imageLAHORE: Federal Minister for Planning, Development and Reforms Ahsan Iqbal has said that reforms are like oxygen for those countries which want development.

Addressing the workshop on "Uplifting Public Sector and Civil Services Performance to New heights" at 90- Shahrah-e-Quaid-i-Azam here on Saturday, he said that administrative structure needed new inception as we were in the age of paradigm.

If people were satisfied with salaries, it would ultimately help in improving their performance, he added.

The minister said that it was a time of globalization and competitiveness as every country was trying to excel adding that governance should be business-friendly to attract investment.

Ahsan Iqbal said, "We need transformational change for progress and growth, citing the example of Indonesia, Turkey and other countries, he said that all these countries have gone through transformational change."

He further said that by 2025 we have to achieve a target of minimum 150 billion dollars export which was possible.

He said that we have to look for new ways to find performance in the system adding that democratic stability and its continuity, strategic economic vision and focus were key elements for making progress.

Negative narratives do not lead progress break through, he added.

Ahsan Iqbal said that transformational performance missing link had to be bridged while clarity was also significant for moving further.

He said that five steps reform implementation cycle should be adopted which include: developing vision and it must be translated into short medium term goals, key performance indicators must be derived, ministries and departments to develop institutional and individual action plans with roles responsibilities timeline budgets and ministries, departments to develop effective performance monitoring evaluation reward system.

He said that focus should be on 20 percent problems or doable things which affects 80 percent performance.

Later, talking to media he said that reforms were needed in public sector of Pakistan for best performance adding that in this regard consultation process with all provinces was in progress and provinces would also be visited in this regard.

He said no system can not deliver its best until the hard working people in it would be encouraged and those who do corruption be discouraged.

He said that hard workers should be encouraged and shirk workers should be discouraged, otherwise good people from the system would be lost.

He said that Prime Minister wanted to ensure transparency at levels.

To a question, he said that some political parties have reservations, adding that constitutional and legal teams were having talks in this regard and the minister hoped that these reservations would be removed and horse trading would be checked.

To another query, he said that if provinces get representation in federal departments it was good as the government wanted to strengthen the federation.
