries, including Pakistan, India, Indonesia, and the United States, demands a heightened vigilance against deceptive narratives.

Emphasizing the responsibility of the media industry to safeguard public interest, Solangi asserted, “Journalism is primarily about defending the public’s right to know.”

He acknowledged the substantial challenges posed by the digital age, including the prevalence of artificial intelligence, deep fake technology, voice cloning, and misinformation factories, complicating the distinction between fact and fiction.

Despite the benefits of modern technology in media, Solangi warned of associated risks. He noted the increasing reliance on artificial intelligence and voice cloning for various tasks. The minister lamented the neglect of the traditional gatekeeper system in journalism, particularly in the face of emerging technologies.

In addressing the complexities of artificial intelligence, deep fake, and cyber cloning, Solangi stressed the necessity of establishing verification laboratories and urged newsrooms to establish dedicated fact-check departments. Failure to confront the serious threats of the digital age, he cautioned, could result in truth becoming the primary casualty in the dissemination of information.

LPG kits’ installation in autos: Ogra likely to give qualified fuel/CNG stations special permission

ISLAMABAD: The Oil and Gas Regulatory Authority (Ogra) may give special permission to qualified fuel/CNG stations to install LPG kits in autos subject to compliance to pre-defined safety regulations and inspection checks from Hydrocarbon Development Institute of Pakistan (HDIP) or any other party authorised by the Ogra under the new Liquefied Petroleum Gas (LPG) Policy 2024.

The finalised draft of the Liquefied Petroleum Gas (LPG) Policy 2024 will be shared with stakeholders ahead of the approval from the Council of Common Interest (CCI). The meeting of CCI would be held after the general election, sources said.

On December 26, 2013, the Ogra amended LPG Rules 2001 and banned the installation of LPG cylinders in motorcycles, scooters, and public service vehicles including three-wheelers, buses, coaches, and wagons terming it illegal.

Under the new policy, the Petroleum Division proposed that the Ogra shall develop and announce comprehensive LPG Auto Fuel Regulations for LPG use in 3-wheelers and public service vehicles/vans.

The MCs distributors would be able to sell their LPG at competitive market price under a deregulated regime. Explosive Department shall develop strong inspection regimes of MCs and its distributors and provide quarterly monitoring feedback to the Ogra.

The sources said, the Ogra licenced Marketing Companies (MCs) can import LPG, and market to determine the demand for import volumes. The Ogra shall ensure quality of imported LPG.

The Ogra will review LPG specification within three months and develop effective enforcement. Export of surplus local LPG, if any, may be allowed by the federal government based on the recommendations of the Ogra.

The Ogra shall develop and maintain the web-based database of the entire LPG sector, including production, import, import terminals, storage facilities, stocks, and consumer price across the country, etc.

For marketing distribution, the MCs will be obligated to market their LPG quantities on their own and would not be allowed to resell to any other MCs to avoid cartelisation, windfall profits, impede competition and market distortion.

The SNGPL and the SSGCL shall enhance market presence by development of retail network.

ECP accuses LGs of ‘facilitating’ candidates, warns of ‘stern’ action

ISLAMABAD: The Election Commission of Pakistan (ECP) has accused the elected heads and other functionaries of the local governments of “facilitating contesting candidates in terms of manpower and by deploying state machinery” for the general elections and warned them of “stern action.”

“It has come to the notice of the Election Commission that elected heads of local governments and other functionaries of local governments are facilitating contesting candidates in terms of manpower and by deploying state machinery which comes in conflict with provision of code of conduct and a level playing field to all contesting candidates without discrimination,” read a letter from Additional Director General (Elections II) to the chief secretaries of the provinces and provincial election commissioners on Wednesday.

“To this effect, it has been directed by the ECP that elected heads of local governments and other functionaries of local governments shall refrain from extending any support to the contesting candidates, failing to do so, stern action would be taken against them for violating standing instructions of ECP,” the letter said.

LGs barred from announcing, executing uplift schemes till elections

The district monitoring teams are also directed to take stern action against the violators, it added.

Earlier, in a notification, dated January 17, the ECP announced to freeze all development funds related to LG institutions till the announcement of the results of general elections.

Presently, the LG systems are functional in Sindh, Khyber Pakhtunkhwa and Balochistan whereas the ECP failed to hold the LG elections in Punjab and Islamabad Capital Territory (ICT) upon the expiry of their respective terms.

Punjab local bodies’ term expired on December 31, 2021, and that of the ICT expired on February 14, 2021.

In December 2022, Chief Election Commissioner Sikandar Sultan Raja claimed at an event that the ECP intended to launch pilot testing of Electronic Voting Machines (EVMs) in the next general elections or local government polls - besides working on internet voting or i-voting for overseas Pakistanis, for which, the CEC said, funds were sought from the then federal government.

But, contrary to this claim, in July last year, the poll body refused to hold the LG elections in Punjab on EVMs and i-voting for overseas Pakistanis, deciding to ask the provincial caretaker government to amend the related electoral rules —to allow the polls on the manual voting method. The LG elections have since faced lingering delay on one pretext or another.

SHC directs govt, PTA to ensure uninterrupted internet access till election day

The Sindh High Court (SHC) on Wednesday directed the government and the Pakistan Telecommunications Authority (PTA) to ensure uninterrupted internet access till February 8 polls.

The court passed this order on a petition filed by an independent candidate Jibran Nasir who is also a lawyer and civil rights activist.

“…Sindh High Court on my petition today as an Independent Candidate and citizen has taken notice of the repeated internet and social media disruptions caused by PTA which appear to target #PTI but also causes loss to all candidates, businesses and citizens at large.

“SHC has directed PTA and Govt to ensure smooth uninterrupted access to Internet till Election Day 8th Feb to ensure no further pre poll rigging happens and any rigging attempts on Election Day can also be reported through social media,” he wrote in a post on X, formerly Twitter.

The development comes after nationwide disruptions in access to social media platforms in last few weeks.

“Live metrics show a nation-scale disruption to social media platforms across Pakistan, including X, Facebook, Instagram and YouTube,” internet tracking agency NetBlocks said in a post on January 7.

On January 20, the agency again reported a nationwide disruption in access to social media platforms amid the Pakistan Tehreek-e-Insaf decision to hold a virtual election gathering.

The PTA stated later that the disruption was caused by a “technical fault”.

ECP to take strict action against govt officials helping candidates’ campaign

The Election Commission of Pakistan (ECP) issued a stern warning on Wednesday, addressing the misuse of state machinery and personnel by local government officials in support of electoral candidates.

“It has been noticed by the ECP that elected officials of the local governments helping candidates in their election campaign by providing government machinery and manpower which is against the code of conduct and fairness of the elections,” the ECP spokesperson added.

Scheduled for February 8, the 12th general elections in Pakistan have faced a four-month delay, amplifying the significance of maintaining a level playing field.

To address this concern, the ECP has instructed provincial chief secretaries and election commissioners to disseminate this admonition to government officials suspected of such improprieties.

The ECP has also directed the district monitoring teams to strictly monitor the election campaigns and take action over violations of the code of conduct.

A day earlier, the ECP removed the returning officer of NA-44 of Dera Ismail Khan in Khyber Pakhtunkhwa over alleged misuse of power.

“It was noticed that the returning officer of NA-44, DI Khan allegedly abused his authority and altered the election symbol of a candidate within his constituency without any reason,” the spokesperson added.

Election day in Pakistan is just two weeks away and political parties as well as independent candidates are flexing their muscles to try luck for the national and provincial assembly seats.

During elections, electoral symbols play a key role as they help voters identity the candidates they want to vote for. This becomes more important in countries like Pakistan where a majority of constituencies are in rural areas and the literacy rate remains a concern.

Pakistan election symbols and their importance

In the upcoming general elections, the Election Commission of Pakistan (ECP) has assigned 150 different symbols to the registered political parties while 174 have been allotted to the independent candidates.

It may be noted that Pakistan’s largest political party, as per the 2018 elections, Pakistan Tehreek-e-Insaf is not in the race, as the party lost its iconic election symbol Bat after the electoral watchdog nullified its intra-party elections. Resultantly, the party members are contesting the 2024 elections as independent candidates with separate electoral symbols.

Founded prior to the 1993 elections and led by its supremo Nawaz Sharif, the Pakistan Muslim League - Nawaz (N) has been one of the key political players during elections since its formation. Its top leaders include most of Sharif family members including Nawaz Sharif, Shehbaz Sharif, Maryam Nawaz, and Hamza Shehbaz.

Nawaz says will ensure Pakistan stands on its own two feet

Nawaz Sharif has been the prime minister thrice while Shehbaz has held the premier’s position once after former prime minister Imran Khan was removed from the position through a no-confidence resolution in 2022. In 2018 elections, PML-N won 64 National Assembly seats. The party is represented by its iconic symbol Tiger.

The Pakistan People’s Party (PPP) was founded by the late Zulfiqar Ali Bhutto in 1967 and is currently run by his son-in-law Asif Ali Zardari and grandson Bilawal Bhutto Zardari, who have taken care of the party matters after the assassination of Zulfiqar Ali Bhutto’s daughter and former prime minister Benazir Bhutto.

