LETTER: It is generally argued that reopening of construction industry can fuel economic activity. The Punjab budget for fiscal year 2020-21 announced on Monday lays greater emphasis on this sector. According to the government, the Punjab budget has paid special attention to the construction industry as its 16 allied industries will cater to the needs of the poor segments. The construction industry was allowed to resume its operations which were subject to compliance of SOPs issued by the government. But the question is whether this step will really help the government save lives and livelihoods. The sudden surge in coronavirus cases and deaths suggests that the government will never be able to strike a delicate balance in this regard. It must go for a strict lockdown. Easing lowdown is a popular step but at a much greater cost. That the country's death toll has topped 3,000 with record 133 fatalities in 24 hours is a strong case in point.