PPP has contested elections with its symbol Arrow since after its previous symbol ‘Sword’ was removed from the list of election symbols during the General Zia-ul-Haq’s rule after the 1977 polls. During the 2018 elections, PPP won 43 NA seats.

With majority of its members coming from the Urdu-speaking community, the Muttahida Qaumi Movement - Pakistan (MQM-P) has come from its previous version Muttahida Qaumi Movement (MQM). The party is one of the key political players in Sindh province, especially in the city of Karachi.

MQM, JUI-F and GDA: PML-N mulling forging electoral alliance in Sindh

Its key leaders include Khalid Maqbool Siddiqui, Syed Mustafa Kamal, Dr. Farooq Sattar, Amir Khan, and Nasreen Jalil. MQM-P won 6 NA seats during the 2018 elections.The party contests elections with its symbol Kite.

Former ally and confidant of Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan, Jahangir Khan Tareen founded Istehkam-e-Pakistan Party (IPP) in 2023 after parting away from Imran and PTI.

IPP to contest general elections individually

IPP is mostly comprised of the political figures who were previously associated with the PTI such as Aleem Khan, Aamir Mehmood Kiani, Aun Chaudhry, Firdous Ashiq Awan, and Mahmood Moulvi. IPP is contesting the poll 2024 with its electoral symbol Eagle.

Founded in 1941, Jamaat-e-Islami (JI) is one of the leading religio-political parties in the country. The party’s top leaders include Sirajul Haq, Liaquat Baloch, Fareed Paracha, and Hafiz Naeem ur Rehman.

JI announces ‘power show’ in Karachi

In 2018 elections, JI and different other political parties formed an alliance called Muttahida Majlis-e-Amal (MMA) that won 12 seats. JI contests with its symbol Scale.

Jamiat Ulema-e-Islam Pakistan - Fazl (JUI-F) is a factional split of the Jamiat Ulema-e-Islam that was founded in 1945. It was also a part of the MMA in the 2018 elections.

Fazl says country’s sovereignty at stake due to ‘foreign control’

The party’s head is Maulana Fazal-ur-Rehman and it contests elections with its symbol Book.

Tehreek Labbaik Pakistan (TLP) was founded in 2015 by late Maulana Khadim Hussain Rizvi. The party couldn’t win a National Assembly seat in the 2018 elections but it got over 2.2 million votes from across the country, which was 4.2% of the total votes in the polls. TLP contests elections with its symbol Crane.

Pakistan Muslim League - Quaid (PML-Q) was formed in 2002 after political differences arose within PML-N. The party was an integral part of Late Musharraf’s government.

PML-Q seeks ‘economic sovereignty’ for resolution of issues

PML-Q won 4 seats in the 2018 polls. The party is contesting the upcoming elections with a symbol Tractor.

Formed in 1986, the Awami National Party (ANP) follows the ideology of Khan Abdul Ghaffar Khan who is also known as Bacha Khan. Its top leaders include Asfandyar Wali Khan and Ameer Haider Hoti.

During 2018 elections, the party managed to win only 1 NA seat. ANP contests elections with its symbol Lantern.

Balochistan National Party - Mengal (BNP) was formed in 1996 by Ataullah Mengal who had remained the chief minister of Balochistan during Zulfikar Ali Bhutto’s premiership. In 1997 elections, BNP made a coalition government in Balochistan. In 2018 elections, the party won only 3 NA seat. It contests elections with its symbol Axe.

LARKANA: Youth appeal and ambitious plans to combat climate change form the core of Bilawal Bhutto Zardari’s effort to become prime minister of Pakistan, which, if successful, would make him its youngest premier since his mother Benazir was in office.

As general elections near on Feb. 8, the 35-year-old, a former foreign minister and scion of a family that gave the nation two prime ministers, called for new ideas and leadership to calm political and economic instability.

“The implications of the decisions taken today are going to be faced by the youth of Pakistan,” Bilawal told Reuters in Larkana, his hometown in the southern province of Sind, a family bastion. “I think it would be better if they were allowed to make those decisions.”

About two-thirds of Pakistan’s population is younger than 30, while its prime ministers since 2000 have been older than 61, on average.

The Oxford-educated Bilawal is less than half the age of three-time premier Nawaz Sharif, 74, whom analysts consider the frontrunner in next month’s election, and former prime minister Imran Khan, 71, who won the last election in 2018.

The South Asian nation received a $3-billion loan programme from the IMF last year, which gave the economy some breathing space, but analysts believe another bailout would still be needed.

Bilawal plans to tap into widespread anger, saying he has a concrete plan to provide free electricity and boost social safety programmes, despite fiscal constraints.

“What we propose is to completely restructure Pakistan’s development model, putting the threat of climate change front and centre,” he said, in a reflection of his party’s election manifesto.

Making a promise rare in Pakistan, it aims to ensure that funds exceeding $10 billion pledged last year go to fight climate change, after super floods in 2022 that displaced more than 7 million people.

A member of Pakistan’s most powerful political dynasty, Bilawal took out time for an interview during a gruelling four-week campaign that took him to more than 33 towns, while other parties began canvassing just last week.

His mother, Benazir Bhutto, was assassinated while on the campaign trial in 2007, and grandfather Zulfiqar Ali Bhutto hanged by a military dictator in 1979, both still venerated by Pakistanis.

If Bilawal wins the election, subject to the vagaries of government formation, calculations show he could be just 25 days short of his mother’s age on entering office in 1988, at the earliest. “I haven’t actually counted, but … I think she was the youngest,” he responded, when asked how he rated his chances.

Alternative choice

However, his Pakistan Peoples Party (PPP) has lost space to the Pakistan Muslim League-Nawaz (PML-N) of Sharif and the Pakistan Tehreek-e-Insaf (PTI) of Khan, who have been locked in a bruising political battle for more than a decade.

Positioning himself as an alternate to them in 2024, he recently called on PTI supporters to vote for him while their leader is in jail.

In the 2013 elections, the PPP came second after Nawaz Sharif’s party, garnering 42 of the 342 seats up for grabs.

In 2018, with 54 seats, it was runner-up to the parties of both Nawaz Sharif and Imran Khan.

Bilawal ruled out joining hands with either contender, however, saying he preferred to form a government with independent candidates. “You know, lots of independent politicians, probably the highest (number) in our history, are taking part in the coming elections,” he added.

Most of the independents belong to Imran Khan’s party, which lost the right this month to contest on a single platform, making the approaching election the most open in recent times.

But one analyst felt the role of prime minister might be a tough goal for Bilawal, saying his party had struggled to build its political strength.

“One might be tempted to look at Bilawal as a dark horse candidate for prime minister,” said Michael Kugelman, director of the Wilson Center’s South Asia Institute, as he appeared to be favoured by the military and had been foreign minister.

“But I don’t see him as prime minister material just yet,” Kugelman added. “The election will likely lead to a coalition government, and Bilawal could be in the mix for a cabinet-level position, but the top slot is likely too much of a reach.”

Bilawal, asked if he thought the military backed Sharif, responded, “He’s certainly giving the impression that he is relying on something other than the people of Pakistan to become prime minister for the fourth time.”

Questions of transparency will hover over the 2024 elections, just as with earlier ones, he added, but he and his party hoped to win against expectations.

Pushed into the political fray as a teenager in 2007, after his mother’s assassination, Bilawal later inherited her party, but steered clear of politics until he finished his education.

His father, Asif Ali Zardari, was elected president after Benazir’s death.

Bilawal won a parliamentary seat in his first contest in 2018, which was followed by a 16-month stint as foreign minister, until August 2023.

CHINIOT: Ahead of general elections 2024, Pakistan People’s Party (PPP) Chairman Bilawal Bhutto Zardari on Tuesday pledged no “political revenge” from opponents, advocating an end to politics characterised by hatred and division if he became prime minister.

Addressing a public gathering in Chiniot in connection with PPP’s campaign for the general elections 2024, the former foreign minister said that the nation couldn’t entrust its future to “traditional and old” politicians as the “country grapples with an ongoing economic crisis, unprecedented poverty and unemployment.”

Emphasising a departure from “traditional and old” politics, Bilawal Bhutto said that he was contesting the election only to “bury politics of revenge and hatred.”

“There should be political differences, not political enmity,” he maintained, vowing to establish a truth and reconciliation commission. “I respect everyone and believe in consensus,” he said.

Bilawal further said that PPP was the only party which had always fulfilled the promises it made to the people. “My party never believed in politics of revenge,” he said, citing example of his mother Benazir Bhutto – who according to him said “democracy is the best revenge.”

“I have experienced such oppression and I would never wish for any political party worker to endure such hardship,” he said, adding that there would be no political prisoner in his government if voted into power.

Elaborating the PPP manifesto, he promised to double the people’s incomes in five years, build 3 million houses across the country and give their ownership to women, and provide free electricity up to 300 units to the downtrodden masses.

Earlier, PPP Chairman Bilawal Bhutto sought support from Pakistan Tehreek-e-Insaf (PTI) workers, assuring them that he would bury the politics of revenge.

Lahore police device security plan for polls

LAHORE: The Lahore Police has devised a comprehensive security plan to ensure the smooth proceedings of the upcoming general elections in 2024, emphasising public safety.

Over 30,000 officers and officials are slated to be deployed to secure the 4,354 polling stations scattered across the provincial capital. Capital City Police Officer Lahore Bilal Siddique Kamyana affirmed this commitment in his recent statement.

According to available data, a substantial electorate of 6,858,095 voters, comprising 3,636,253 males and 3,221,842 females, is expected to exercise their voting rights in Lahore. Notably, more than 4,000 female police personnel will be actively engaged in security duties on the crucial polling day.

Additionally, reserve force personnel will stand ready to assist the Lahore Police, while vigilance teams will conduct thorough monitoring of security arrangements on Election Day.

CCPO Kamyana asserted that the Lahore Police is fully prepared to ensure the peaceful conduct of general elections, extending unwavering support to the administration and other institutions in upholding the election code of conduct.

He underscored that any violations during the election campaign, such as aerial firing, weapon display, rioting, and other illegal activities, will be promptly addressed and prosecuted. Kamyana further detailed that on polling day, specialized teams including the Dolphin Force, Special Protection Unit, and Elite Force will maintain continuous patrols.

Moreover, designated security gates will be erected to fortify the polling stations. The CCPO expressed his determination to guarantee the peaceful execution of election activities and polling in the provincial capital.

Nawaz irked by lion’s presence at election rally

LAHORE: Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif took notice of bringing a lion to the party’s election rally and asked the party leaders to remove the animal immediately.

Nawaz accompanied by his daughter Maryam Nawaz held a rally in NA-130 which was taken out from the party Secretariat at Model Town on Tuesday. He held the rally in his constituency after about 10 years. The participants of the rally seem jubilant and expressed happiness over the rally.

Nawaz along with his convoy moved into the streets of Mohni Road where roses were showered on his vehicle. Nawaz Sharif expressed his intention to serve the people and overcome their economic issues.

Earlier, PML-N leader and former federal minister for information and broadcasting Marriyum Aurangzeb tweeted that the lion was immediately sent back as Nawaz Sharif directed that the lion or any other animal should not be brought to any rally. “The religion of Islam and laws related to animals has taught us to respect the rights of animals,” Aurangzeb said.

On the other hand, a recent analysis by Bloomberg Economics has highlighted that Pakistan’s economy experienced its most stable period in the past three decades under the leadership of Nawaz Sharif and his Pakistan Muslim League (PML-N).

The Bloomberg Economics Misery Index Results for Pakistan illustrated a comparative advantage for the PML-N, scoring at 14.5%, while PTI and PPP scored 16.1% and 17.2%, respectively. The index averages values over the years each major political party held power since 1990, with a higher value indicating greater economic hardship for citizens.

General elections: 49 foreign journalists issued visas so far: govt

ISLAMABAD: Caretaker Federal Minister for Information, Broadcasting and Parliamentary Affairs Murtaza Solangi said on Tuesday that 49 foreign journalists issued visas so far for coverage of upcoming elections.

While refuting the rumours that “no foreign journalists and observers would be arriving Pakistan for coverage of upcoming general elections”, he said that these rumours were contrary to the fact.

He was addressing a press conference flanked by Secretary Information and Broadcasting Shahera Shahid, Executive Director General External Publicity Wing Ambreen Jan, Principal Information Officer Dr Tariq Mehmood, and Director General Radio Pakistan Saeed Sheikh.

The minister said that a lot of international media persons had applied for visas to cover the elections. 49 visas (for Islamabad, Lahore, and Karachi) had been issued as of today while 32 requests were under process with many other requests

still being received from different stations of the

world, he added.

He said that these 32 visa applications for coverage of elections were under process which had been received in Pakistan High Commission New Delhi and were being processed due to manual visa system in India for issuing visas.

He said that so far, 174 requests for ECP accreditation cards had been received and processed for foreign media representatives and their associated Pakistani staff who were based in Pakistan.

Responding to a question by media, he said so far 25 applications were under process from the UK alone, eight from the Russian Federation, 13 from Japan, two from South Africa while five from Commonwealth under the category of international observers.

Accreditation cards had also been processed for local Pakistani media houses, Solangi said and added so far 6,065 journalists had been processed including 1,200 from Lahore, 1,470 from Karachi, 1,050 from Peshawar, 600 from Quetta, 355 from Hyderabad, 250 from Faisalabad, and 290 from Multan.

The minister said that even though the last date for application for visas of January 20 had already passed, the relevant institutions of the Election Commission of Pakistan and the Ministry of Information were still receiving visa requests, which would be processed on a case-to-case basis.

Executive Director General EP Wing, Ambreen Jan said visa applications for election coverage were received from 14 countries. She added in total, 81 foreign journalists applied for visas, out of which, 49 had been issued visas while others were under the process.

She said that a Code of Conduct for international media and Observers has been issued by the ECP which had been shared with them. She said that the number of applications for international election observers was 55.

To a question, she said the Press Information Department would set up a media cell for election coverage to provide facilities to the media and a 24-hour election cell will also be operational in the EP Wing to provide facilities to foreign journalists.

Replying to a question, Solangi said that it was the state’s responsibility to protect its citizens and it would take all the measures to provide security to foreign journalists and observers.

Code of conduct violation: ECP Sindh intensifies monitoring

KARACHI: Election Commission of Pakistan (ECP) Sindh chapter said it has been strictly monitoring violations of the code of conduct for the general elections 2024.

Provincial Election Commissioner Sindh Sharifullah has issued instructions to ensure full implementation of the code of conduct.

As per ECP officials, in PS 104 and PS 105 of Karachi, District Monitoring Officers have taken action by removing flags, banners, billboards and other advertising materials violating the ECP’s code of conduct.

Provincial Election Commissioner Sindh issued strict instructions to the district monitoring officers and further said that the full implementation of the code of conduct should be ensured in all cases.

He said that any kind of negligence and violation will not be tolerated for the free, fair and peaceful conduct of elections.

In light of the directions, District Monitoring Officer has taken action and immediately removed posters and banners in Taluka Hospital Kotri in Jamshoro.

All advertising materials including signboards, posters and banners have been removed from shops, public parks, government buildings and traffic signals.

LGs barred from announcing, executing uplift schemes till elections

ISLAMABAD: Failing to hold local government elections in Punjab, the country’s largest province, and Islamabad, the federal capital, the electoral entity has now directed the LG bodies in the (remaining) provinces, including the cantonment boards, to attend “day-to-day matters of sanitation and cleanliness” – till the culmination of the upcoming general elections scheduled next month.

“All local government functionaries in the provinces including cantonments shall perform their functions and attend day-to-day matters of sanitation and cleanliness which are necessary to run the affairs of local governments,” reads a notification issued by Additional Director General (Elections-II) at the Election Commission of Pakistan (ECP) Nadeem Haider.

The notification, dated January 17, bars the LGs from announcing/ executing any kind of development schemes except those which are ongoing and approved before the issuance of election programme (December 15, 2023).

Through the notification, the ECP has also barred the LGs and CBs from issuing tenders of such schemes till the culmination of general elections except with the prior approval of the Commission.

All development funds relating to LG institutions shall stand frozen with immediate effect till the announcement of results of the general elections, according to the notification.

Addressing a news conference here at Peshawar Press Club (PPC) Vice President PPP Khyber Pakhtunkhwa, Ayub Shah said that arrangements for the scheduled public meeting of the party chairman are in full swing. Other local PPP leaders including District President Razaullah Chagharmati, City President, Zulfikar Afghani, Tahir Abbas, Shah Zulqarnain, Yawar Naseer, and Dr Zaman Khattak were also present.

He said that PPP workers of KP from all districts of Peshawar Division including districts Nowshera, Khyber, Mohmand and Peshawar will attend the public meeting. He said that party candidates from National Assembly and Provincial Assembly constituencies will lead the processions of party workers from their constituencies.

He said that being a representative political party of the poor and middle classes of the society PPP is receiving a very good response from the general public and hundreds of the activists of different political parties are joining it on daily basis.

Ayub Shah said that the party chairman has given a 10-point revolutionary manifesto for the General Elections 2024 and after coming into power it would be implemented in letter and spirit.

JI announces ‘power show’ in Karachi

KARACHI: Jamaat-e-Islami (JI) on Tuesday announced to hold a convention on January 28 in the megacity as part of its electoral drive.

“The JI is going to stage a ‘power show’ in Bag-e-Jinnah on January 28,” Hafiz Naeemur Rehman, the JI Karachi Chief told a press conference at Idara Noor-e-Haq.

The convention, he said, will decide the political future of Karachi, adding that Central Chief of JI Pakistan, Sirajul Haq will address the party supporters. He will also attend party gatherings on January 25.

Hafiz Naeem He was of the view that Karachi has the political potential to grab a maximum space in the country’s politics with 22 seats for the national assembly and 47 for Sindh assembly. In addition to that there are six reserved seats for the Senate. “Karachi with 96 seats has the potential to decide the future course of the national politics,” he said and urged the citizens to spare their votes only for the JI.

“The citizens should not divide their votes since there will be no reserved seats for independent candidates. Votes to independent candidates will end up serving the PDM parties, instead,” he added.

He also urged the public for reaching out to the JI if they are confronting problems, assuring that his party will step up efforts to solve their problems. He cited a sit-in protest against gas load shedding outside the SSGCL office. As a result, he said that the gas company notified a committee to solve the issue. “The citizens should approach the JI to get resolved their issue, particularly over-billing,” he added.

Security arrangements in Sindh: 122,000 cops, 10,000 rangers to be deployed

KARACHI: As many as 122,000 police officials, besides 10,000 paramilitary rangers would be deputed across the Sindh including Karachi to maintain law and order during the forthcoming general elections, according to officials.

Also, the 4,000 highly sensitive polling stations in the province would be equipped with closed-circuit television (CCTV) cameras.

As per details, a high-level committee meeting presided over by Federal Minister for Communications, Railways and Maritime Affairs Shahid Ashraf Tarar was held here to review arrangements for upcoming polls.

In the meeting, Director General (DG) Rangers Sindh Major General Azhar Waqas announced the deployment of 10,000 Rangers personnel for the general elections. IG Sindh Riffat Mukhtar Raja, in his briefing, stated that 122,000 police personnel would be deployed for security purposes.

Chief Secretary Sindh Dr Muhammad Fakhre Alam also revealed that 4,000 highly sensitive polling stations would be equipped with CCTV cameras funded by the provincial government.

Officials said the committee has been constituted by the caretaker Prime Minister Anwaar-ul-Haq Kakar

Provincial Home Minister Brigadier Haris Nawaz (retd), ACS Home Muhammad Iqbal Memon, and representatives of Pakistan Army also attended the meeting.

The meeting conducted a thorough review of arrangements and security arrangement for the upcoming general elections.

Chief Secretary Sindh briefed the attendees on administrative measures, while DG Rangers and IG Sindh provided insights into the security situation.

Addressing the gathering, Federal Minister emphasised that the primary objective of this committee is to ensure the security and peaceful conduct of the 2024 general elections.

He further stated the importance of adhering to the directives of the Election Commission of Pakistan for transparent and organised elections. He further informed about the establishment of an Election Cell within the Federal Interior Ministry to oversee the secure execution of elections, involving representatives from all law enforcement agencies.

During the meeting, Chief Secretary Sindh provided detailed information on the preparations for the general elections, highlighting the damages caused to schools in the province due to recent floods. He informed that funds amounting to Rs 1.5 billion were allocated for the repair of these schools. Additionally, Rs 3 billion were allocated for missing facilities in polling stations for the elections.

Abrogation of constitution: SC hints at initiating action against Suri

ISLAMABAD: The apex court summoned former deputy speaker National Assembly Qasim Suri on the next date and hinted at taking action against him for abrogating the constitution.

A three-judge bench, headed by Chief Justice Qazi Faez Isa, on Tuesday, heard the petition of Pakistan Tehreek-e-Insaf (PTI) leader Qasim Suri against the Election Tribunal’s order. The bench also sought a report from the SC Registrar over a plea accusing Suri of rigging the 2018 elections.

Suri was accused of rigging the election in NA-265 during the 2018 polls. Baloch leader Lashkari Raisani had challenged Suri’s victory with a petition seeking an investigation.

The election tribunal had declared the election null and void and called for re-election. Suri challenged the decision in the Supreme Court. Former CJP Umar Atta Bandial rejected the decision of the tribunal and restored Suri to the post of deputy speaker and issued an injunction against the re-election.

During the proceeding, the chief justice said why not the apex court should proceed against former National Assembly deputy speaker and Pakistan Tehreek-e-Insaf (PTI) leader Qasim Suri for abrogating the Constitution.

“Qasim Suri did not hold (voting) on the no-confidence motion. He became the cause of the constitutional crisis in the country,” the CJP remarked while referring to the 2022 crisis related to the ouster of then-prime minister Imran Khan via parliamentary vote.

The chief justice noted that Suri dissolved the assembly illegally, and said that a five-member bench of SC has recommended a case of high treason under Article 6. The CJP then stated, should we not commence a treason trial against Suri? Action should be taken, whoever violates the Constitution will have to face the consequences, Justice Faez added.

Earlier, Balochistan National Party (BNP) leader Nawabzada Lashkari Raisani’s lawyer argued that Suri became deputy speaker of the National Assembly “illegally” as he used a stay order to his advantage. He urged the court to withdraw all perks and benefits to which Suri is entitled.

Lawyer Naeem Bukhari stated that Suri’s cases were merged with other cases by the court.

The bench observed that after taking the stay order, the case was not allowed to be scheduled for hearing and the internal system of the Supreme Court was manipulated. I have been a lawyer since 1982. Why was the case not fixed for such a long time? When the assembly was dissolved, was he still using the stay order to his benefit?

Bukhari replied that he was still bound by the stay order at the time. He further added that in his opinion, the lawmaker’s disqualification and re-election have now become “ineffective”.

The chief justice then asked if the same tactic was used to avoid filing a case in the apex court. Stating that if in discrepancies such as this come to the forefront, the court might have to “look” at the entire election process of 2018. He then asked Bukhari when Suri resigned from his position.

“Qasim Suri resigned on April 16, 2022,” replied Bukhari.

The court, issuing a notice to the registrar for not fixing the case earlier, also sought a report within three weeks.

The lackluster election scene

Although the general election is around the corner, electioneering has not picked up momentum in any meaningful manner or in the real sense of the word.

It has been observed that while the candidates of different parties are taking part actively and energetically in their respective campaigns to be elected to public office but the current election scene is lacking the traditional enthusiasm or gaiety that is normally associated with such occasions.

In other words, there are legitimate fears or concerns that the decision to defer or delay the elections could be made even at the eleventh hours by the authorities concerned.

Some Senators have been demanding the Election Commission of Pakistan (ECP) defer elections through resolutions. Rejecting all such resolutions, ECP has, however, firmly stated that elections will be held on Feb 8 2024.

Moreover, the interim government has also made it clear that in any case elections will be held on the date set for this purpose—Feb 8. But such statements have failed to ease concerns, nor have they effectively dispelled speculations about the elections, although major parties as Pakistan Muslim League-Nawaz (PML-N), Pakistan People’s Party (PPP), Muttahida Qaumi Movement-Pakistan (MQM-P), Jamaat-e-Islami (JI), and Jamiat Ulema-e-Islam-Fazl (JUI-F) have been organizing election rallies by reaching out to people across the country.

Insofar as Pakistan Tehrik-e-Insaf (PTI) is concerned, it is already in a state disorganization or untidiness because of a variety of reasons. This factor has also contributed towards adversely affecting the election scene.

Undoubtedly, the situation is strongly characterized by deepening ambivalence or mixed feelings or contradictory ideas about the general election. How ironic it is that even a general election has added to political uncertainty in the country.

Deployment of army troops okayed: Inter-ministerial body on proposed FBR reforms formed

ISLAMABAD: The federal cabinet has approved the deployment of Pakistan Army and Civil Armed Forces troops for the 8th February general elections and decided to form an inter-ministerial committee on proposed reforms of the Federal Board of Revenue (FBR).

The cabinet meeting presided over by Caretaker Prime Minister Anwaar-ul-Haq Kakar held a detailed discussion on the proposals made regarding the restructuring and digitization of the FBR.

The caretaker prime minister directed to establish an inter-ministerial committee under the chairmanship of the federal finance minister in light of the opinions of the cabinet members regarding the proposals presented concerning the FBR reforms.

General election to be held on Feb 8, 2024

The meeting decided that members of the committee would include caretaker federal ministers for privatisation, foreign affairs, commerce, energy, law and justice and information technology.

The inter-ministerial committee will present its recommendations regarding these proposals in the next meeting of the federal cabinet.

The cabinet acknowledged the efforts of the caretaker Federal Minister for Finance Dr Shamshad Akhtar for increasing the tax revenue in the country, improving the tax-GDP ratio and the detailed proposals made regarding the administrative structure of the FBR. The prime minister and all members of the Cabinet jointly supported these proposals regarding these FBR reforms.

On the recommendation of the Ministry of Interior, the cabinet approved the deployment of Pakistan Army and civil armed forces troops for the peaceful conduct of general elections. These forces will perform duties at sensitive constituencies and polling stations and will also act as a rapid response force.

Cabinet to discuss FBR revamp plan today

On the recommendation of the Ministry of Finance, the federal cabinet has approved the extension of the tenure of Tahir Hussain Qureshi as the president of SME Bank for three months or till the formal closure of the institution.

On the recommendation of the Ministry of National Health, the federal cabinet decided to appoint Professor Dr Anwar Ali Shah as the representative Principal Shifa College of Dentistry, Shifa Tameer-e-Milat University Islamabad as representative of medical colleges in the registration board of Islamabad Health Regulatory Authority and appointment of Dr Shahwar as the representative of Private Health Care Establishment Sector.

The federal cabinet approved the formation of a search committee for the appointment of the Vice Chancellor of Shaheed Zulfiqar Ali Bhutto Medical University Islamabad on the recommendation of the Ministry of National Health. The minister will head the National Health Committee.

The cabinet approved the decisions taken in the meeting of the Economic Coordination Committee held on 09-01-2024.

It also approved the decisions taken in the meetings of the Cabinet Committee on Legislative Cases held on 09-01-2024 and 17-01-2024.

Election security: Federal cabinet approves deployment of armed forces

The Federal cabinet Tuesday unanimously approved the deployment of Pakistan Army and Civil Armed Forces personnel to maintain peace and security during the upcoming general elections, Aaj News reported.

The cabinet, which met in Islamabad today with Caretaker Prime Minister Anwaar-ul-Haq Kakar in the chair, approved the recommendation of the Ministry of Interior.

The deployment of security personnel will occur in sensitive areas and polling stations and will also serve as a rapid response force.

Speaking on the occasion, the premier lauded the efforts of the Caretaker Finance Minister Dr. Shamshad Akhtar for increasing the tax revenue in the country, improving the tax-GDP ratio, and the detailed proposals made regarding the administrative structure of the Federal Board of Revenue.

He reiterated that the caretaker government supports proposals regarding FBR reforms.

Anwaar-ul-Haq Kakar directed to establishment of an inter-ministerial committee under the supervision of the Finance Minister in the light of the opinions of the cabinet members regarding the FBR reforms.

The cabinet approved the formation of a search committee for the appointment of the vice chancellor Shaheed Zulfikar Ali Bhutto Medical University Islamabad on the recommendation of the Ministry of National Health.

The cabinet also endorsed decisions made during the Economic Coordination Committee’s meeting held on the 9th of this month.

Section 144 imposed in Punjab amid threats to law and order during elections

The Punjab government on Tuesday imposed Section 144 across the province till February 12 amid reports of “threats to the law and order situation” during the upcoming general elections scheduled for February 8, 2024.

Section 144 of the Code of Criminal Procedure (CrPC) allows the district administration to issue orders in the public interest. These orders may impose a ban on a specific activity for a designated period.

A notification issued by the Punjab Home Department on January 22, 2024, said it was reported that “there exist threats to law and order situation and public peace” in the province during the February 8 polls.

“In the wake of these elections, a large number of political gatherings, rallies, corner meetings are likely to be held by the contesting candidates and political parties for 141 and 297 seats of the National and provincial assembly, respectively, all over Punjab which may serve as soft targets for any desperate act by terrorists and miscreants,” he stated.

He highlighted that considering historical precedents, the likelihood of conflicts between competing candidates and opposing political parties or groups in various regions could not be ruled out.

“The ensuing security milieu demands extraordinary vigilance and extensive security Measures to pre-empt any untoward incident, in the larger interest of internal security,” the notification added.

He further stated that under the directions, there would be a ban on displaying weapons including licensed ones, except those by law enforcement agencies. All types of firing and violation of any clause of the Election Commission of Pakistan’s code of conduct would also be prohibited.

The fresh measure came a few days after caretaker Prime Minister Anwaarul Haq Kakar constituted a seven-member committee for the smooth conduct of the upcoming elections as well as overseeing their security arrangements.

A day earlier, interim Information Minister Murtaza Solangi said threat alerts had nothing to do with polls and asserted that general elections would be held on February 8.

“In the past, general elections were successfully conducted despite security issues in the country […] there is no problem in conducting the upcoming February 8 general elections as well,” he had said.

With just a few weeks remaining for the upcoming polls, Pakistan has recently seen an uptick in terrorism. Earlier this month, an independent candidate was killed in a gun attack in Khyber Pakhtunkhwa’s North Waziristan.

Acknowledging the presence of threats in various parts of the country, top government and security officials had assured the ECP last week of their readiness to hold general elections.

Reviewing preparations for the Feb 8 polls, with a focus on the law and order situation, the meeting chaired by Chief Election Commissioner Sikandar Sultan Raja was given assurances that all arrangements were in place to hold elections and deal with “any kind of situation”.

International observers to monitor, cover general elections: Info Minister

Caretaker Minister for Information and Broadcasting Murtaza Solangi said Tuesday that international observers and journalists will visit Pakistan to monitor and cover general elections to be held on the 8th of next month, Radio Pakistan reported.

He was speaking at a press conference in Islamabad along with Secretary of Information Shahera Shahid, Director General of Radio Pakistan Saeed Ahmed Sheikh, and Executive Director of External Publicity Wing Ambreen Jan.

Sharing details of the applications being processed, the Information Minister said that forty-nine visas have so far been issued to foreign journalists whilst thirty-two are under process.

He said Pakistan’s High Commission in India has also received twenty-four applications which are being processed.

The Information Minister said that a total of one hundred and seventy-four applications from various foreign media outlets have been received.

He mentioned that several international media outlets including CNN, BBC, DW, and those of Japan are already present in Pakistan and they will be covering the elections on National and Provincial Assemblies’ seats.

Murtaza Solangi said the applications submitted by the foreign observers are also being processed.

He said twenty-five applications have been received from Britain, eight from Russia, thirteen from Japan, five from Canada, two from South Africa, and five from Commonwealth countries.

He said that international journalists and observers are being given permission letters for monitoring and coverage of the electoral process in three big cities Karachi, Lahore, and Islamabad. He, however, said if a foreign journalist wants to visit any other city, his case will be processed on a case-by-case basis.

The Information Minister said local journalists are being provided with accreditation cards for coverage of the general elections.

He said six thousand and sixty-five accreditation cards have so far been issued to local journalists across the country.

Giving a city-wise break-, Murtaza Solangi said twelve hundred cards have been issued in Lahore, one thousand four hundred seventy in Karachi, one thousand fifty in Peshawar, six hundred in Quetta, three hundred fifty-five in Hyderabad, two hundred fifty in Faisalabad and two hundred ninety in Multan.

Responding to a question, the Information Minister said it is the responsibility of the state to provide security to its citizens and we will also be providing security to the foreign journalists and observers.

Executive Director General EP Wing Ambreen Jan, in her remarks, said we have received requests from fourteen countries for their journalists and observers to be allowed coverage of the elections.

She said the Election Commission has also issued a code of conduct for foreign journalists and observers.

The Executive DG EP Wing said a media cell will be established at the office of the Press Information Officer where all facilities will be provided to the foreign observers and journalists.

She said a cell at EP Wing has also been established for the issuance of accreditation cards to the journalists.

ISLAMABAD: Caretaker Federal Minister for Information and Broadcasting Murtaza Solangi on Monday while denouncing all doubts over the upcoming general elections in the country has said that the polls will be held on February 8, 2024 in any case.

The minister while addressing a seminar titled, “PIDE Reform Manifesto: Transforming Economy and Society” organised by the Pakistan Institute of Development Economics (PIDE), emphasised that the people will exercise their right to vote as envisioned in the Constitution.

The minister regretted the unwarranted doubts cast on the election process, emphasising that it is clearly stated in the preamble of the onstitution that the country will be governed by elected representatives.

The information minister said there should be a discussion on the fundamental issues faced by the country, including those related to the economy, foreign policy, population explosion, health, and education. Stressing the need for democracy within political parties, he expressed confidence that Pakistan will move towards addressing these issues.

The PIDE has developed the report based on four-year research, various conferences, seminars, and consultative meetings which underscored the need for encouraging political parties, media, and civil society to actively engage in discussions surrounding proposed reforms by setting aside political differences. It underscores the importance of embracing change as a societal norm to pave the way for a more prosperous and sustainable future for Pakistan.

The report called for a radical reevaluation of policy-making, governance, and business practices, stressing the necessity for a continuous process of reform, driven by learning and evolution, to address the deep-rooted social and economic problems facing Pakistan.

Speaking on the occasion, PIDE Vice-Chancellor (VC) Dr Nadeemul Haque expressed serious concerns over the confronted national economic challenges that persisted despite 24 International Monetary Fund (IMF) programmes.

Excessive government regulation, he said, particularly from a bureaucratic system inherited from colonial times, hampered the formal market, with the government’s interference estimated at 64 percent of the economy.

Additionally, he said a regulatory cost of up to 45 percent of the Gross Domestic Product (GDP) further restricted investment opportunities. Despite these challenges, he said, “the hope lies in Pakistan’s youthful population, yearning for change.”

Haque said that PIDE believes that the manifesto is not just a document but “a visionary road map poised to revolutionise both the economic landscape and societal fabric of Pakistan.” He proposed deep reforms and advocated for a complete overhaul of governance structures, including the bureaucracy, judiciary, and democratic systems, to harness the potential of the 21st century.

“This transformative vision emphasises the need for markets to function efficiently, talent to be nurtured, and the country to evolve with the times.”

PIDE Pro Vice-Chancellor Dr Durre Nayab highlighted the critical challenges faced by Pakistan, emphasising that addressing the changing demography and managing the escalating debt burden requires sustained and elevated economic growth. According to PIDE’s estimates, the demographic bulge is projected to persist until 2056, necessitating the addition of over two million new jobs annually for the next 30 years.

Nayab stressed that achieving and maintaining an economic growth rate well above seven per cent annually was imperative to meet this demand. PIDE’s research indicates that a comprehensive strategy of deep reforms is essential for fostering the necessary growth. Nayab also expressed concern over declining productivity, particularly in export and subsidy-seeking sectors, urging concerted efforts to reverse this trend for sustained economic prosperity.

Speaking on the occasion, PIDE Senior Research Economist Dr Ahmed WaqarQasim highlighted the significant challenges posed by civil bureaucracy, operating within a system devised during colonial times.

Emphasising the outdated nature of bureaucratic structures and policy processes, he expressed concern over their incapacity to effectively address the complexities of the modern world. Qasim further highlighted the bureaucratic hurdles impeding growth, innovation, and development.

“Unnecessary regulatory burdens, dead capital, and policy control hinder progress, creating a management system resistant to professionalisation and modernisation.” He criticised the outdated human resource management system, which prioritised seniority over achievements and performance, maintaining archaic training and payment structures.

Dr Qasim called for urgent reforms to align the management system with the needs of the 21st century, emphasising merit-based evaluations and dismantling the antiquated practices hindering genuine talent from contributing effectively to the public sector. In presenting a vision for the future, the manifesto advocates for a comprehensive overhaul of the governance system, including reforms to the bureaucracy, judiciary, and democratic structures.

Addressing the historical backdrop, the manifesto delves into the persistent colonial-era bureaucracy, estimating that government interference encompasses nearly 64 per cent of the economy. This bureaucratic overreach, combined with a regulatory cost equivalent to 45 per cent of the GDP, has proven detrimental to investment and overall economic growth.

The report also sheds light on Pakistan’s political system, which has evolved around patronage rather than ideology. This approach not only results in unsustainable debt levels but also muddles local politics with national agendas, further complicating governance and public investment.

Highlighting the negative impact of the current governance structure on talent retention, the manifesto emphasises the loss of innovative and entrepreneurial skills to foreign shores. It argues that international aid and lending institutions have exacerbated the issue by treating Pakistan as a modernised economy, thereby, impeding organic thought and research.

In presenting a vision for the future, the manifesto advocates for a comprehensive overhaul of the governance system, including reforms to the bureaucracy, judiciary, and democratic structures. Candidates briefed about code of conduct of general elections

KARACHI: A joint meeting chaired by Deputy Commissioner South Karachi Captain Altaf Hussain Sario (retd) and Regional Election Commissioner Karachi Abdul Rehman Arain regarding the ECP Code of Conduct for the upcoming general elections 2024 held at Sindh Boys Scouts Auditorium (Karachi South).

DEC Madam Azra Mahesar, District Returning Officers, Returning Officers, District Monitoring Officers, Administrators, and relevant authorities attended the session. The candidates of various political parties were also present in the meeting.

During the session party candidates were briefed regarding Code of Conduct, covering aspects such as panel sizes, rallies, speeches, language, and other essential points by DROs and ROs.

The party candidates belonging to the respective parties had informed the authorities about their concerns about the interference\ using of government machineries’ for upcoming GE 2024.

At the end of the session Regional Election Commissioner Karachi, Abdul Rehman Arain and ROs assured complete cooperation and initiatives to address all issues and challenges raised during the meeting.

This also needs to be added here that the meeting focused on maintaining ethical standards for the General Election 2024.

Electoral process termed ‘fake’: Fawad says he, his group boycotting elections

ISLAMABAD: The jailed ex-information minister Fawad Chaudhry on Monday declared that he and his group are going to completely boycott the forthcoming general elections, terming the electoral process “fake”.

In a hand-written letter addressed to the Election Commission of Pakistan (ECP), which was posted on X by his brother Faisal Chaudhry, Fawad said that “under these circumstances, my group and I announce a complete boycott of these elections”.

However, he did not elaborate his group as he had joined the newly formed Ishtehkame-e-Pakistan (IPP) franchise of Jehangir Tareen after quitting Pakistan Tehreek-e-Insaf (PTI) in the wake of May 09, 2023 mayhem.

In his letter, Fawad recalled that the ECP had failed to hold elections in Khyber-Pakhtunkhwa and Punjab last year after the respective provincial assemblies had been dissolved.

“The aim of elections is to provide the public with the authority to ‘choose’,” he stated, before proceeding to detail recent actions taken against him in the run-up to the February 8 polls.

“First of all, I was arrested in false cases so that I resign from [contesting] the elections myself,” he said. He further stated that his nomination papers were rejected, while the subsequent appeal was also rejected by a Rawalpindi election tribunal.

He added that when his brother Faraz went to Jhelum to submit his nomination papers, “he was arrested and threatened” and also told that “you should not be seen back in Jhelum”.

The former PTI leader said that despite facing “obstructions”, he, his wife, and brother filed their nomination papers. However, the couple’s candidature was rejected by the returning officers for “not declaring two plots in a [housing] society in Jhelum”.

Fawad added that when he challenged the rejection in the relevant high court, he “found out that no such society existed in Jhelum”. “Neither ownership of any land nor any request for a plot or any transaction,” he said.

The politician then claimed that the court set aside the RO’s objections but his candidature was still rejected for a “wrong verification page” and for “not declaring our Easypaisa account”.

Without specifying any political affiliation, he stated, “All of my workers and leaders were threatened. They were arrested and ordered to avoid taking part in the electoral process.”

“When they found out that my brother Faisal Chaudhry’s [nomination] papers have been accepted, they named him as co-accused along with me in a NAB case,” he added.

“I am ready to bear all hardships but it would be inappropriate to involve my workers, friends, family, and voters in further calamities when the results are already prepared,” he said.

Terming it a “waste of time” to demand resignations from ECP officials, Fawad asserted that the ECP had “failed horribly in fulfilling its responsibilities”.

“A government formed through such elections will not only be deprived of a moral but legal mandate as well, and would not at all have the capability to fight the country’s crises and challenges,” he added.

Mansehra election rally: Nawaz steps up election drive, says optimistic about prospects

PESHAWAR: In his maiden address in massive power show in Khyber Pakhtunkhwa’s Mansehra district ahead of general elections, Pakistan Muslim League-Nawaz Quaid Nawaz Sharif on Monday reiterated his resolve to put Pakistan back on track.

While referring to the PTI government during a momentum public rally in Mansehra, Nawaz Sharif said that when it was ousted from power it left a trail of destruction behind.

“Now putting Pakistan back on track is a hard nut to crack but we will do it.”

The PML-N supremo promised various development projects in KP if his party is voted in on February 8.

“People of KP will be provided gas, vegetables, petrol at cheaper rates, along with employment in the province,” he said.

The PML-N supremo announced projects like airport, train from Karachi to Mansehra, motorway connecting the city to Balakot, Kaghan, Naran, Chilas and Babusar if he comes to power.

He further said that had the PML-N wanted, it could have formed its government in Khyber Pakhtunkhwa (KP) in 2013. “If I had not been disqualified, even the people of Mansehra would have the facility of a metro bus service,” he said, and added, “But unfortunately many injustices have been done to Pakistan.”

Nawaz criticized political opponents for ruining the country’s economy. “Nawaz Sharif left Pakistan better but now it is detracted,” he said.

He vowed to bring Pakistan back on the path of prosperity after coming into power, saying the PML-N will again provide fuel, vegetables and other things at cheaper rates after coming into power. The issue of water will also be settled, he added.

Shehbaz urges people to vote for PML-N

LAHORE: Former Prime Minister and PML-N President Shehbaz Sharif has asked the people to vote for Nawaz Sharif on February 8, to put Pakistan on the path of progress and bring ease in their lives.

While addressing an election gathering at the Gujumta reception camp in NA-123 on Monday, Shehbaz said Nawaz’s only agenda is to serve the people of Pakistan.

He said that Nawaz Sharif had built the metro bus in Lahore, which was opposed by the opponents who dubbed it as a “jangla bus.” He said the metro bus was running successfully and would be extended to Kasur.

Shehbaz said that Nawaz Sharif had given laptops, scholarships, free medicines and hospitals to the people of Punjab. “If Nawaz Sharif was re-elected as the prime minister, he would continue to provide facilities to the people under his leadership,” he said.

Shehbaz urged the people to stamp on lion on February 8 to put an end to inflation. He concluded his speech with slogans of “Pakistan Zindabad, Nawaz Sharif Zindabad”.

Training: DCs asked to take action against absent polling staff

LAHORE: Punjab Chief Secretary Zahid Akhtar Zaman on Monday issued instructions to all the deputy commissioners to take action against the polling staff who are absent during training.

He issued these instructions during a meeting to review the arrangements for the conduct of general elections at the Civil Secretariat. Provincial Election Commissioner Aijaz Anwer Chohan, IG Punjab Dr. Usman Anwar, the secretaries of home, local government departments, officers of provincial election commission and officials concerned attended the meeting while all the divisional commissioners, RPOs, deputy commissioners and DPOs participated through video link.

The Chief Secretary directed that the attendance of staff during the training be ensured and strict action be taken against the absent officials. He mentioned that holding free, fair and transparent elections is an important national responsibility. He said the requisite funds have been provided, therefore, no shortcoming in the polls arrangements would be acceptable.

He said that transport and security plans are a very important part of election arrangements, adding that these two components should be given special attention. He said the deputy commissioners should review the preparations for the elections on a daily basis.

The provincial election commissioner said all district returning officers should supervise the process of preparation of polling bags and ensure the provision of all basic facilities at the polling stations. He said the control rooms should be made more functional for addressing the complaints.

He stressed that equal opportunities must be provided to all stakeholders in the election process without discrimination. He said that strict action should be taken against those who violate the election code of conduct.

The provincial election commissioner also issued instructions regarding the delivery of election materials and ballot papers.

Local Government Secretary Ahmed Javed Qazi briefed the meeting that under Section 144, aerial firing, and display of weapons would be banned from February 1 to 12. He said that the arrangements for installing CCTV cameras at the highly sensitive polling stations have been completed. Army, Rangers and police personnel would carry out flag march on February 5 and 7, he concluded.

Post-general election economic outlook

Elections will hopefully be held in the next two weeks. They are taking place at a time when the economy continues to be characterized by severe stagflation. The rate of inflation in the CPI was 29.7% in December 2023 and the average for the first six months of 2023-24 is 28.8%. The Sensitive Price Index showed an increase of 44.2% in the week ending on the 11th of January 2024.

The Quantum Index of Manufacturing has shown a decline of 0.8% in the first five months of 2023-24. The first time estimate of quarterly GDP growth in the first quarter of 2023-24 is of only 2.1%, despite the low base effect of the disastrous floods last year, leading to a 5% growth in the agricultural sector. The industrial and services sectors have shown low growth rates of 2.5% and 0.8%, respectively.

The position with regard to the balance of payments position is somewhat better. The current account deficit has been restricted to only $1 billion in the first six months of 2023-24. This represents a decline of almost 73% in relation to the level in the corresponding period of last year.

The improvement is due primarily to the almost 15% decline in imports of goods. Exports have shown limited growth of 7% while home remittances have actually declined by 7%. Foreign exchange reserves of the SBP were $8.2 billion at the end of December 2023. They have been augmented recently by $0.7 billion in the form of the second installment of the IMF loan. However, the import cover provided by the reserves is inadequate to finance requirements for two months.

There is need to emphasize that the fall in imports has occurred at a time when there has been limited depreciation in the value of the rupee. The real effective exchange rate of the rupee has increased by 13% from July to December 2023 which should have increased imports. It is clear that physical import restrictions by the SBP have continued since last year. A first estimate of the reduction in the value of imports from July to December 2023 due to the restrictions is $3 billion. Therefore, in the absence of these restrictions the current account deficit could have approached $4 billion.

The import restrictions have reduced output in some industries like automobiles, electrical equipment, steel, etc. They have also implied higher rates of inflation in imported consumer goods like wheat, tea, spices, and pharmaceuticals. Despite the commitment to the IMF a market-determined exchange rate policy has been abandoned. The IMF appears to have shown pragmatism in accepting the import regulations.

Therefore, the initial economic conditions for the successor government after the elections will be characterized by very high rate of inflation and low buoyancy in the real economy. The second review of the SBF of the IMF is due in March on the end-December performance criteria.

This review may run into problems due to the failure in some performance criteria like the change in the level of circular debt in the energy sector, borrowing by the SOEs and of the primary deficit in the consolidated budgetary position of the federal and provincial governments combined. This facility will anyway come to an end in April 2024.

The extremely crucial decision is whether the new government opts for entering into an IMF programme, probably in the form of an Extended Fund Facility for three years. This will be essential if the credit worthiness of Pakistan is to be preserved and arrangements made for external financing of up to $24 billion annually.

The likelihood is that if Pakistan goes for a new IMF programme, the conditionalities and reforms required will be even tougher, more broad-based and structural in nature than in the previous programs. This will be essential to ensure that Pakistan’s economy becomes less vulnerable and foreign exchange reserves rise to above the minimum import cover of three months during the tenure of the Programme.

Therefore, the last quarter of 2023-24 and 2024-25 will need to be characterized by strong policy moves and reforms by the elected government. For example, the federal and provincial budgets of 2024-25 will need to build a budget deficit reduction and primary surplus increase of at least 1% of the GDP.

The circular debt of the power and gas sectors combined has continued to show exponential growth despite large tariff adjustments. It now stands at the all-time high of Rs 5.7 trillion. As such, periodic further big escalations in tariffs will continue in 2024-25.

The outlook for monetary policy also looks grim in coming months. The policy rate of 22% could adjust marginally downwards if there is a significant drop in the rate of inflation. The new programme with the IMF may require the adoption of a more market-oriented exchange rate policy and withdrawal of import controls.

Given the mix of tough fiscal and monetary policies in 2024-25, a set of macroeconomic projections have been made for 2023-24 and 2024-25. The 57 equation BNU Macroeconomic Model has been used for making these projections, which are presented in the table.

Therefore, the newly-elected government in its first year will face daunting challenges. It will have to show the highest quality of economic management to reduce the external financial vulnerability of Pakistan at a time when the people will continue to face stagflation with rising unemployment and poverty.

Two NA seats of Sargodha: ECP says elections to be held as per previous schedule

ISLAMABAD: Three days after nodding the postponement of general elections on two National Assembly seats of Sargodha on account of the death of a contestant on the said seats, the electoral entity on Monday ordered holding these elections as per the previous schedule on - February 8 - after an inquiry found out that the death certificate of the late candidate was fake — and that he passed away before the issuance of final official list of candidates for the polls.

Earlier on Friday, Deputy Commissioner and District Returning Officer for NA-85 Sargodha Captain Shoaib Nissoana (retd) postponed the general elections on two seats; NA-83 and NA-85, citing the death of Sadiq Ali, an independent candidate for the two seats, on January 15. The Election Commission of Pakistan (ECP) approved his decision.

However, Zulfiqar Ali Bhatti, a Pakistan Muslim League Nawaz (PML-N) candidate for NA-85, moved the ECP, challenging the DROs notification, claiming that Ali passed away on January 2 (before the issuance of the final list of candidates for general elections and subsequent allotment of electoral symbols to them by the ECP).

In the proceedings of the case on Monday, the DRO NA-85 informed an ECP bench headed by Chief Election Commissioner Sikandar Sultan Raja that he led an inquiry into the matter which found that Ali passed away on January 2, and that the death certificate issued by the union council concerned was fake. Mufti Kifayatullah, a prayer leader who led the funeral prayer of the late candidate, also confirmed before the ECP bench that Sadiq Ali passed away on January 2, and that his funeral was held the next day.

The CEC observed that why did the DRO not hold an inquiry before postponing the general elections.

The Commission then nullified the DRO’s notification on the postponement of general polls in NA-83 and NA-85, and directed that the general elections be held as per previous schedule — on February 8.

Separately, Shahid Ashraf Tarar, Convenor of the committee formed by the caretaker prime minister to review preparations for general polls, called on the CEC. The latter directed him to visit all the four provincial capitals this week to review general polls arrangements, and brief the commission upon his return, regarding the visit.

A detailed anatomy of IMF report

EDITORIAL: There are three important declarations contained in documents on the first review of the Stand-By Arrangement uploaded by the International Monetary Fund (IMF) website on 21 January 2024, which were not highlighted either in the press release issued after the staff-level agreement (SLA) was reached on 15 November 2023, or the subsequent approval of the 700 million dollar tranche released by the Board of Directors dated 11 January 2024.

Although, the IMF is neither qualified nor empowered to assess politics of a member country, we would assume that given the scheduled general elections on 8 February, Fund staff felt it appropriate to note risks to implementation of policy reforms agreed under the SBA.

Be that as it may, there is no doubt that referring to IMF staff meeting with the leadership of all three major national political parties back in July 2023 with the objective of seeking their support for the SBA approval conditions may no longer reflect the current political compulsions of all three major parties.

This includes Pakistan Muslim League-Nawaz (PML-N), which had negotiated the SBA in June last year as the then Prime Minister Shehbaz Sharif had been forced to bypass the then finance minister Ishaq Dar who was being held responsible for derailing the ninth review of the then ongoing Extended Fund Facility (EFF) programme by violating critical agreed conditions.

Pakistan People’s Party (PPP), a member of the then coalition government had left finance decisions to the PML-N and when questioned maintained that as a coalition partner the party supported all measures by the Finance Minister; however, last week Chairman Bilawal Bhutto-Zardari explicitly stated on television that Ishaq Dar’s flawed policies were responsible for the current deep economic impasse. The leadership of the Pakistan Tehreek-e-Insaf (PTI) is however no longer a major player in politics in the foreseeable future – be it in terms of leading the house or leading the opposition in parliament.

Be that as it may, the caretaker government’s request to defer the second review by 15 days - from 1 to 15 March - to implement the first review conditions may well be to ensure that a new elected government would be in place by that time, which can then reconfirm the first review conditions and set the stage for securing another longer term loan necessary to meet next year’s debt servicing payments and repayment of principal as and when due.

The newly created Special Investment Facilitation Council (SIFC), represented by senior military and executive/bureaucratic personnel, empowered to take key decisions may well mitigate the risk associated with the elections and its aftermath; however, the Fund staff has reiterated its concern that care must be taken to ensure that SIFC does “not create an uneven playing field, promise incentives of any sort or guaranteed returns, distort the investment landscape, or increase the role of the state, which could disincentivise high-quality, long term investments.”

Second, it is rather disturbingly noted in a footnote rather than in the body of the main text (though it was noted in the Technical Memorandum of Understanding (TMU) attached to the SBA request on 30 June 2023) that conversion of external financing flows should be at actual average quarterly exchange rates.

The rationale provided was that “a large bilateral disbursement occurred in mid-July following a period of rupee appreciation; the actual average quarterly exchange rate overstated the financing generated in domestic currency terms, leading the Quantitative Performance Criteria on the general government primary budget balance to be missed”.

The Fund report notes that going forward “the TMU has been amended to evaluate external financing flows at actual exchange rates while the authorities commit to reporting external financing flows and applicable exchange rates at a more granular level”.

This approach, much in use by Ishaq Dar, to show a deficit lower than was in fact the case will no longer be an option in the foreseeable future, given the high level of external financing required for the next few years.

As repeatedly highlighted by Business Recorder during the past six months, the first review documents note “exceptionally high financing risks” arising from large public sector rollover needs from Saudi Arabia, the United Arab Emirates and China, “a persistent current account deficit” (with the government focused on contracting trade deficit achieved through import controls which are impacting negatively on productivity while the financial account component of the current account has been deteriorating), “due to a difficult external environment for Eurobond and Sukuk issuance” (attributed to Pakistan’s rating being static in spite of the November SLA, and “limited reserve buffers in case of delays in anticipated inflows,” reserves that are propped up by borrowing with associated costs.

The economic team leaders – caretaker finance minister and Governor State Bank of Pakistan – pledged to continue “advancing gradual fiscal consolidation – underpinned by continued spending restraint, effective execution of revenue measures and, if necessary, contingent measures to help lock in a solid primary surplus.”

Given the 215 percent rise in borrowing from commercial banks - 3.214 trillion rupees during the first six months of the current year against 1.019 trillion rupees in the comparable period of the year before - it would have been appropriate for the economic team leaders to reveal which items other than development spending (reduced for the first six months by no more than 300 billion rupees) had been curtailed.

The government noted the 115 billion rupees overspent by the Punjab Government for commodity operations, an expense that a caretaker government should not have been empowered to undertake, and added that the provincial government has pledged in a memorandum of understanding to reduce its overall expenditure by that amount till the end of the fiscal year – a pledge that would have to be met by the next elected government in Punjab.

In addition, the contingent revenue plan will also have to be approved by the elected government and that may be a challenge as the sensitive price index was 44.64 percent for the week ending 14 January - unbearable for even middle income earners.

And finally, it is unclear whether the Fund’s insistence on adhering to the revised 2023-24 budget (revised as per prior conditions of the SBA), approved by parliament is indeed a step in the right direction for three reasons: (i) indirect taxes form around 80 percent of all tax collections in the current year whose incidence on the poor is greater than on the rich and this does not include petroleum levy, another indirect tax, itemised under other taxes.

Claims that efforts are under way to widen the tax net must be seen in the context of past such efforts, which did not lead to higher collections even though the number of filers rose dramatically but of those who were not liable to file returns like widows, students and the retired, as they wanted to take advantage of lower withholding taxes imposed in the sales tax mode on filers as opposed to non-filers; (ii) current expenditure, budgeted at 92 percent of total budgeted outlay, continues to rise not backed by development expenditure leading to higher borrowing by the government that is crowding out private sector borrowing with a negative impact on national output; and (iii) reliance on higher crop output in the aftermath of the floods last year to raise output projections to 2 percent in the current year maybe an overambitious target, even though the base is at a low of negative 0.2 percent, given that the government is slashing development outlay while the industrial sector’s input cost, in terms of borrowing and utility rates, is prohibitively high.

To date, it is noteworthy that structural reforms have not yet begun to be implemented though plans are being drafted, plans which could be redrafted by the next government. It is only the quantitative targets specifically with reference to administrative measures requiring electricity and gas tariff upgrades (inclusive of taxes imposed on utilities) to meet the objective of full cost recovery, high discount rate to ensure a positive rate of return that are being implemented – a practice of passing on the buck to the hapless consumers that has been in evidence since long.

The Benazir Income Support Programme (BISP), for which 471 billion rupees budgeted this year, envisages 3,000 rupee every three months to the beneficiary with a family of 5, money that is insufficient for a country with a Sensitive Price Index of 44.6 percent and where poverty is said to have reached 40 percent.

PESHAWAR: The Pakistan Institute of Development Economics (PIDE) has unveiled a game-changing report named the “PIDE Reform Manifesto”.

Based on the research done by the Institute in the last four years, and the various conferences, seminars and consultative meetings, this manifesto is not just a document; it is a visionary roadmap poised to revolutionize both the economic landscape and societal fabric of Pakistan, according to a press release issued here on Monday.

PIDE’s commitment to driving positive change is vividly reflected in this pioneering initiative, offering a strategic guide for policymakers and stakeholders to navigate the complexities and usher in a new era of prosperity for Pakistan.

As the chief guest of the ceremony, Caretaker Federal Minister of Information, Murtaza Solangi, announced that the upcoming elections would take place on Thursday, February 8, 2024. Minister Solangi reassured the public that all assumptions and rumors surrounding the elections had been addressed, creating an environment of transparency and credibility in the electoral process.

Minister Solangi highlighted crucial issues such as the economy, foreign policy, education, and health. He stressed the importance of open discourse on fundamental issues and urged an increased collective consciousness among the people. Addressing challenges like population growth, he underscored the necessity of controlling the demographic surge.

Solangi called for democratic attitudes within political parties, asserting that fostering such values is pivotal for the country’s progress. With a hopeful tone, he expressed confidence that these collective efforts would lead to solutions for the real problems facing the nation.

In his opening remarks Dr. Nadeemul Haque, Vice Chancellor Pakistan Institute of Development Economics (PIDE), said that the economic challenges facing Pakistan persist despite 24 IMF programs, leaving the nation on the brink of default and trapped in a cycle of current account and fiscal deficits. Excessive government regulation, particularly from a bureaucratic system inherited from colonial times, hampers the formal market, with the government’s interference estimated at 64% of the economy.

Additionally, a regulatory cost of up to 45% of GDP further restricts investment opportunities. The democratic system, rooted in colonial-era ideologies, contributes to unsustainable debt levels and a patronage-driven political landscape, confusing local and national priorities. Antiquated institutions, resistant to reform, repel talent and hinder adaptation to the modern global economic environment, leading to a continuous cycle of crises.

Dr. Durre Nayab, Pro Vice Chancellor PIDE, highlighted the critical challenges facing Pakistan, emphasizing that addressing the changing demography and managing the escalating debt burden requires sustained and elevated economic growth.

In a candid statement, Dr. Ahmed Waqar Qasim, Senior Research Economist PIDE, highlighted the significant challenges posed by Pakistan’s civil bureaucracy, operating within a system devised during colonial times. He highlighted the bureaucratic hurdles impeding growth, innovation, and development.

No delay in elections

EDITORIAL: Good of ECP (Election Commission of Pakistan) to promptly lay all fresh rumours of a delay in the February elections to rest before they could create too much noise.

After repeated Senate resolutions demanding a postponement on account of cold weather and security concerns triggered feverish speculation that took some time to be defused and contained, now the uncertainty created by Iranian missile and drone strikes in Balochistan, which led to retaliatory action from the Pakistani military, has created yet more controversy. But pressing as this emergency is, it has been made clear that it is not going to interfere with the election schedule.

It’s still a mystery why independent senators submitted their resolutions, because elections have been held despite worse weather and security problems in the past. And the latest nugget that has been drawing all sorts of analyses over the last few days, mostly from foreign and security policy novices is that the drone and rocket exchange with Iran might make it impossible to hold elections in Pakistan.

This is ridiculous, especially since there are already encouraging signs of an urgently needed de-escalation. The rise and proliferation of social media is another big headache when it comes to such sensitive issues. Now the internet is overflowing with so-called youtubers spreading all sorts of juicy conspiracy theories that generate a quick following and fat incomes from them.

The road to the election has already been hard enough with almost everybody, including leading political parties, unnecessarily muddying the waters. In fact, things got so bad that the Supreme Court had to put its foot down and warn, in no uncertain terms, of serious consequences in case of a delay.

Now that the point of no return has been crossed, it’s best for everybody to put all their energies into the election itself. There’s plenty of sane content traditional and social media can generate without adopting deliberately controversial postures.

It’s already worrying that most leading parties have delayed their campaigns, for one reason or another, which means voters are still pretty much in the dark about their plans to solve the country’s most pressing problems.

It’s no good going through their manifestoes that have not been revised in years, sometimes decades. And it’s worse that most of the time the only thing the media does is cause more confusion.

Fawad Chaudhry announces ‘complete boycott’ of polls

Former information minister Fawad Chaudhry announced he will boycott the upcoming general elections.

His official account on X reposted a copy of the letter to the Election Commission of Pakistan (ECP) shared by his brother Faisal Hussain . Fawad, who has joined the Istehkam-i-Pakistan Party, is currently imprisoned in a corruption case.

Hussain posted a picture of a hand-written letter, and wrote “Chaudhry Fawad Hussain and his group boycotted the so-called and fake election.”

In the letter, the former Pakistan Tehreek-e-Insaf (PTI) leader said the ECP had failed to hold elections in Khyber Pakhtunkhwa and Punjab last year after the respective provincial assemblies had been dissolved.

“First of all, I was arrested in false cases so that I resign from contesting the elections myself,” he said.

Fawad added that his nomination papers were rejected, as was the subsequent appeal by a Rawalpindi election tribunal.

“Our nomination papers were rejected without justification.”

He also wrote about the political victimisation being meted out, announcing that he and his group would do a “complete boycott” of the elections.

Terming it a “waste of time” to demand resignations from ECP officials, the former minister said that the ECP had “failed horribly in fulfilling its responsibilities”.

“A government formed through such elections will not only be deprived of a moral but legal mandate as well, and would not at all have the capability to fight the country’s crises and challenges,” Fawad wrote.

Fawad had parted ways with the PTI and joined Istehkam-i-Pakistan Party, founded by Jahangir Tareen, in June last year.
